o Anyone who wishes to speak during public comment or on a particular item will be required to fill out a
speaker slip. Speaker slips must be turned in to the City Clerk. You may email your request to speak
to f)ubliccomments@sbcitv.orq prior to 4 p.m. Each request will cover one speaker. Those who wish
to speak must submit their own request to be called on by the Mayor.
o There is a 3 -minute -per -person time limit for all comments, excluding public or quasi-judicial
hearings.
o Written comment on any item may also be submitted to the City Clerk to be included in the meeting
record. it will not be read aloud by the City Clerk.
o Those who wish to speak on public or quasi-judicial hearing items will have three minutes for each item.

Recommendation: Adopt Resolution No. 2019-8 of ,the. Mayor and City

increase police personnel and for the budget transfers
as detailed in the staff report, and authorizing the City
Manager to execute an agreement between Dignity
Health for police services at two locations.

Recommendation: Authorize the City Manager to accept and administer
the FY 2017 Urban Areas Security Initiative Grant in

Recommendation: Adopt Resolution No. 2019-9 of the Mayor and City

1a. Award of Construction Contract for Bridge Railing Repair at Various
Locations to Peterson -Chase Engineering Construction, Inc.
Recommendation: Adopt Resolution No. 2019-10 of the Mayor and City
Council of the City of San Bernardino, California,_
approving the award of a Construction Contract with
Peterson -Chase General Engineering Construction
Inc. in the amount of $92,744 for bridge railing repair
at various locations; authorizing the City Manager to
execute the construction contingency in the amount of
$9,256; and authorize the City Manager or designee
to expend the contingency fund, if necessary, to
complete the project.
12 Approve Final Tract Map 18895 Secured Income Group, Incorporated
Recommendation:
Adopt Resolution No. 2019-11 of the Mayor and City
Council of the City of San Bernardino, California,
approving Final Map for Tract No. 18895 (Subdivision
18-12) involving the subdivision of a property
comprised of four (4) parcels containing
approximately 3.0 acres into twelve (12) single-family
residential lots located on the northeast corner of W.
Mill Street and S. Macy Street within the Residential
Suburban (RS) Zone, accepting the public dedications
as set forth on said map; and authoriAng execution of
the standard form of agreement for:'tilip subdivision
improvements.

Comprehensive General Plan Update
Recommendation: Authorize staff to issue a Request for Proposal (RFP)
to begin the planning process to complete a
comprehensive General Plan (GP) Update.
Consultant Services Agreement between the City of San Bernardino and
Keyser Marston Associates, Inc.
Recommendation:
Adopt Resolution No. 2019-12 of the Mayor and City
Council of the City of San Bernardino, California,
authorizing the City Manager, or designee, to execute
a three-year Consultant Services Agreement between
the City of San Bernardino and Keyser Marston
Associates, Inc. for an amount not to exceed
$160,000; upon completion of the initial contract term,
to extend the contract for two additional one-year
terms as needed, but not to exceed $45,000 per year;
and authorize the Finance Director, or designee, to
amend the FY 2018/19 Budget pursuant to the
approved Consultant Services Agreement.

Recommendation: Approve Recognized Obligation Payment Schedule
19-20 A and B and authorize the City Manager, or
designee, to administer its filing and implementation
consistent with the California Health and Safety Code
and as more particularly described within the staff

NOTICE: Any member of the public may address this meeting of the Mayor and City
Council and the Mayor and City Council Acting as the Successor Agency to the
Redevelopment Agency on any item appearing on the agenda by approaching the
microphone in the Council Chamber when the item about which the member desires to
speak is called and by asking to be recognized.
Any member of the public desiring to speak to the Mayor and City Council and the
Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency
concerning any matter not on the agenda but which is within the subject matter
jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the
Successor Agency to the Redevelopment Agency may address the body at the end of
the meeting, during the period reserved for public comments. Said total period for

Good Evening, Mayor, Councilmembers, City Stafi`; and Audience.
My name is Virginia -11Prquez, and I reside at 898 Ramona Avenue, San
Bernardino.
I am here to briefly discuss agenda item number 18, and myreasons for
opposing it
The proposed positions on the 8' floor are not needed

agenda staff repor4 In eady fell off my chair, and asked myself where the C�
funding would come from, but most. importantly, why?
If had a wish list, I would invest the proposed funding in other
departments, such: overtime for police officers to respond to our 911 calls
in a timelymanner; increase the number of code enforcement officers if,
deal with old, open cases, which go back many years, and need resolution;
expand our "Quality of Life" Team, to include a 7 day week coverage, �-
and deal with illegal encampments and the homeless; expand our parks
and rec, and library hours; increase the number ofstaff at the City
Manager's Office, as currently, personnel in that department work 7 days
a week to coordinate with other departments. And public works is always
in need ofmaintenance workers to fix our pot holes. San Bernardino is a
city with so many needs.
Please be mindful that we have exited Bankruptcy recently, and we have
to be prudent with our precious resources, and learn to prioritize and
utilize "effective time management" skills.
Any future missteps would be catastrophic and we would be facing the
possibility ofmsolvency, again. I believe that the BK Court would not be
forgiving a second time. The BK was a very painful process, and at the
end of the day, residents suffered because ofmismanagement and past
mistakes.
I recall a Council Meeting that took place in August 2012. As a legislative
body, the Council voted to authorize the Finance Director, to borrow
from restricted funds, in order to meet payroll. San Bernardino lost the
best and brightest shin 2012, and many more in the years that followed.
The staff that remained on the payroll took severe 'haircuts." CIP
Projects went out the window, and creditors came after us aggressively.
I am asking all of you to look at our past, present, and into the future of
this city, and dismiss immediate gratification. The residents of San
Bernardino should be your number one priority, and as shareholders, we
all deserve to reside in a world-class city.
Please do the right thing. The world is watching you!
As a post script; I assume that the proposed candidates for these positons
are not city residents and are not familiar with our needs.
