RESOLUTION NO. 2019-355
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
ESTABLISHING THE CLASSIFICATION AND
APPROVING THE JOB DESCRIPTION OF DIRECTOR OF
ANIMAL SERVICES (I); ESTABLISHING THE ANIMAL
SERVICES DEPARTMENT AND AMENDING THE FISCAL
YEAR 2019/20 ADOPTED BUDGET
WHEREAS, September 18, 2019, following an update on the animal control program
and shelter repair options, the Council directed the City Manager to develop a plan of action
including a proposed budget and the resources needed to effectively operate an animal shelter,
field and licensing program independent of the Police Department; and
WHEREAS, the transfer of animal control program operations from the Police
Department to a separate animal services department will required a phased approach; and
WHEREAS, the first step in this process will be to replace the Animal Control Manager
position with a director level positions to oversee program operations; and
WHEREAS, the Director of Animal Services (U) will replace the vacant Animal Control
Program Manager and two (2) Animal Control Officer positions in the FY2019/20 Adopted
Budget; and
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2, The classification of Director of Animal Services (U), Range 630, $10,278-
$12,493 per month, is herby established and the job description of said position, attached hereto
and incorporated herein as Exhibit "A", is hereby approved.
SECTION 3, The Director of Human Resources is authorized to update the City of San
Bernardino salary schedule for full-time non -safety classifications for Fiscal Year 2019/20
adopted by Resolution No. 2019-167 to reflect these actions.
SECTION 4, The Director of Finance is authorized to amend the Fiscal Year 2019/20
Adopted Budget to reflect the changes as identified and attached hereto and incorporated herein
as Exhibit `B" and to move the Animal Control Fund (124) operating budget from the Police
Department to the newly created Animal Services Department.

SECTION 5. That the City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not
subject to CEQA.
SECTION 6. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 7. Effective Date. This Resolution shall become effective immediately.

DIRECTOR OF ANIMAL SERVICES (U)
JOB SUMMARY
Under general policy direction, plans, organizes, and directs the Animal Services Department;
advises the City Manager and the Mayor and City Council on the operations of animal services
including veterinary care, field enforcement, shelter care, licensing and immunization, and
administrative services; and performs related duties as assigned.
DISTINGUISHING CHARACTERISTICS
Director of Animal Services is responsible for managing, directing and integrating the functions,
programs, and activities of the Animal Services Department. Responsibilities are broad in scope
and involve highly sensitive and publicly visible operations, projects and processes that require
a high degree of policy, program and administrative discretion and high ethical standards.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude it from the
position if the work is similar, related or a logical assignment to this class.
1. Plans, organizes, controls, directs, and evaluates the work of the Animal Services
Department; with subordinate managers and supervisors, establishes operational plans
and initiatives to meet department goals; implements departmental plans, policies, work
programs, and procedures required to achieve all department objectives; coordinates
and integrates functions and responsibilities to achieve optimal efficiency and
effectiveness; develops and monitors performance against the departmental budget.
2. Plans and evaluates the performance of managers, supervisors, and staff; establishes
performance requirements and personal development targets; monitors performance
and provides coaching for performance improvement and employee development;
provides or recommends compensation and other rewards to recognize performance;
takes disciplinary action up to and including termination, address performance
deficiencies, in accordance with the City's human resources policies and procedures,
personnel rules and labor contract provisions.
3. Prepares a variety of State and County reports on operations and activities as required
by the City, and County and State health and safety officials, and act as the City's liaison
during audits.
4. Initiates and coordinates involvement of volunteers, community groups or task forces in
matters involving animal health and safety; address sensitive inquiries and public
complaints.
5. Leads the investigation of formal complaints involving court action against violators of
animal control ordinances and laws; prepare case files for criminal action; determine
applicability of City ordinances, State and County regulations, and community standards;

coordinate investigations of animal abuse matters with animal care providers, law
enforcement personnel, and Court officials.
6. Promotes effective public and community relations with volunteers, interest groups and
private sponsors of special animal services programs; coordinate educational and public
speaking programs for schools, civic groups, public agencies, City representatives, and
law enforcement agencies; and maintain relationships with other governmental agencies
and regional bodies
7. Manages and coordinates volunteer staffing and training; assess effective deployment of
volunteers as part of departmental services.
8. institutes inspection procedures for animal services facilities to ensure proper health and
welfare standards are maintained for domesticated and wild animals and to limit
potential liability; authorize treatment of sick and injured animals.
9. Makes presentations before the City Council, other agencies, community groups and the
media on the City's animal services operations and initiatives; and, ensures that the
documentation required for consideration by the Mayor and City council and other
boards are timely and thorough; tracks the preparation of staff reports for City Council
consideration.
GENERAL QUALIFICATIONS
Knowledge of -

f1. Principles and practices of public administration, including budgeting, purchasing,
contract administration, strategic planning, maintenance of public records and customer
satisfaction.
2. Financial procedures and regulations including those related to federal and/or state grant
programs, governmental fund management, and sources of funding for meeting animal
services program and service delivery needs.
3. Field enforcement, medical procedures, shelter maintenance, operations and
departmental administration.
4. Federal, state and local laws, regulations and court decisions applicable to assigned
areas of responsibility including licensing, animal welfare, health and safety.
5. Principals of animal behavior and care; occupational hazards and standard safety
practices necessary in animal services.
6. Organization, functions, legal requirements, and practices of the City Council, and other
boards/committees/working groups.
7. Computer software applications related to licensing, billing and administrative functions.
8. Research methods and analysis techniques.
9. Principles and practices of effective management and supervision.
10. City human resources policies and procedures, personnel rules, and labor contract
provisions.
Ability to:
1. Evaluate department programs and services and makes changes or recommendations
for improvement and develop budgets that maximize available resources for optimal
outcomes.
2. Communicate effectively orally and in writing to diverse audiences; present ideas and
concepts persuasively in speaking before groups or in writing for publication.
3. Prepare clear, concise and comprehensive correspondence, reports, studies and other

6. Exercise sound, expert independent judgement within general policy guidelines.
7. Establish and maintain effective and collaborative working relationships with others.
8. Supervise, evaluate, motivate, coach, mentor, and develop assigned staff.
9. Establish and maintain collegial working relationships with the City Manager, City
Council, City Staff, volunteers, interest groups, the community at large, regulatory and
other governmental agencies, granting organizations, media, and others encountered in
the course of work.

11. Maintain the highest standards of integrity and professional ethics in complex dealings
with diverse stakeholders.
MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills, and abilities outlined above is graduation from
an accredited four-year college or university with major coursework in public or business
administration, animal husbandry, biological science or closely related field. At least six (6)
years of progressively responsible experience field and investigations programs, shelter and
veterinary services; at least two (2) years of which were in a management capacity or an
equivalent combination of training and experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses, Certificates, Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's vehicle
insurance program may be required for certain assignments.
PHYSICAL DEMANDS
The physical and mental demands described here are representative of those that must be met

While performing the duties of this class, employees are regularly required to sit; talk or hear, in

The employee works under typical office conditions, and the noise level is usually quiet. The
employee may periodically be required to work in outside conditions, exposed to wet or humid
conditions, where the noise level may be loud, and may be exposed to sick, injured and vicious
animals. The employee occasionally works in an animal kennel where the noise level can be
loud.
