Comments He o. I am an nutting s comment in my official capacity as Senator Connie
Leyva's District Representative. Senator Leyva supports the declaration of racism as a public
health crisis. When COVID-19 was declared a public health crisis, policies and procedures
were implemented and enforced for the safety of the public at large. Likewise, by declaring
racism a public health crisis the City of San Bernardino can exemplify leadership by
developing plans, procedures, and programs to address systemic racism in a proactive manner.
Senator Leyva recommends reviewing and evaluating models and best practices being utilized
in other jurisdictions to determine which ones to implement in San Bernardino. One model in
law enforcement that has demonstrated effectiveness is called CAHOOTS. Senator Leyva is
committed to working in collaboration with you to address systemic racism for the benefit of
all residents in San Bernardino.
