RESOLUTION OF TBE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
ESTABLISHING SALARIES FOR THE SAN BERNARDINO
POLICE DEPARTMENT RANGES P-1 (POLICE
OFFCIER), P-2 (DETECTIVE/CORPORAL), P-3
(SERGEANT), P-4 (LIEUTENANT), P-5 (CAPTAIN), P-6
(ASSISTANT CHIEF), P-7 (CHIEF) AND LAW
ENFORCEMENT TRAINEE EFFECTIVE AUGUST 1, 2019
WHEREAS, the Mayor and City Council approved and adopted Resolution No. 2019-
149 on June 5, 2019 establishing a basic compensation plan for the San Bernardino Police
Department effective August 1, 2018; and
WHEREAS, The San Bernardino Police Officers Association (SBPOA) and Police
Management Association (PMA) MOUs provide that as of August I" of each year the
Agreement is in effect, salaries shall be increased by a minimum of 3.5%; and
WHEREAS, the Police Chief s salary is proposed to increase as budgeted by a
commensurate amount to avoid compaction.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The updated basic compensation plan for the San Bernardino Police
Department, attached hereto as Exhibit A, is hereby adopted effective August 1, 2019.
SECTION 3. The City Manager is authorized to extend benefits to the Police Chief (P-
7) up to the level of benefits available to the Assistant Chief (P-6) under the San Bernardino
Police Management Association employee compensation and benefits plan as set forth in
Resolution No. 2015-255 or its successor including but not limited to Ca1PERS retirement
benefits, long term disability insurance, holidays, vacation, and family illness leave.
SECTION 4. That the City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not
subject to CEQA.
SECTION 5. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.

SECTION 6. Effective Date. This Resolution shall become effective immediately with
retroactive application as noted in Section 2.
