HomeMy WebLinkAbout2019-284Resolution No. 2019-284 RESOLUTION NO. 2019-284 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, INVITING NOMINATIONS TO THE INLAND EMPIRE COMPLETE COUNT COMMITTEE WHEREAS, the U.S. Census Bureau is required by Article I, Section 2 of the U.S. Constitution to conduct an accurate count of the population every ten years; and WHEREAS, the next enumeration will be April 1, 2020 and will be the first to rely heavily on online responses; and WHEREAS, on April 3, 2019 the Mayor and City Council adopted resolution 2019-51 Affirming Support for the 2020 Census; and WHEREAS, the City of San Bernardino will support the 2020 Census through active promotion; and WHEREAS, the Inland Empire Complete Count Committee (IE -CCC) was created to develop a Census awareness campaign specific to Riverside and San Bernardino Counties; and WHEREAS, the Mayor and City Council can nominate subcommittee members to the IE -CCC Nomination Committee to bring added community awareness to the 2020 Census in the City of San Bernardino. BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The above recitals are true and correct and are incorporated herein by this reference. SECTION 2. That the Mayor and City Council of San Bernardino recognizes the importance of awareness of the 2020 Census and invite nominations to the Inland Empire Complete Count Committee (IE -CCC), attached hereto as Exhibit `A" and incorporated herein. SECTION 3. That the City Council finds this Resolution is not subject to the California Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty, as in this case, that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA. SECTION 4. Severability. If any provision of this Resolution or the application thereof to any person or circumstance is held invalid, such invalidity shall not affect other provisions or applications, and to this end the provisions of this Resolution are declared to be severable. SECTION 5. Effective Date. This Resolution shall become effective immediately. APPROVED and ADOPTED by the City and and by the City Clerk this 4h day of September 2019.
