HomeMy WebLinkAbout2019-266Resolution No. 2019-266 RESOLUTION NO. 2019-266 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, AUTHORIZING THE EXECUTION A PROFESSIONAL SERVICES AGREEMENT BETWEEN DR. WILLIAM SOLTZ, PH.D., INC., AND THE CITY OF SAN BERNARDINO FOR PRE-EMPLOYMENT AND FITNESS FOR DUTY PSYCHOLOGICAL EVALUATIONS FOR POLICE SAFETY OFFICERS WHEREAS, the City of San Bernardino is in need of a Vendor to provide pre- employment and fitness for duty psychological evaluations for both current and potential police safety officers; and WHEREAS, the services provided by Dr. William Soltz, Ph.D. Inc. pursuant to the terms of the original Agreement resulted in the City satisfying the Peace Officer Standards Training (POST) requirements for all police safety officers; and WHEREAS, the current term of the Agreement expired June 30, 2019; and WHEREAS, staff determined that conducting a Request for Quotes (RFQ) would be prudent in seeking a psychologist that would fit the City's standards with the knowledge, experience and psychological background for conducting pre-employment and fitness for duty evaluations for the City's police safety candidates and employees. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2. The City Manager is hereby authorized and directed to execute the Professional Services Agreement between the City of San Bernardino and Dr. William Soltz, Ph.D., Inc. for pre-employment and fitness for duty psychological evaluations for police safety candidates and employees. A copy of said agreement is attached hereto marked Exhibit "B" and incorporated herein by reference as fully as though set forth at length. SECTION 3. The Director of Finance or designee is hereby authorized to issue a purchase order to Dr. William Soltz, Ph.D., Inc. for pre-employment and fitness for duty psychological evaluations for police safety employees, for a total cost for FY 2019/20 not to exceed $11,700.00. Sufficient funding is included in the FY 2019/20 Adopted Budget for cost for services is in account 678-110-0057-5502. SECTION 4. That the City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the Resolution No. 2019-266 environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. SECTION 5. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable. CALIFORNIA 52409 TELEPHONt (009) 996.4554 FAX (900) 531.4901 SCOPE OF WORK Act as a psychologist for Pre -Employment evaluations and Fitness for Duty evaluations. Employees will be referred to me for either of these two purposes. This would involve psychological evaluations to determine their capability of acting in a capacity as a police officer or to determine their fitness to perform their duty in one of a number of areas of City service. Service Hours The vendor's services will be available five days a week between 9:00 a.m. and 5:00 p.m. Staffing The vendor will maintain an office staff that will receive calls and set up appointments. The vendor himself will perform the evaluations. Request for Service Upon request by a City agency or the Police Department. The vendor shall provide psychological evaluations including the administration of testing, review of records and preparation of reports.
