RESOLUTION NO. 2019-169
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
AUTHORIZING RECEIPT, OBLIGATION, AND
EXPENDITURE OF THE FY2018 URBAN AREAS
SECURITY INITIATIVE GRANT; EXECUTION OF A
PROFESSIONAL SERVICES AGREEMENT BETWEEN
THE CITY OF SAN BERNARDINO, CALIFORNIA, AND
FLIR DETECTION, INC., AMENDING THE ADOPTED
FY2019/20 BUDGET AND ISSUING A PURCHASE ORD E R
TO FLIR DETECTION, INC.
WHEREAS, Article III of the City Charter which provides for the City's legislative
function with the power to set policy, approve contracts and agreements, and undertake other
obligations; and
WHEREAS, The City of San Bernardino has been awarded the FY2018 Urban Areas
Security Initiative Grant in the amount of $308,200.00; and
WHEREAS, FLIR Detection, Inc., is the best option for the City.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The City Manager is hereby authorized to accept the FY2018 Urban Areas
Security Initiative Grant (UASI) in the amount of $308,200.00 for the purchase of Skywatch
camera systems, portable barriers, and a tow vehicle; and executing a Memorandum of
Understanding between the City of San Bernardino, California, and the City of Riverside Office
of Emergency Management, attached hereto as Attachment 2.
SECTION 3. The City Manager is authorized to execute a Professional Services
Agreement between the City of San Bernardino, California, and FLIR Detection Inc., attached
hereto as Attachment 3.
SECTION 4. The Director of Finance is hereby authorized to amend the Adopted
FY2019/20 budget increasing revenues and expenditures by $308,200.00 and issue a Purchase
Order to FLIR Detection, Inc., in the amount of $48,200 pursuant to San Bernardino Municipal
Code 3.04.101(b)(3).
SECTION 5. That the City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that

the activity in question may have a significant effect on the environment, the activity is not
subject to CEQA.
SECTION 6. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 7. Effective Date. This Resolution shall become effective immediately.
