Subject: Award of Professional Service Agreement for ATP Cycle 2-
Safe Routes to School Project at 3 Locations
Recommendation
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, adopt Resolution No. 2020-40, approving the award of a Professional
Service Agreement with ALTA Planning & Design in the amount of $63,944 for ATP
Cycle 2 - Safe Routes to School Project - Non Infrastructure Component (SS17-001).
Background
Cycle 2 of the Active Transportation Program (ATP) commenced March 2015, upon the
adoption of the program guidelines by the California Transportation Commission (CTC).
ATP is funded from various federal and state funds appropriated in the annual Budget
Act, Pursuant to state statute. The goals of the program are to:
Increase the proportion of biking and walking trips
Increase safety for non-motorized users
Increase mobility for non-motorized users
Advance the efforts of regional agencies to achieve greenhouse gas reduction
goals
Enhance public health, including reduction of childhood obesity through the use
of programs including, but not limited to, projects eligible for Safe Routes to
School Program funding
Ensure disadvantaged communities fully share in program benefits
Provide a broad spectrum of projects to benefit many types of active
transportation users
On September 6, 2016, the Mayor and City Council adopted Resolution No. 2016-190
accepting the award of ATP Cycle 2 grant funding in the amount of $2,093,000. The
funding is to be used for Safe Routes to School (SRTS) improvements to facilitate safe
routes of pedestrian travel to school for students. Three project locations have been
identified for SRTS improvements.
The funding awarded is allocated to two categories of work: infrastructure components
and non-infrastructure components. The infrastructure component of the project

includes preparing a detailed need analysis and constructing sidewalk, curb & gutter,
ADA ramps and street lights in the vicinity of schools located in the City of San
Bernardino. Non-Infrastructure component funds will be used to pay for a qualified
consultant to coordinate the project schools and perform public outreach activities.
These activities support planning, implementation, incentives, supplies, and evaluation
related to the project and may include:
a) Highlighting the completion of the sidewalk projects
b) Educating parents and students about the health benefits of walking and biking to
school
c) Slowing down in school zones
d) Walk/bike to school day events
e) Imple
These activities are subject to change based on the needs of each school and the
recommendations of the consultant. Funds will pay for the cost of outreach assisting
with public education and encouragement activities as they relate to minority and
Hispanic populations. Funds will also pay for the cost of staff at San Bernardino and
Rialto school districts to assist with activities that will be aligned directly with their on-
going programs. The funds will not supplement existing resources, but will be used to
help pay for additional staff time necessary to implement this SRTS education and
encouragement effort.
Six (6) schools have indicated a willingness to participate in the program. They include:
Holcomb ES, Cajon HS, Pacific HS, Roger Anton ES, Garcia ES, and Jehue MS. The
consultant will develop a work plan for each school. The consultant and staff will
coordinate with school district and school personnel to successfully implement the
education program.
On June 19, 2019, the Mayor and City Council approved Resolution No. 2019-168,
included Capital Improvement Plan (CIP) SS 17-001 project for ATP Cycle 2- Safe
Routes to Schools Project at three locations. Sources of funding are provided in detail in
the fiscal impact section of this report.
Discussion
On August 19, 2019, Caltrans provided the City with form E76, authorizing the City to
proceed with expenditure of $64,000 awarded for non-infrastructure component of the
project.
On November 21, 2019, staff issued a Request for Proposals (RFP) to
consultant servicing firms that previously indicated an interest in receiving solicitations
for this type of work. The RFP was also made publicly available on the Citys Request
for Bidwebsite.
On December 19, 2019, one (1) proposal was received from ALTA Planning and
Design of San Diego, California. The proposal was reviewed by staff using the City

standard rating system. The firm was interviewed and it was determined that the
proposal mettherequirements oftheRFP. ALTA Planning & Design hasextensive
experience in this work, and has completed many local projects in the San Bernardino
area.
After selecting the firm, a fee proposal was requested and negotiated for this federally
funded project. The final agreed upon fee for the proposed services is $63,944. The
non-infrastructure component of the project is expected to be completed in June 2020.
2020-25 Key Strategic Targets and Goals
This project is consistent with Key Target No 2a: Develop and implement a community
engagement plan. This project will support this goal by developing and implementing a
community engagement plan related to the project that will serve as an opportunity for
information sharing through the local schools and with the public (parents and students)
they serve.
Fiscal Impact
There is no General Fund Impact. ATP funding in the amount of $2,195,000 was
previously approved by the Mayor and City Council for the ATP Cycle 2 - Safe Routes
to School Project (Account #123-160-8604-5504) and is available through ATP Grant
funds for this project. The tables below show the funding sources allocated,
expenditures to date, and available funding remaining for the project.

Conclusion
It is recommended that the Mayor and City Council of the City of San Bernardino,
California, adopt Resolution No. 2020-40, approving the award of a Professional
Service Agreement with ALTA Planning & Design in the amount of $63,944 for ATP
Cycle 2-Safe Routes to School Project - Non Infrastructure Component (SS17-001)

RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
APPROVING THE AWARD OF PROFESSIONAL SERVICE
AGREEMENT WITH ALTA PLANNING & DESIGN IN
THE AMOUNT OF $63,944 FOR ATP CYCLE 2 - SAFE
ROUTES TO SCHOOL PROJECT AT THREE LOCATIONS
NON INFRASTRUCTURE COMPONENT (SS17-001)
WHEREAS, On February 8, 2016 City received ATP Cycle 2 Grant approval from the
California Department of Transportation in total amount of; and
WHEREAS, On September 6, 2016, the Mayor and City Council adopted Resolution
No. 2016-190 accepting the Active Transportation Program Cycle 2 Grant Non-infrastructure
Component in the Amount of $64,000 for Project ATPL- (054); and
WHEREAS, On August 19, 2019, Caltrans issued their form E76, authorizing the City
ion to proceed to conduct the non-infrastructure component of the project; and
WHEREAS, staff has administered a competitive process to secure a design contract to
conduct ATP Cycle 2 Non-infrastructure Component tasks; and
WHEREAS, the City received one proposal on December 19, 2019 from ALTA
Planning & Design of San Diego California; and
WHEREAS, staff has reviewed the proposal and determined that ALTA Planning &
Design is a qualified to perform ATP Cycle 2 - Safe Routes to School Project Non
Infrastructure Component tasks; and
WHEREAS, the City now wishes to enter into a Professional service Agreement (PSA)
with ALTA Planning & Design to conduct ATP Cycle 2 Non Infrastructure component tasks
subject to any PSA
with federal and state granting requirements.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The City Manager is hereby authorized and directed to award a
Professional Service Agreement to ALTA Planning & Design of San Diego, California in the
amount of $63,944, subject to
state granting requirements.

SECTION 3. The Director of Finance is authorized and directed to issue a Purchase
Order in the amount of $63,944 to ALTA Planning & Design for this work.
SECTION 4. The City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not
subject to CEQA.
SECTION 5. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 6. Effective Date. This Resolution shall become effective immediately.
