Resolution No. 2019-343 RESOLUTION NO. 2019-343 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, APPROVING THE AWARD OF A ONE-YEAR PROFESSIONAL SERVICES AGREEMENTS WITH GK & ASSOCIATES, IDC CONSULTING ENGINEERS, INC., INFRASTRUCTURE ENGINEERS, TO PROVIDE AS - NEEDED, ON CALL ENGINEERING PLAN CHECK AND PUBLIC WORKS INSPECTION SERVICES FOR VARIOUS CAPITAL IMPROVEMENT PROGRAM (CIP) CONSTRUCTION AND MODERNIZATION PROJECTS; IN THE TOTAL MAXIMUM NOT -TO -EXCEED AMOUNT OF $100,000; AND AUTHORIZE THE CITY MANAGER OR DESIGNEE TO SIGN AND EXECUTE THE AGREEMENTS WHEREAS, GK & Associates, IDC Consulting Engineers, Inc., Infrastructure Engineers, from Diamond Bar, Rancho Cucamonga and San Bernardino, California respectively are competent experienced consulting firms and have provided the most advantageous and best proposals to provide as -needed on call Engineering Plan Check and Public Works Inspection Services for various Capital Improvement Program (CII') construction and modernization projects. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2. The City Manager or his designee is hereby authorized and directed to award on call Professional Service Agreements to GK & Associates, IDC Consulting Engineers, and Infrastructure Engineers from Diamond Bar, Rancho Cucamonga and San Bernardino, California respectively in the amount of $100,000 each, attached and incorporated herein as Exhibits `A', `B', and `C' SECTION 3. The Agreements shall expire on December 31, 2020, unless earlier terminated as provided therein. Subject to written approval of the parties involved, the Agreements may be administratively extended by the City Manager or designee for a maximum of two (2) additional years. The total duration of the Agreements, including the exercise of any options, shall not exceed December 31, 2022. SECTION 4. In order to control costs, the firms will be required to submit a fee proposal when requested to design a CII' project. The fee will be charged against the account number for the specific CII' project. There is no guarantee of a minimum amount of work to any of the consultants. Resolution No. 2019-343 SECTION 5. The Director of Finance is authorized and directed to issue a Purchase Order in the amount of $100,000 each to GK & Associates, IDC Consulting Engineers, Inc., Infrastructure Engineers for this work. SECTION 6. The City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. SECTION 6. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable. Agency: Castaic Lake Water Agency, Kern County, CA Contract Title: Various Capital Improvement Projects Scope of Services: I& French provided full constriction management and inspection services for the following capital improvement projects: Groundwater Containment, Treatment Restoration (Treatment) and Groundwater Production Restoration Transmission Mains (Pipelines); Honby Parallel Phase 11 Rio Vista Treatment Plant Expansion; Kern County Water Agency, Cross Valley Canal Expansion. Mr. French inspected the asphalt paving, concrete pouring of the air vac pads, storm drain installation and backfill, and the installation of a 16in pipeline pipe into hangers under a bridge over a river. Other duties included taking pictures, SWPPP, writing daily reports, and making contact with city and water agencies. Agency: Kern County Water Agency Contract Title: Cross Valley Canal Expansion Scope of Services: Mr. French provided construction management and administrative assistance for the construction of this $50 million canal liner rising for 13 miles. The project consisted of five 500 CFS pump stations, siphon removal, canal liner installation, parallel siphons and turnout Mr. French inspected the asphalt paving, concrete pouring of the air vac pads, and the installation of a 16 inch pipeline pipe into hangers under a bridge over a river. Additional duties included taking pictures, writing daily reports, and making contact with city and water agencies. The Los Angeles County Metropolitan Transportation Authority (Metro) is proposing to construct a Pedestrian Underpass (UP) under the northbound and southbound light rail transit (LRT) tracks in the vicinity of the Faithful Central Bible Church in the City of Inglewood. it provides direct access to church users who travel between facilities offered by the church that are currently located at both sides of the tracks. The Pedestrian UP consists of a reinforced concrete box structure with access ramps and stairways to and from the underpass. Retaining walls will be constructed as needed.
