Dear City Council,
please do what's right by the people who
voted for you , your city needs its own animal
shelter. The fact is, people just won't drive to
Riverside!
Now people are walking, taking bus or riding
bikes to take the found , injured or abandoned
animals to the local shelter.
Colton and Fontana residents are still
abandoning pets on San Bernardino Shelter's
parking lot daily because 30 miles to Riverside
is just too far!
The public voted you , as the Sari Bernardino
city council members to help with the city
problems not give to Riverside.

In listening to your Animal Commission meeting last week I put together some items that you
may not have considered in the questions that you asked. The proposal submitted by PD was
very one-sided and here's why - 1) There was no estimated costs provided for current repairs
needed at the shelter, only the statement that it would require extensive repairs. 2) It doesn't
appear that any estimates were sought out from licensed contractors for any repairs at the
shelter. 3) There was no mention of the roughly $700,000 in the Shelter Improvement Fund that
is specifically for use to repair the shelter and none of that money has been used since PD has
had control of the shelter. 4) No mention of the money in the Donation Account, specifically for
the shelter, that could also be used for repairs/upgrades. 5) Current facility can be upgraded
year by year and little by little at no cost to City using the funds, mentioned. 6) Not all buildings
at shelter need immediate upgrading or repairs, only the older ones. Here are the years each
facility was built. 1964 Lobby and Quarantine, 1968 Corrals, 1979 Females Kennel building,
1980 Cat Building and Male Kennels, 2000 Puppy Building, 2002 Mobile Trailer.
Need to suggest that City Council separate Animal Services and shelter from PD. Here's why.
1) Repairs of facility will move through faster. 2) Hiring of needed staff will be faster since they
won't have to go through a Police background check. 3) This will eliminate costs to PD.
Here is a plan for correcting needed upgrades. PHASE 1 - Start by replacing mobile trailer to
allow it to be used for a lobby while the current lobby is repaired along with offices and break
room. PHASE 2 - New Quarantine building can be built on grass area. PHASE 3 - Current
Quarantine kennels can be taken down and area can either be corrected or restructured to
allow a larger holding area and a more secure check in area and possible veterinary area which
I'm sure Dr. Bishay would help with the funding. PHASE 4 - Upgrade Homefinders kennels by

insulating and rewiring. PHASE 5 - Upgrade and insulate Males kennel building. PHASE 6 -
Upgrade and insulate Puppy Building.
Overall many people have offered to pay or donate to help fix the shelter. Smaller projects can
be done in between such as adding another mobile unit that can be ultimately used as a kitten
nursery and purchasing of replacement storage containers. Also we do not want to go to a
completely enclosed structure since this will lead to a.very noisy environment and the trapping
of viruses and diseases. Hopefully this information helps. Please do not mention that this
