San Bernardino's Plan to End Homelessness Continues with a Point -in -Time Count
On April 25, the Interagency Council on Homelessness released the 2018 Point -in -Time Count for the County of San Bernardino
(http://bit.ly/2HX5SrW). A total of 646 homeless individuals were recorded in the City of San Bernardino, with 313 in sheltered
housing and 333 unsheltered.
"Combating the growing number of homeless people in the City of San Bernardino, County and State is a critical issue that requires
real action at every level of government," said San Bernardino Mayor Carey Davis. "Our city's recent accomplishments of exiting
bankruptcy, adopting a new charter and securing strong leadership has launched our recovery and renaissance as a city. Solving San
Bernardino's high rates of homelessness is critical as we move forward"
San Bernardino's strategy to decrease homelessness within the city is a multi -layered approach that includes one-on-one interaction
and support, transitional shelters and permanent supportive housing. This year, San Bernardino adopted a Step Up model that uses
the "Housing First" approach that offers permanent, affordable housing for individuals and families experiencing homelessness, and
then provides the supportive services and connections to community-based supports people need to keep their housing and avoid
returning to homelessness. Step Up efforts are further supported by the San Bernardino Police Department and San Bernardino's
Quality of Life team.
"I have always appreciated those cities that have diligently worked to address their homeless population needs, and now I am
encouraged to see additional cities embrace the same the role to reduce and prevent homelessness in their communities," said San
Bernardino County Supervisor Josie Gonzales, chair of the Interagency Council on Homelessness. "Ultimately, aggressively working
through our mayors and council members, planning commissioners, and garnering community's support, the solution is to create a
countywide strategic plan focused on meeting our homeless population's diverse needs."
As Step Up works with the City's homeless individuals to create a plan out of poverty, the City's plan for almost 500 units of
transitional and permanent housing units offer long-term solutions.
"We know that housing the homeless residents in our community will take a great deal of time and effort, but the City of San
Bernardino is willing as it's vital to our recovery and future," said Mayor Davis. "We will have the ability to offer long-term housing
solutions, however a call must be made to all cities to serve those within their city limits, which cannot include transporting them to
neighboring communities. Lastly, state policies must be also reviewed as AB 109 is negatively impacting our community and
homeless population."

Rehabilitation Program. This is a forgivable second mortgage
loan program designed to assist income -eligible San Bernardino

The Public Works Department oversees the City's Capital Improvement Plan (CIP) that represents the City's investment in
maintaining and enhancing critical infrastructure and facilities essential to providing services to the community. Projects fall
into five categories: general building, parks, storm drain, streets and traffic controls. There are currently 60 approved CIP
projects in progress. Each month, projects will be featured in this section to keep residents informed of these long-term
investments. This month, the spotlight is on the 40th Street widening project and Safe Routes to School improvements.

40th Street Widening Project
Over the next three years, 40th Street will see major street improvements. The existing two-lane street will be widened to
four lanes between Johnson Street and Electric Avenue to accommodate current and future traffic. Design plans are 95
percent complete, right-of-way acquisition plans are in the works and the City is in the process of requesting Southern
California Edison to begin preparing plans to underground the overhead lines on the north side of 40th
Street. Construction is expected to begin in June 2020 and be completed by June 2021.
Safe Routes to School Improvements
Providing safe routes to school is a priority for the City.
This project will not only provide a safe route to school,
it will also encourage walking and biking to Pacific and
Cajon High Schools. Projects are expected to consist of
sidewalk widening, curb and gutter improvements,
crosswalk striping, street lights, ADA accessible curb
ramps at three locations near:
1) 48th Street, Magnolia and Reservoir
2) Pepper Avenue, Randall Avenue and Meridian Avenue
3) Perris Hill Park Road at Pacific Street
This project is funded through a federal grant and Caltrans' Active Transportation Program. Completion of the
environmental review is expected to be in May 2019. Construction will begin in May 2020 and the project will be completed
by April 2021.

Clearing the Path for New Downtown Housing
An Adaptive Reuse Ordinance recently adopted by the Mayor and City Council paves the way for existing vacant or
underutilized commercial buildings near the downtown to be converted to residential housing.
Existing office buildings located within the Commercial Office Zone along D Street, Arrowhead Avenue and Waterman
Avenue are eligible to be converted from office to residential. This area and zoning designation has been specifically
identified as having an overabundance of vacant office buildings and also being located within dense housing stock. The
reuse of office buildings will be compatible with the existing uses in the surrounding area while enhancing local
neighborhoods and improving the economic vitality.

Bernardino. The next scheduled class is "Introduction to QuickBooks" on Tuesday, May 22, from 9:00 a.m. to 12:00 p.m.,

San Bernardino Public Library (SBPQ cardholders patrons
downloaded the most Overdrive eBooks and audiobooks in
March and also eclipsed more than 400 downloads in a
month for the first time. Overdrive is free to cardholders
and includes best-selling authors and titles.. Haven't tried
Overdrive before - you can try it at the librarys website

Brainfuse Offers Free Online Tutoring
Tough homework problem? Brainfuse offers free online
tutoring via chat for San Bernardino Public Library
cardholders. It is available for those in elementary,
middle school, high school, college and adult education
in subjects including english, math, science, social
science and other topics. SAT/ACT/GED test prep and
writing lab are also available. Online tutoring is available
every day from 1:00 p.m. to 10:00 p.m. PST at the
library's website www.sbpl.org. It is also available in
Espanol.

Poetry Workshop with Olga
Garcia Echeverria
San Bernardino Public Library, in collaboration with California
Center for the Book and Poets & Writers, Inc, will be hosting a
poetry workshop by Olga Garcia Echeverria. This workshop will
consist of short/fun poetic forms to say something about who
we are, where we come from, and what we love. Participants
will create poetry books out of brown paper bags and use
recycled materials and short poems to decorate them.
The free workshop will be held on Saturday, May 19, from 2:00
to 4:00 p.m. in Kellogg Room B at the Feldheym Central Library,
555 West 6th Street.

Fallen Fruit Magazine Workshop Offered at Feldheym (central Library
Fallen Fruit of San Bernardino is holding a workshop to help bring our community together to share and record our
stories. Participants will create cutout collages, handmade graphics, and illustrations for short written text. Uncle Bacon
(Bob Hurton) and Inlandia Poet Laureate, Nikia Chaney, will be working with Fallen Fruit to help facilitate this process. Be a
part of this unique magazine that celebrates who we are! This free workshop will take place in the lobby of the Feldheym
Central Library from 1:00 to 3:00 p.m. on Saturday, May 12.

"I Renovation Project
The Emergency Operations Center (EOC) is designed to
be used in the event of a disaster and improve the
NJ City's ability to plan, respond and recover from natural
disasters. The EOC provides work stations and
technology to accommodate predesignated roles. A
cooperative effort to restore the EOC function utilizing
grant funds was developed by the San Bernardino
Police Department. The city can now activate

Wildfire Safety Tips to Protect Your Home
Spring is here and new grass and shrub growth come along
with it! This makes it easy to forget that Southern California is
in a drought even though the region has received
approximately 30% of our normal annual rainfall.
The duration and amount of rainfall directly effects "live fuel
moisture" in vegetation, which can slow the growth and
spread of fires. Having lower than normal amounts of rainfall
and vegetation that has low fuel moisture has a greater
chance of allowing a small fire to get BIG!
emergency personnel in a contemporary EOC.
To protect your home or business, the following steps should be taken immediately to ensure that your family and
property is prepared for the threat of wildfire:
• Property address should be clearly visible from street (4 inches tall minimum on contrasting background).
• Weeds and grasses should be cut to 4 inches or less, 100 feet around structures and 10 feet from roadsides.
• All trees over 12 feet tall and located within 100 feet of the property's border, should have all foliage and limbs
removed 6 feet above ground.
• Tree, brush, and shrub trimmings must be property disposed of and off the ground.
• Combustible (flammable) debris must be completely removed from all areas of your property.
• Pine needles over 2 inches in depth must be removed from all areas of the property.
• Clear chimney area of vegetation within 10 feet. Spark arrestor of 1/2 -inch mesh required.
• Remove dead trees completely.
• Prune and/or remove shrubs to provide separation from ground and each other.
Taking these steps will slow the progression of wildfire and allow your fire departments crews a "fighting chance" to save
your homes and businesses.

New Slide, Shade Structure and More Coming to the Jerry Lews Swim Center
Residents and guests visiting the Jerry Lewis Swim Center
at Perris Hill Park will enjoy multiple improvements to the
facility this summer.
The pool has been re -plastered and the slide has been
fully renovated to provide a safer and more enjoyable
experience for the public.
Visitors will also enjoy a new 37'x 137' shade structure,
that will provide over 5,000 square feet of shaded area on
the pool deck, and feature 12 new concrete tables with
seating for up to 96 people. To the right is an rendering of
what the new shade structure will look like once
completed.

join us for Operation Splash, a swim season kickoff event
at Jerry Lewis Family Swim Center on Friday, June 1.
Families will enjoy free pool admission, play zone, and a
resource and water safety awareness fair. Two swim
sessions will be available: Noon to 2:30 p.m. and 3:00
p.m. to 5:30 p.m. Pool admission is on a first-come, first -
serve basis, as space is limited. Don't forget your
sunscreen, sunglasses, towels and flip-flops!

Cinco de Mayo Celebration
The third annual Cinco de Mayo event will be held on
Saturday, May 5, from 11:00 a.m. to 6:00 p.m. at Court
Street Square, 349 North E Street. The event will feature
food and non-food vendors, live entertainment, car show,
an art showcase coordinated by the Mexican Consulate,
and various activities for kids. This year's theme is Este Es
Mi Mexico, or "This is my Mexico." Kids who have never
been to Mexico will be able to use their imagination and
draw a picture of what they think it would look like. Kids
will also have the opportunity to participate in an art
contest.

Foresters Financial and KaBOOM! Playground Build Day at Perris Hill Park
A new playground is coming to Perris Hill Parks thanks to a KaBOOM! grant, courtesy of Foresters Financial. KaBOOM! grants
require the playground to be designed and assembled by the community. On March 22, KaBOOM! hosted "Design Day" to
gather input from neighborhood parents, children, and community members regarding design and planning of the
playground. Children participated by drawing a design of their ideal play area, while parents and community participants
were engaged in the design and planning of the playground's structure in preparation of Build Day. At least 200 volunteers
are needed to assemble and install the new playground! Please join us on Saturday, May 19, from 8 a.m. to 3:00 p.m., and
help build this great and innovative playground at Perris Hill Park.

Citywide Tree Planting Event
On April 21, Neighborhood Associations, Cal State San Bernardino students and residents came together to help plant new trees
throughout the City.
San Bernardino was awarded nearly 250 street trees to add to its urban forest through the California Initiative to Reduce Carbon and
Limit Emissions 2.0, a program funded by CAL FIRE and California Climate Investments. Thanks to the efforts of the Neighborhood
Associations, nearly 100 trees will be well taken care of by neighborhood tree stewards who agreed to water their selected tree(s) over
the course of three years. The remaining trees have been planted in parks and other public spaces.
State of the City Address
Arts l=est 2018
Nearly 4,600 people attended the third annual SB Arts Fest at San Manuel
Stadium on Saturday, March 24. The event feature regional 80 artists and
performers, exhibits from the City's Fine Arts Commission, San Bernardino
Unified School District, San Bernardino Valley College, the Guatemalan and
Mexican Consulates as well as arts and crafts activities courtesy of the Parks,
Recreation and Community Services Department.
San Bernardino is now a city filled with momentum and a future promised with great
success. In 2017 alone, San Bernardino has seen the addition of more than 10,000 jobs!
More than 200 residents, businesses and partners gathered at the San Bernardino
International Airport for the 2018 State of the City address with Mayor Davis and the City
Council.
With a new charter in place, solid fiscal footing and a strong leadership team, Mayor Davis
outlined 2018-2019 goals focusing on improving public safety, growing the economic
value of the City, improving government operations and expanding services, improving
the perception and cleanliness of the City, collaborating with other agencies, and
increasing housing options for residents.

Inc., for security services at City owned properties for Fiscal Year

Authorized a vendor services agreement with Public Safety
Innovations, Inc. for the refurbishment and repair of the Police
Mobile Command Post. (Res 2018-95)
• Authorized the Mayor, on behalf of the Cityof San Bernardino, to
sign opposition letters to three proposed housing bills that would
negatively impact San Bernardino, AB 1759 (McCarty), SB 827
(Weiner) and SB 828 (Weiner).
Approved Development Code Amendment 17-07 amending
Chapter 19.19, Main Street Overlay District, to add an Adaptive
Reuse Overlay allowing the conversion of existing commercial and
office buildings to residential units within specified areas. (MC -
1479)
• Amended Municipal Code Chapter 2.58 related to the Conduct of
Public Meetings and Establishing Reasonable Regulations for Public
Comments, Testimony, and Procedural Rules for Quasi-judicial
Hearings; and established reasonable regulations for public
comments and testimony. First reading was held on March 21 and
finalized on April 4. (MC 1478)
• Authorized a professional services agreement with Westbound
Communications, Inc. for public relations and marketing services in
an amount not to exceed $241,000. (Res 2018-96)
• Established the Arts and Historical Preservation Commission. (Res
2018-97)
• Authorized the reclassification of the Business Registration
Representative and Senior Business Registration Representative job
classifications from unclassified to classified positions within the
General Unit bargaining group and amended the salary schedule
adopted by Resolution 2017-112 on June 21, 2017. (Res 2018-98)
• 1)Adopted Urgency Ordinance No. MC -1489, reauthorizing the
City's "Public, Educational, and Governmental Access and Support
Fee."
• Received and filed an update on the Fiscal Year 2017-18 Capital
Improvement Program Work Plan.
• Continued the discussion regarding options for the Verdemont
Community Center to the next Mayor and City Council meeting
scheduled for May 2.
• Received an oral report by Council Member Mulvihill on the status
of Bills of Interest to Southern California Association of
Governments.
• Reviewed and discussed the findings of City Council Chambers
relocation options.
• Continued quasi-judicial hearing of Appeal 18-01 of Conditional
Use Permit 17-22, drive-through restaurant at 2855 Waterman
Avenue, to May 2.
• Approved a request to allow a service station and convenience
store with a Type -20 (Off -sale Beer and Wine) ABC License, a drive-
thru restaurant, and a sit down restaurant on a site of
approximately 3.5 acres located at the southwest corner of Kendall
Drive and Shandin Hills Drive. (Res 2018-100)
• Established the maximum number of Commercial Cannabis
Business Types pursuant to Municipal Code Section 5.10.080. (Res
2018-101)
• Established Commercial Cannabis Permit Application Review
Criteria and Procedures pursuant to Municipal Code Section
5.10.090. (Res 2018-102)
• Established Commercial Cannabis Application Review and Appeal
Fees pursuant to Municipal Code Section 5.10.090 and 5.10.160.

• Established a Personal Cultivation in Private Residence Fee
pursuant to Municipal Code Section 8.99.040(C). (Res 2018-104)
• Approved an application to authorize access to state and federal
level summary criminal history information for employment,
volunteers, contractors, licensing, or certification purposes for
Commercial Cannabis Business applicants. (Res 2018-105)
• Imposed liens on certain real property located within the City for
the costs of public nuisance abatements (code enforcement
abatement). (Res 2018-106)
• Approved the destruction of certain obsolete case files by the San
Bernardino Police Department. (Res 2018-107)
• Authorized a vendor services agreement with KOA Corporation for
Engineering Design Services for Pavement Rehabilitation of 11 Street
Segments throughout the City. (Res 2018-108)
• Authorized a professional service agreement Willdan Engineering,
Inc. for civil engineering design services for pavement rehabilitation
for 14 Street Segments throughout the City. (Res 2018-109)
• Authorized a vendor services agreement with Pacific Builders and
Roofing, Inc., for roof and fascia replacement at Howard M. Rowe
Branch Library. (Res 2018-110)
• Entered into an infrastructure improvement agreement with San
Manuel Band of Mission Indians (SMBMI) for the rehabilitation of
various streets throughout the City. (Res No. 2018-111)

Electrical (QLE) for street light repair services and issuance of an
annual purchase order not to exceed $555,000, with four (4) one-
year extensions at the City s option, to QLE for street light repair
services per Special Provisions No. 13188. (Res 2018-112)
• Authorized a second amendment to the professional services
agreement with consultant R.T. Desai & Associates for accounting
services in the amount of $150,000, for a total amount not to
exceed $340,000. (Res 2018-113)
• Authorized an amendment to the consultant services agreement
with Moore lacofano Goltsman, Inc. to increase the amount by
$3,000, for a total amount not to exceed $62,925, and extended
the term of the agreement to December 31, 2018, for the
preparation of the Comprehensive Signage Regulations Update.

• Established All -Way Stop Controls at the intersection of Pacific
Street and Central Avenue. (Res 2018-115)
• Introduced for first reading Ordinance No. MC -1491, amending
Municipal Code Chapter 10.52 to reduce the speed limit on "D"
Street between Highland Avenue and 28th Street from 45 miles an
hour to 35 miles an hour.
• Authorized an agreement with Southern California Edison for the
Schedule LS -1 Option E, Energy Efficiency -light Emitting Diode (LED)
Fixture Replacement Rate Agreement. (Res 2018-116)
• Established the City s Legislative Program Policy and Procedures and
the 2018 Legislative and Regulatory Platform. (Res 2018-117)
Amended Resolution No. 2018-14 and Appendix A of the City's
Conflict of Interest Code to include commissions whose members
will need to complete a Form 700 and ethics training. This includes
the following boards and comissions: Arts and Historical
Preservation Commission, Building and Accessibility Appeals Board,
Elected Official Compensation Commission, Library Board,
Personnel Commission, Planning Commission and Water Board.
• Received and filed a summary report on the Third Annual San
Bernardino Arts Fest.
• Repealed Municipal Code Chapter 2.43 Bureau of Franchises and
amended Chapter 5.76 related to Bureau of Franchises, Taxicabs
and Non -Emergency Vehicles. First reading was held on April 4 and
finalized on April 18. (MC -1480)
• Amended Municipal Code Chapter 8.90, Mobile Home Rents.
Dissolved the Mobile Home Rent Board and delegated responsibility
for the review of mobile home park rent increase requests to an
independent Hearing Officer. First reading was held on April 4 and
finalized on April 18. (MC -1481)
• Amended Municipal Code Chapter 15.37 related to Historic Building
Demolition. First reading was held on April 4 and finalized on April
18. (MC -1482)
• Enacted Municipal Code Chapter 2.27 related to the Library Board.
First reading was held on April 4 and finalized on April 18. (MC -
1483)
• Amended Municipal Code Chapters 3.55, 3.64, 5.44, 8.60, 12.32, and
14.08 transferring licensing of certain businesses and uses from the
City Clerk to the Finance Department and repealed Municipal Code
Chapter 3.60 related to the Cigarette Tax. First reading was held on
April 4 and finalized on April 18. (MC -1484)
• Repealed Municipal Code Chapter 5.16 entitled "Fire, Removal, or
Closing -Out Sales." First reading was held on April 4 and finalized
on April 18. (MC -1485)
• Repealed Municipal Code Chapter 5.40 related to "Charitable and
Religious Solicitation in Central City Mall." First reading was held on
April 4 and finalized on April 18. (MC -1486)
• Amended Municipal Code Chapter 5.52, transferring licensing of
escort bureaus from the City Clerk to the San Bernardino Police
Department, amended Municipal Code Chapter 5.84 related to
enforcement, and repealed Municipal Code Chapter 5.60 related to
motor buses. First reading was held on April 4 and finalized on April
18. (MC -1487)
• Reauthorized the City's Public, Educational, and Governmental
Access and Support Fee. First reading was held on April 4 and
finalized on April 18. (MC -1488)
• Approved General Plan Amendment 18-01 to allow the
reclassification of Shandin Hills Drive from a Local Street to a
Secondary Arterial. The first hearing held on April 4 and finalized on
April 18. (MC -1490)
• Introduced for first reading Ordinance No. MC -1492, adopting the
Categorical Exemption and approving Development Code
Amendment 18-01 to amend Chapter 19.06, Table 06.01 of the
Development Code to allow Veterinary Services (with animal
boarding) within the Commercial General (CG -3) Zone subject to the
approval of a Conditional Use Permit, and adopt Resolution No.
2018-119, adopting the Previous Environmental Determination, and
approving Conditional Use Permit 18-02 to allow the establishment
and operation of a veterinary office, with animal boarding, within a
tenant space containing approximately 4,200 square feet within a
previously approved commercial building located at 1775 W.
Northpark Boulevard, Suite B1 within the Commercial General (CG -
3) Zone.
• Continued quasi-judicial hearing of the Appeal of Pepe's Towing
scheduled to May 2.
• Denied Conditional Permit 18-01 for a Temporary Cannabis Event at
the National Orange Show Events Center by the Trans -High
Corporation for April 20, through April 22, 2018 pursuant to
Municipal Code Section 5.10.060(B). (Res 2018-99)
