RESOLUTION NO. 2019-165
RESOLUTION OF THE MAYOR AND CITY COUNCIL OF
THE CITY OF SAN BERNARDINO, CALIFORNIA,
ESTABLISHING THE REVENUE AD HOC SUB-
COMMITTEE
WHEREAS, under Section 600 of the City Charter and Chapter 2.76 of the San
Bernardino Municipal Code, the City Council may establish sub -committees to study, research
and make appropriate recommendations to the Mayor and City Council concerning any matter
referred by the Mayor and City Council; and
WHEREAS, Section 303(b) of the City Charter states that the Mayor is to appoint the
members and officers of Council committees made up of less than a majority of the City Council
members; and
WHEREAS, on January 17, 2018 the City Council adopted Resolution No. 2018-17
dissolving all of the City Council sub -committees with the exception of the CDBG Committee
and Hometown Military Banner Committee; and
WHEREAS, on June 11, 2019 the City Council adopted Resolution No. 2019-153
establishing the Legislative Review Council Sub -Committee; and
WHEREAS, the City Council wishes to establish an Ad Hoc Sub -Committee to meet at
needed until the November 2020 election to study, research, and make appropriate
recommendations to the Mayor and City Council concerning revenue generation opportunities.
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:
SECTION 1. The above recitals are true and correct and are incorporated herein by this
reference.
SECTION 2. The Revenue Ad Hoc Sub -Committee is hereby established to meet as
needed with the limited purpose to study, research and make appropriate recommendations to the
Mayor and City Council concerning revenue generation opportunities. The Revenue Ad Hoc
Sub -Committee shall be composed solely of three City Council members, to be appointed by the
Mayor in accordance with Section 303 (d) of the City Charter. The Revenue Ad Hoc Sub -
Committee may meet as needed between now and the November 2020 election, at which time it
will automatically dissolve.
SECTION 3. That the City Council finds this Resolution is not subject to the California
Environmental Quality Act (CEQA) in that the activity is covered by the general rule that CEQA
applies only to projects which have the potential for causing a significant effect on the
environment. Where it can be seen with certainty, as in this case, that there is no possibility that
the activity in question may have a significant effect on the environment, the activity is not
subject to CEQA.

SECTION 4. Severability. If any provision of this Resolution or the application thereof
to any person or circumstance is held invalid, such invalidity shall not affect other provisions or
applications, and to this end the provisions of this Resolution are declared to be severable.
SECTION 5. Effective Date. This Resolution hall become effective immediately.
