Dear Councilman Shorett
Please read my concerns and have them properly recorded for the record, for the council meeting scheduled for January
2, 1909 at 5 pm.
I received this notification on December 29, 2018, yet another disappointing agenda item, that has me very alarmed and
concerned for my city. After more than 6 years my struggling city is finally and officially out of bankruptcy!!. This tax
paying resident credits the adoption of the new charter in 2016 as the fundamental achievement that altered the course
of my city's future. The city council in no means cannot take full credit!!. Many of us in this city stuck by her, worked
hard for her, were dedicated to her, and totally committed. Many of us who once felt hopeless, began to see small
transformations and those small transformations turned into one opportunity into another, and investing in her future
became a reality. This council MUST educate itself and understand that it is US the residents who have been through this
challenge and the turbulence of this community. WE are the ones who have hung in there, solely for the love of our city.
We were not beholden to anyone or anything, WE didn't have an hidden agenda, WE were not being paid, under the
table to stay.
Notification:
On next Wednesday's Council agenda (January 2) Mayor Valdivia is requesting six new positions to be placed on his staff.
Depending on starting salary placement, the annual costs of these additions will be between $365,100 and $483,129.
This is in addition to: one (1) Chief of Staff; one (1) Executive Assistant to the Mayor; and one (1) Assistant to the Mayor
which the Mayor's office already is already budgeted for. Among the new roles are "communications director for the
mayor," and a private receptionist to "...answer, scene and transfer telephone calls..." needed to support the Mayor.
Under the previous Mayor, one receptionist was sufficient to hand the Mayor AND the Council offices — and still have
time to handle everyday administrative functions. This is a time when San Bernardino is projected to have a $2 million
budget deficit! Let me also pull from the County's not too distant past that county prosecutors alleged that former
County Assessor (and now convicted felon) Bill Postmus used his power to hire friends and cronies at the Assessor's
Office and have them run a political operation at taxpayer expense. As a citizen of San Bernardino, I'm concerned about
the costs and duties of these staffers. Remember, the last strong mayor, Mr. Morris, had a staff of 4 to 6. In the
meantime, the new charter has reduced the Mayor to be a "figure head" and "city spokesman" not an administrator as
were Morris and previous mayors. Please pass this on to your FB friends. San Bernardino residents must send a
message to Mayor Valdivia about what they think about the costs his political ambitions to the citizens of our city.
:ouncil open session begins at 5 pm on Wednesday and Mayor Valdivia needs to hear from his constituents!.
Mr. Shorett, with the reduced responsibility of the Mayor, there isn't a need for all of these added positions. We have a
'ty manager system, we no longer have a strong mayor system. I've reviewed the cost analysis, which is very clear and
concise, The analysis itself points out that issues such as the general plan update will be delayed due to financial
resources and these positions. Mayor Valdivia, owes all of the residents of this city, his justification of these positions
with a cost -benefit analysis knowing that the city has very limited financial resources. City Council is ultimately
responsible for the decision. Mayor Valdivia and the City Council MUST go on record and be held accountable for this
action, if passed.
Mr. Mayor, I am waiting, for the residents of my city, and people from outside our city to see her potential rather than
its troubles. It's time for us to show the surrounding cities that we can be a reliable place to do business and that we can
perform. You MUST poise yourself to launch a safer, cleaner, more prosperous community..... setting up additional staff,
at our expense, in my humble opinion, is NOT putting your best foot forward. Perhaps you could make us all happy, by
starting the agenda with improvements to the animal shelter, our pot -holes, our graffiti, our safety. I am looking forward
to a model of a thriving city that capitalizes on its location, diversity of residents, with a good economy, that offers us a
range of choices on how we are going to live, work and play. I would miss not having San Bernardino as my future
home. I can't help but wonder what our creditors are thinking now, after bankruptcy, after some receiving ONLY 1%, of
the monies owed them; to now realize the our new in -coming Mayor, is asking for his own personal secretary.
