FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY DECEMBER 12, 2017 REGULAR MEETING In Attendance: Commissioners: Gil Botello, Chairperson; Deborah Bunger; Dorothy Garcia; Joyce Seeger; Donna Howard; Absent: Sandra Ibarra; Bronica Taylor; Barbara Babcock, Vice-Chair Arrived Late: Michael Segura Guests: Dylan McNamara, Actor/Writer Stephanie Sanchez, Community Development Meeting called to order by Chairperson Botello on Tuesday, December 12, 2017 at 4:03 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd. Floor COMMISSIONER/STAFF ANNOUNCEMENTS There will be a Las Posadas event at the Garcia Center for the Arts on Thursday, December 21, 2017 at 7:00 p.m. There are actually five of these events planned throughout the City on different days; contact Commissioner Sandra Ibarra for further information. The Garcia Center for the Arts was also the location for the official visit of State of California Poet Laureate Dana Gioia. The event happened on December 08, 2108 at 7:00 p.m. and it was his only appearance in the entire county for this tour. About 60 people attended. San Bernardino Arts Fest will be Saturday, March 24, from Noon to 9:00 p.m. at the San Manuel Stadium. The Fine Arts Commissioners are to be Ambassadors at this event so all FAC members should put it on their schedule. APPROVAL OF MINUTES A motion was made by Dorothy Garcia to approve the Minutes of the November 14, 2017 regular meeting. The motion was seconded by Deborah Bunger. The Motion passed. Page 2 Fine Arts Commission Regular meeting of December 12, 2017. . GUEST SPEAKERS Stephanie Sanchez from Community Development gave an update on Arts Fest. 1. From the schools, only Richardson Prep-Hi has responded from the schools so far. 2. Only about 15 applications have been received so far. 3. Applications are due in a week but will continue taking them through the end of December a. If Commissioners find artists that they want to participate then those applications are due the beginning of January. b. Guest Dylan McNamara pointed out that the flyer doesn’t specify that it’s free and also for an artist it doesn’t look from the flyer that they have to hurry to get in their applications – they’ll see “March” and think that they have time. 4. Any type of artwork can be displayed. OLD BUSINESS 1. Development Impact Fund Ordinance change Update – Dotti Garcia This should be on the Agenda for the December 20, 2017 City Council meeting; all members of the commission should plan to attend. 2. Update on San Bernardino ARTSFEST committee meeting – Barbara Babcock. Commissioner Babcock had sent her regrets earlier as she is ill. Guest Speaker Stephanie Sanchez gave the update when she addressed the Commission earlier. 3. Las Posadas Update – Sandra Ibarra Commissioner Ibarra had sent her regrets earlier as she is ill; therefore she was unable to give an update. 4. Rosa Parks Installation Event- Commissioner Taylor had sent her regrets earlier as she had a schedule conflict however the event is still tentatively scheduled for February 02, 2018. There was a request that the Chair for the Fine Arts Commission speak at the event; Chairperson Botello would like for Commissioner Garcia to speak instead as she was the Chairperson for most of the time that the Commission was working so diligently to bring this installation about. NEW BUSINESS 1. Discussion on strategy to preserve Grants funding and to be included FY- 18/19: A motion was made by Dorothy Garcia to table this discussion until the next meeting due to so many of the Commissioners being out ill. The motion was seconded by Donna Howard. The Motion passed. Page 3 Fine Arts Commission Regular meeting of December 12, 2017. . 2. Possible Consolidation of FAC – A motion was made by Dorothy Garcia to send a copy of the letter proposed by Chairperson Botello, with any necessary edits for spelling/grammar etc. to City Manager Andrea Miller before January 01, 2018. The motion was seconded by Joyce Seeger. The Motion passed. 3. Date/Time setting for 2018 FAC meetings – A motion was made by Michael Segura to keep the regular meetings scheduled for the second Tuesday of each month; but to change the time from 4:00 p.m. to 4:30 p.m. The motion was seconded by Donna Howard. The Motion passed. PUBLIC COMMENTS – Guest Dylan McNamara introduced himself to the Commission and expressed his interest in the possibility of local theatre productions. Botello, Chairperson (excused); Dorothy Garcia (absent with regrets); Bronica Taylor; Michael Segura (absent with regrets) Guests: Roxanna Gracia, Field Deputy for Assemblywoman Eloise Gomez-Reyes Meeting called to order by Vice-Chairperson Babcock on Tuesday, January 09, 2018 at 4:36 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd. Floor COMMISSIONER/STAFF ANNOUNCEMENTS: The San Bernardino Symphony Orchestra is looking for a new Conductor. Each concert in this season is basically like an interview for each of the Guest Conductors and they are expected to put together some really impressive programs because of this. Package deals are available and it’s a really great opportunity for our Symphony Orchestra is truly wonderful to hear. The Las Posadas events last month were wonderful and it is hoped that next year the events will continue to grow. They really brought the community out. It would be great to have at least one of these in each of the Wards. GUEST SPEAKERS: Roxanna Gracia gave an update on the installation and unveiling of the Rosa Parks Statue at the Rosa Parks State Memorial Building. The event will be Friday, February 02, 2018 at 10:30 a.m. If there is rain then the event will be moved inside to the San Bernardino County Chambers. OLD BUSINESS: 1. Development Impact Fund Ordinance approval by Council: as Commissioner Segura was absent there was no discussion on this item. 2. Update on the Arts Fest: a. The next meeting is January 10, 2018 at 3:30 p.m. b. More participants are needed. c. The steering committee is hopeful that Garner Holt Productions will participate in some way. 3. Letter to City Manager in response to proposal to consolidate boards and commissions: a. Commissioner Garcia was unable to attend due to weather/road conditions however the letter agreed upon by the commission at the last meeting was sent prior to January 1, 2018 as the commission had requested. Page 2 Fine Arts Commission meeting of January 09, 2018. b. City Clerk Hanna has asked the City Manager for an update as to the status of the Fine Arts Commission. c. Vice-Chairperson Babcock requested it be in the record that the Fine Arts Commission does not want to and should not be “lumped in” with the Parks and Recreation Commission and the Senior Affairs Commission. Each of these commissions should remain stand-alone advisory bodies, especially the Fine Arts Commission as it is such an active and pro-active body. d. City Clerk Hanna reminded the Commission that it will be up to the City Council. NEW BUSINESS: 1. Discussion on strategy to preserve grants funding this cycle and to be included in the FY 18-19 Budget process. a. Four councilmembers are up for re-election so it is hoped they will be even more supportive of the arts as that is a very good way to prove to the citizens in their wards that they are working hard to improve life for all the residents of our City. b. It would be nice if the Fine Arts Commission could hire a grant writer but that would be a function of the City Manager’s Office. c. The commissioners all agreed that they all need to maintain frequent contact with their own Councilmembers to keep them informed as to arts events and organizations and draw their attention to areas within their own wards where the Arts and Arts related groups/non-profits can and do help the community.
