IMPROVEMENTS PROJECT

Background
•Encanto Community Center
•Located at 1180 W. 9th Street
•Built in 1968 with Housing and Urban Development (HUD) Federal Grant funding.
•In 1970 the City entered into a 50-year lease agreement with the Boys and Girls Club of San Bernardino (BGCSB)
•February 1, 1970 - January 31, 2020.
•Provided the operation and programming for physical, educational, vocational, and recreational services to the community.
•Subleased western portion of facility to the County of San Bernardino for Preschool/Head Start programming.
•BGCSB vacated the facility in January 2020

Current Facility Condition
•After 50 years of use the building condition is deteriorating.
•Roof is in extremely poor condition
•HVAC units have been vandalized and require full replacement
•Cosmetic deficiencies (paint, flooring, equipment replacements needed)
•In FY20/21 Budgets were established to address priority maintenance items:
•$655,00 in CDBG funding for roof replacement
•$250,000 in Cultural Development Fund for HVAC replacements
•These repairs are critical to preserve the facility condition and avoid further deterioration of the structure.

participation on a regional level and,
with improvements, would allow the
City to restore services previously
provided by BGCSB.
Project Benefits

•Constructing improvements at the facility will address deferred maintenance and
avoid further deterioration.
•Restoring programming at this center will reduce potential for future vandalism and
theft.
•The services provided would serve a wide range of community needs.
•Once improved, the facility provides an opportunity for Parks and Recreation staff to
be housed at the facility.
•This would result in needed office space being available at the 201 N “E” Street
building to be considered for transition into a “one stop shop” location for Public
Works Engineering and Community Development.
•Relocation of staff to this facility will more effectively and efficiently utilize
existing recreation staff.
Benefits of the Encanto Community Center Improvement Project:
Project Design Services

•In October 2020, Public Works Engineering staff met with three architectural firms that were
previously established as on-call consultants to the City for support of design services for the
potential project.
•Proposals were received from all three firms and were evaluated and rated by staff.
•Miller Architectural Corporation received superior ratings and has submitted to provide design
services for this project in a total amount of $178,385.
•Design services requested include:
•Lobby redesign to meet social distancing and CDC guidelines
•Office space design
• Restroom renovations
• Mechanical planning for all electrical, fire protection and HVAC replacement
• Landscape and parking lot improvements
• ADA improvements to address current standards
Funding Support for Project

By allocating the donated funds to the Encanto Community Center Improvement
Project the City will:
•Preserve this existing facility for use long into the future by addressing critical
mechanical and cosmetic deficiencies.
•Improve the facility to effectively support the restoration and expansion of
programs for the entire community.
•Create potential relocation opportunities for Parks and Recreation staff that would
subsequently result in more available space at the 201 N “E” Street facility for other
departments to better serve the public.

Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, adopt Resolution No. 2021-1:
1. Approving the use of donated funds to support a project for renovation of
the Encanto Community Center; and
2. Authorizing the Director of Finance to appropriate funds in the amount of
$2,236,622 from Donations Fund No. 006 to the Encanto Community Center
Improvements Project (“Project”) and amend the FY 2020-21 Capital Improvement
Plan to include the Project; and
3. Approving the award of a Professional Services Agreement with Miller
Architectural Corporation for Project design services in the amount of $178,385 from
Encanto Community Center Improvements Project Fund No. 006-380-8748.
