RESOLUTION NO. 2019-285
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
APPROVING AN AMENDMENT TO RESOLUTION NO.
2019-253 WHICH ESTABLISHED EMPLOYER PAID
HEALTH BENEFIT CONTRIBUTIONS FOR BENEFIT
PLAN YEAR 2020
WHEREAS, on August 7, 2019, the Mayor and City Council approved Resolution No.
2019-253, which established the Employer contributions towards the purchase of City -sponsored
health care premiums; and
WHEREAS, due to an oversight, the Middle Management health benefit contribution
must be updated to reflect the contribution amounts set forth in the Memorandum of
Understanding.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2, The following amendment is made to Resolution No. 2019-253 effective
January 1, 2020:
1. Health Benefit Contributions: Employer contributions for insurance benefits available
for purchase by employees include medical, dental, vision, life and accidental death and
dismemberment, as made available through the City. The amount of the Employer
contribution is based on the selection of the "Medical" enrollment category. If an
employee elects "employee only" medical coverage, then the "employee only" allowance
is given to the employee. Any contributions not utilized by an employee shall revert to
the City unless otherwise provided for in an agreement with a bargaining unit. All health
benefit contributions as set forth below are compliant with the Affordable Care Act
(ACA).

SECTION 3. That the City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not
subject to CEQA.
SECTION 4. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 5. Effective Date. This
