Good Evening, Mayor, Councilmembers, City Staff,
and audience.
My name is Virginia Marquez, and l reside at 898
Ramona Avenue, San Bernardino.
I am here in spirit to briefly discuss agenda item
number 18, and my reasons for opposing it.
The proposed positions on the 8th Floor are not
needed. When I read the agenda staff report, I
nearly fell off my chair, and asked myself where the
funding would come from, but most importantly,
why? The cost to these positions is irresponsible
and irrational.
If I had a wish list, I would invest the proposed
funding in other departments, such as: overtime for
police officers to patrol our streets and respond to
our 911 calls in a timely manner; increase the
number of code enforcement officers to deal with
old, open cases, which go back many years; expand
our "Quality of Life" Team, to include 7 days a
week, and deal with illegal encampments and the
homeless; expand our parks and rec, and library
hours; increase the number of staff at the City
Manager's Office, as currently, personnel in that
department work 7 days a week to coordinate with
other departments. And the list goes on and on.
This is an old city with so many needs.
Please be mindful that we have exited Bankruptcy
recently, and we have to be wise and prudent with
our precious resources, and team to priortize and
utilize "effective time management" skills.
Any mis-steps would be catasphropic and we would
be facing the possibility of insolvency, again. I
believe that the BK Court would not be forgiving a
second time. The BK was a very painful process,
and at the end of the day, residents suffered
because of mismangement and past mistakes.
I recall a Council Meeting that took place in August
of 2012. As a legislative body, we voted to
authorize the Finance Director, to borrow from
restricted funds, in order to meet payroll. We lost
hundreds of city staff in 2012, and the years that
followed. The staff that remained took severe
"haircuts. " CIP Projects went out the window, and
Creditors came after us aggresivl el y.
I am asking all of you to look at our past, present,
and into the future of our City, and dismiss
immediate gratification. The Constituents should
be your number one priority, and as shareholders,
we deserve to reside in a world-class city.
As a post script, l assume that the proposed
candidates for the positions are not city residents
and are not familiar with our needs.

San Gorgonio Hich School Inspires
Teammates
San Gorgonio High School student Desi Gonzales is tackling
life both on and off the field. Desi is a starting linebacker for

the varsity football team, a position he earned with true grit

as he was born deaf.
� 1 ' For the early part of his education, Desi attended the
California School for the Deaf in Riverside, but later transferred to his hometown school at San Gorgonio
High School for his junior and senior years. There, he has found a sense of community with his fellow Spartan
teammates. Desi can be found playing at games with his American Sign Language interpreter close at
hand, who works to translate the coach's directions and teammate's conversations.
In an interview with the Inland Valley Daily Bulletin, Desi said through an interpreter, "I love everything (about
football). I love to tackle, and I play linebacker because it's easy for me to understand."
Most recently, Desi and his team won CIF Southern Sectional championship and played hard in the CIF State
championship - a true testament to the power of the team's dedication and hard work. We are so proud of
Desi and the entire Spartan team!

Tello's Tailors and Menswear Provides
Craft and Customer Service Going
Back Three Generations
For more than 25 years, Tello's Tailors and Menswear has provided
superior craftsmanship and personalized customer service to
meet San Bernardino's tailoring needs. Their secret sauce?
A family tradition of tailoring that goes back three generations.
Owner Ariel Tello learned the art of tailoring from his father Alonso Tello at the young age of 13, when he
experienced the craft of making his first shirt. After working at Long's Menswear and Silverwoods in the
Inland Center Mall for a decade, he and his wife Felipa Tello decided to open up their own shop. Their
team includes the help of family members, as well as three long-time tailors who have become like family
themselves after remaining with the shop for decades.
In their custom-made tailoring department, Tello's caters to men's suit and shirt needs for any fit and cut.
Largely referred by word-of-mouth, customers come from San Bernardino and beyond to visit the shop. From
milestone events like a first interview to their wedding day, Tello's Tailors is there to make customers feel their
best for those most special occasions.
The store's accolades include being named best tailor of the Inland Empire by Inland Empire Magazine and

Pool Maintenance Coordinator
Takes Pride in Keeping our
Community Pools in Tip -Top Shape
Kenneth "Kenny" Prescott, the City's Pool
Maintenance Coordinator in the Parks, Recreation
and Community Services Department, faces
each day with a smile on his face and a positive
attitude toward improving San Bernardino. His
day consists of cleaning the fountain at City Hall
and maintaining the City's six swimming pools and
pump equipment to ensure they are up to code
and operating accordingly.
Bringing a decade of experience from the private
sector, Kenny comes from a family that works for
the City and was inspired to join the team to help
move the San Bernardino community in a good
direction. When cleaning the City fountain, he
often interacts with people passing by and enjoys
answering questions, providing direction and
sharing the City's goals. Kenny feels a new spirit of
rebuilding San Bernardino and he is glad to be a
part of the positive momentum. Thank you Kenny,
for your hard work and positive attitude toward
San Bernardino!

Neighborhood Partnership
Housing Services Provides Unique
Opportunities for Affordable Housing
in San Bernardino
r�l As the City of San Bernardino continues to increase
I1 economic opportunity in San Bernardino, the City has
partnered with the Neighborhood Partnership Housing
Services to provide affordable, high-quality housing in the
City. Made possible by a $650,000 federal grant approved
by the City Council in 2017, this project transforms a once blighted empty lot into three-bedroom houses for
first-time homeowners. By making home ownership more achievable, this allows folks to take pride in their
properties and establish a long-standing and high-quality life here in our City - overall making for a positive
City environment.
As a result of this project, three homes have been built with one in escrow, one having an interested buyer
and the third available for sale. For more information about the program and to see if you are eligible, please

Winter Wonderland a Huge Success!
On Saturday, December 8, 2018, our Winter Wonderland &
YMCA 41 st Annual Christmas Parade had the community in
the holiday spirit! More than 5,000 people attended this annual
event to enjoy the parade, live music, cultural dance groups, a
tree lighting ceremony, and more! Thanks to generous donations
from the community, the City was able to provide 2,400 toys and
21 holiday trees to families in need.

CLEAN UP YOUR JUNK... the City is offering FREE monthly
DON'T DUMP. Community Dump Days at public
locations throughout the City. The first event
is taking place on Saturday, January 26 at Wildwood Park.
San Bernardino residents are welcome to drop off unwanted
household items such as appliances, mattresses and tires -
because only chumps dump this stuff into empty lots! If you do
notice any illegal dumping in your area, please report it through
the GORequest app or SB Access online.

The Arden -Guthrie Section 108 (CDBG) Loan has an RDA stand-by guaranty that may only be called upon if the CDBG funds during any year are insufficient to make

The payments for this tax sharing agreement are conditioned upon the recipient meeting certain prerequisites with respect to the payment of current propertytaxes. To

necessary prerequisites will not be accomplished during a ROPS cycle, then payments pursuant to the obligating agreement will be deferred to a future ROPS cycle.

involving Placo San Bernardino, LLC, the Successor Agency and related parties. EO # 115 relates to attorney fees for the same litigation but does not include amounts
to be paid in satisfaction of a judgment or settlement. At this time EO # 133 is a placeholder. To the extent that an obligation for payment is established by or through
the Superior Court, such payment will be specified on a future ROPS or amended ROPS. Further, the date noted in Cell D-133 as the agreement or contract date is the

Good Evening, Mayor, Councilmembers, City Staff; and Audience.
My name is Virginia Marquez, and I reside at 898 Ramona Avenue, San
Bernardino.
I am here to briefly discuss agenda Item number 18, and my reasons for
opposing it
The proposed positions on the 8' floor are not needed When I read the
agenda staff report, I nearly fell offmy chair, and asked myself where the
funding would com e from, but most importantly, why?
If had a wish list; I would invest the proposed funding rn other
departments, such: overtime for police officers to respond to our 911 calls
in a timely manner; increase the number of code enforcement officers to
deal with old, open cases, which go back many years, and need resolution;
expand our "Quality of Life" Team, to include a 7 day week coverage,
and deal with illegal encampments and the homeless; expand our parks
and rec, and library hours; increase the number of staff at the City
Manager's Office, as currently, personnel in that department work 7 days
a week to coordinate with other departments. And public works is always
in need ofmaintenance workers to fix our potholes. San Bernardino is a
city with so many needs.
Please be mindful that we have exited Bankruptcy recently, and we have
to be prudent with our precious resources, and learn to prioritize and
utilize "effective time management" skills.
Any future missteps would be catastrophic and we would be facing the
possibility ofinsolvency, again. I believe that the BK Court would not be
forgiving a second time. The BK was a very painful process, and at the
end of the day, residents suffered because ofznismanagement and past
mistakes.
I recall a Council Meeting that took place in August 2012. As a legislative
body, the Council voted to authorize the Finance Director, to borrow
from restricted funds, in order to meet payroll. San Bernardino lost the
best and brightest staff in 2012, and many more in the years that followed.
The staff that remained on the payroll took severe "haircuts. " CLP
Projects went out the window, and creditors came after us aggressively.
Jam asking all ofyou to look at our past; present, and into the future of
this city, and dismiss immediate gratification. The residents of San
Bernardino should be your number one priority, and as shareholders, we
all deserve to reside in a world-class city.
Please do the light thing! The world is watching you!
As a post script; I assume that the proposed candidates for these positons
are not city residents and are not familiar with our needs.
