HomeMy WebLinkAbout2019-330 Approving FY 2018 continuing appropriations, amending the 2019/20 budget to include the approved FY2018/19 carryoversResolution No. 2019-330 RESOLUTION NO. 2019-330 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING THE FY 2018/19 CONTINUING APPROPRIATIONS AND ENCUMBRANCE CARRYOVERS AND AMENDING THE FY 2019/20 BUDGET TO INCLUDE THE APPROVED FY 2018/19 CONTINUING APPROPRIATIONS AND ENCUMBRANCE CARRYOVERS WHEREAS, the FY 2018/19 Budget was adopted on June 20, 2018; and WHEREAS, the Encumbrance Carryovers and Continuing Appropriations reflect City commitments to projects, services or purchases that were approved in FY 2018/19 but were not completed or fully paid for by June 30, 2019, thereby necessitating authorization to carryover and expend the funding in Fiscal year 2019/20. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2, The Mayor and City Council approve the continuation of the projects and related funding as listed in the Encumbrance Carryovers and Continuing Appropriations lists, attached hereto as Exhibit H and Exhibit IlI. SECTION 3. The Director of Finance is hereby authorized to amend the FY 2019/20 budget by the amounts noted in the FY 2018/19 Continuing Appropriations and Encumbrance Carryovers lists. SECTION 4. The City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. SECTION 5. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable. SECTION 6. Effective Date. This Resolution shall become effective immediately.
