The next meeting of the Fine Arts Commission is set for 4:00 p.m. Tuesday, June 13, 2017 in
the MIC Conference Room, 6th Floor of San Bernardino City Hall.

DRAFT MINUTES FOR TUESDAY, 04-11-2017

Meeting called to order by Chairperson Garcia on Tuesday, 04-11-2017 at
4:06 p.m. in the MIC Conference Room, 6th Floor of City Hall.
COMMISSIONER/STAFF ANNOUNCEMENTS
Rialto High School is presenting, “Swan Song,” which is compiled of snippets of several
different plays that Mary Bartlett, who is retiring this year has put together over the last 20
years. April 12, 13, 14 & 15 at 7:00 p.m. $7.00 per ticket
There will be a fundraiser to complete the Rosa Parks Statue by Artist Patrick Jewett. The
fundraiser will be held at the Garcia Center for the Arts on Sunday, April 30, 2017 from
2:00 p.m. – 4:00 p.m. and will cost $20 per person. Those interested should RSVP to
Bronica Taylor by April 20, 2017.
The San Bernardino Symphony Guild is giving an afternoon tea at the Garcia Center for
the Arts on May 17 from 4:00 p.m. to 6:00 p.m. to honor Mildred “Millie” McKim, for her
decades of support. She is also a member of many other organizations. The cost is $40
per person. RSVP is necessary if you wish to go: 909-381-5388 by May 3, 2017.

A motion was made by Commissioner Bunger to approve the Minutes of March 07, 2017.
The motion was seconded by Commissioner Segura. The Motion passed.

OLD BUSINESS
1. Rosa Parks Statue Update –
Although Commissioner Taylor was absent, she forwarded information regarding
the fundraiser for the completion of the statue mentioned during the
announcements.
2. Fish Eyes –
The group seems to be looking in other directions for their performance and there
does not seem to be any point in pursuing further contact.
A motion was made by Commissioner Botello to cancel or end the Fine Arts
Commission’s relationship with the Heidi Duckler Dance Theatre/troupe with regard
to the Fish Eyes project. The motion was seconded by Commissioner Bunger. The
motion passed.
3. Haynes Park/9th Street Opening – Saturday, May 13th
There will be Arts groups (including from the Garcia Center for the Arts) present and
everyone is welcome.
NEW BUSINESS
1. A Budget Update was not available.
2. Recommendations for FAC grants–
The Commission reviewed their decisions regarding recommending funding for the
different applicants to make certain they were confident in the amounts they were
going to take to the City Council.
a. There were some concerns raised about possible repetition of the issues
with the Parks, Recreation and Community Services funding. The commission
would like to ask that it be made clear to the City Parks and Recreation
and Community Services Department that they are not to draw funds directly
from the Fine Arts Commission account and that the funding granted them is for
ONE year ONLY.
b. The Fine Arts Commission grants are not on the City Council Agenda as yet
but the Commission is aiming for the Mayor and Common Council meeting of
May 01, 2017.
c. A motion was made by Commissioner Botello to amend the recommended
funding amount for the Woodward Academy from $10,000.00 down to $5,000.00
and to increase the recommended funding amount to the Symphonie Jeunesse
from $5,000.00 to $10,000.00. The motion was seconded by Commissioner
Babcock. The motion passed.

3. Art Night Final Plans–
Stephanie Sanchez and Mark Persico gave a quick review of the final plans for Art
Night – which will take place Friday, April 21 and Saturday, April 22, including where
advertising had been purchased. Commissioner Botello expressed disappointment
that a greater percentage of the advertising money was not spent with local
publications.
Commissioner Segura motioned to request a copy of the budget and expenditures
from the Art Night from Community Development. Commissioner Botello seconded
the motion. The motion passed.

The meeting was adjourned by Chairperson Dorothy Garcia at 5:06 p.m.
The next meeting for the Fine Arts Commission will be May 09, 2017 at 4:00 p.m. in the
City Hall MIC Conference room on the 6th floor.

Thank you for applying for a grant through the San Bernardino City Fine Arts Commission. This year
there were twice as many applications as in previous years---which is positive in terms of the amount of
arts activities going on in the city. However, because of the large number of applications and the limited
amount we are allocated for grants, most applicants will receive less than was requested. We also have
had to recommend not funding some organizations, although their projects are worthwhile.
The recommendation for your organization’s funding is _________________. This
recommendation will be presented to the City Council on May 15th and if approved by them, a
check will be sent you after July 1, since this funding is from the 17-18 fiscal budget. Your
project can begin any time after July 1, and continue until June 30, 2018. Would you please
send a schedule of classes/workshops and events to to City Clerk’s office, so that members of
the Commisson can make a visit to your project. In any publicity about your
project/performances, please credit the Fine Arts Commission of the City of San Bernardino.
Again, thank you for applying for these funds; your time and effort in doing so benefits residents of San
Bernardino and enhances the arts offerings in our city.

limited amount we are allocated for grants, most applicants will receive less than was requested. We
also have had to recommend not funding some organizations , either for non-specificity or lack of
necessary information, although their projects are worthwhile.
The Fine Arts Commission is recommending that your request receive no funding for this grants cycle.
However, you are encouraged to apply in future cycles.

Bernardino and enhances the arts offerings in the city.
Fine Arts Commission of the City of San Bernardino
PoetrIE: Your request was for rent, etc. on a building in the downtown area. Your financial report
shows that you have almost no funds to sustain this venture. If this remains a project for your
organization, we suggest that you plan more specifically about sources of funding and personnel
involved in the on-going operation of this endeavor.
Boys and Girls Club: Your request for funding for a visual and auditory exhibit of children’s stories about
challenges that they have overcome certainly has merit as a project. Members of the Fine Arts
Commission expressed concerns about the cost of several components of the project: the payment to a
professional photographer instead of incorporating photography into the arts experiences of the
children; the cost of rental facilities in which to display the exhibit; how the 25 children were to be
chosen to be part of the exhibit; the fees to view the exhibit, and the fact that you projected the event
beyond the 17-18 fiscal year.
San Bernardino Valley College Foundation (Judy Zak, copy Karen Childers)
Your project to design and print the coloring/activity books about instruments of an orchestra and
locations in our city is a nice meld of visual art and music. You requested the printing of enough books
for one year, to be given to students in the school district, and to others at Symphony concerts.
Commissioners questioned the sustainability of the project for future years and future 3rd graders. It
appears that the request for the books came from the VAPA office of the school district; if so, the school
district should be willing to print the books at their cost, and be able to do this in future years.
Commissioners were uncertain if there was collaboration with the Symphony Guild’s Music in the
Schools program in which trained docents visit every third grade classroom in the district, and could use
the booklets to enhance their presentations.
Indian Springs High School
Your project to have young women make “vision boards” as a way to encourage and empower them is
of merit. However, the commissioners did not see this as an art project, but rather a way of helping
them develop their own self-esteem. The Commission is funding projects that develop arts skills and
appreciation.
Arts Connection---Instruments for All
Your project to collect used musical instruments and refurbish them for use by students in the San
Bernardino School District certainly speaks to the needs of students in the district who can’t afford to
purchase or rent an instrument. However, the commissioners had to make a difficult decision in terms
of priority of requests; this project seems to require a significant amount of time and a very small group
of people(3) to carry it out. Perhaps a letter of support from an administrator in the school district
would have assured us that collaboration has been developed for the project.

Hello, Khayla and the Heidi Duckler staff:
We had not heard from you since the conference call some time ago, and were wondering about
the status of our collaboration with you. Through hearsay, I found that you had been in
conversation with Jorge Heredia, a member of SB Generation Now, the organization that we
suggested you contact. I contacted Jorge and found that arrangements have been made to locate
the FISH at San Bernardino Valley College, from very soon through October. This will be a good
location for your programming, and we wish you well.
However, after over a year of communication with your organization (March 22, 2016) and time
spent by the Fine Arts Commission and the Parks and Recreation Department on scouting locations
with you, we feel that you should have let us know of your decision to collaborate with a team at
San Bernardino Valley College. Communication with your organization has been erratic, to say the
least. Therefore, you no longer need our input or collaboration on this project.
