I have just been informed that the Common Council will be considering, among other things, combining the Human
Relations Commission with the Police Commission. I can understand a desire to streamline city operations but I believe
joining these two commissions would be a terrible mistake. It is impossible for me to attend tonight's meeting to share my
views with you so I am utilizing this method of letting you know why I think this would be a mistake.
It is unfortunate that the Human Relations Commission has been totally inactive for a number of years. My records show
that the Commission last met in 2007. Much of that was due to the fact that there was no staff assistance available, even
on a very limited basis. We are fortunate that there was no "major" event in our city that would have necessitated the
involvement of the Human Relations Commission. There have been, I am sure, "minor" events which could have
benefited from the work of the Commission.
I was among those who founded the Human Relations Commission years ago and I served as its founding chairperson.
The purpose of the Commission, as set down in Section 2.39.020, was to "consult with and advise the Mayor and
Common Council on issues involving the rights of citizens of, and visitors to, the City of San Bernardino to equal
economic, political and educational opportunity, and to equal accommodations in all business establishments in the City."
Further, the charge to the Commission was to strive to give effect to such rights to eliminate prejudice and discrimination
because of race, sex, age, color, ethnicity, religion, national origin, ancestry, physical disability, marital status, political
affiliation and/or beliefs and and any other category protected by law..."
That prejudice, in a variety of forms, still exists in our City is incontrovertible. That our City needs effective education is
clear. That there needs to be an entity - a city Commission - whose members can provide mediation and conciliation is
also clear. There was a time when the members of the Commission, myself, included, received training by outside experts
in mediation and conciliation and used the tools of such training to deal with what could have become explosive
situations.
To combine the work of the Human Relations Commission with the Police Commission is especially troublesome. In
recent years the actions of law enforcement in many parts of the country have targeted certain minorities. The
development of groups like "Black Lives Matter" came about because of the excesses of some law enforcement
personnel. This is just one example of why a Human Relations Commission should be independent.
I must add that one of the weaknesses of the original ordinance that established the Human Relations Commission was
that it could deal with allegations of prejudice or discrimination in every sphere except when it involved city employees. I
have long believed that this was a mistake. If one experienced prejudice at the counter of the Greyhound bus terminal
(such a case did come to the Commission in its early years) the Commission could deal with the allegation. However if
one experienced a similar prejudice at the counter of a city department such as the Planning Department it was not able
to become involved. That, in my opinion, gave city employees a "protected status" which was unfair. An effective
Commission would be a place where any and all such experiences could have and should have been dealt with.
In 2007 members of the Commission approved a change in what was then Chapter 2.39 of the charter. While the charter
has been changed (something for which I continue to be proud) the findings in that proposed change have not changed.
The findings in that document state: "The population of the City of San Bernardino is richly diverse... discriminatory
practices are inimical to the public welfare and good order (of the city) in that they impede social and economic progress
for the entire populace... consistently frustrate, degrade and embitter those targeted... promulgate inter -group hostilities
and anti -social behavior..." That document also states: "Experiences of other urban centers throughout the nation have
proven the need for the effectiveness of commissions empowered to study community, race and human relations
problems, to work with those interested citizens to develop programs to ameliorate tensions and reduce cultural, social,
and economic disadvantages and to encourage and coordinate implementation of such programs consistent with the
needs and rights of everyone in the community."
On a personal note I should add that one of the programs which the Human Relations Commission did provide was a
series of 48 half-hour TV programs - "The Many Faces of San Bernardino" - which I produced and hosted. These
programs are still being aired on Channel 3 and are just one indication of the good that the Human Relations Commission
of our city could provide.
I urge the Mayor and Common Council not to combine the Human Relations Commission with ANY other commission,
especially the Police Commission, but instead reactivate the Human Relations Commission by providing it with a minimum
amount of staff assistance and return it to the position for which it was founded: to make our City of San Bernardino a
better place for all. As the longest serving member of the Commission I offer my time and energy to this end.
