MINUTES FOR TUESDAY, MARCH 13, 2018

Meeting called to order by Chairperson Botello on Tuesday, March 13, 2018
at in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd
Floor at 4:32 p.m.
GUEST SPEAKERS
Rebekah Kramer from the City Manager's Office informed the commission that
since further changes were needed to be made in the Municipal Code before the
new Arts and Cultural Heritage Commission could be created by resolution, that
action by the City Council has been moved to the April 4, 2018 City Council
meeting.
Those interested in applying to serve on the new commission should submit a
new application. There will be a review process and installation would have to be
agendized, and approved by the City Council so it is likely those positions on the
new commission would be filled in May or June (April 18 at the very earliest).
The commissioners were very concerned that the timing would cause a lack of
funding to be set aside for the Arts in this City for the upcoming fiscal year and
hurt numerous Arts organizations that have relied on funding from the grants
given out by the FAC in previous years; although there is no guarantee that the
new commission will be in a position to or inclined to continue with those grants.

APPROVAL OF MINUTES
A motion was made by Commissioner Babcock to approve the Minutes of
February 13, 2018. The motion was seconded by Commissioner lbarra. The
Motion passed, with Commissioner Bunger abstaining.

COMMISSIONER/STAFF ANNOUNCEMENTS
KaBoom will be building a playground in one day on May 19, 2018. There will
be a kick off design meeting at 780 E 21St St., San Bernardino, CA 92404 on
March 22, 1018. Children will be encouraged to draw their dream playground
from 4:00-5:00 p.m. and then those drawing will be used as inspiration for the
Adults have a planning meeting from 5:00-8:00 p.m.
Spirits and Art returns to the Garcia Center for the Arts on Friday, March 23,
2018 from 6:00 p.m. — 9:00 p.m.
ArtsFest will be March 24, 2018, at the San Manuel Stadium, all day.
Friday, March 16, 2018 at 6:00 p.m. will be a special program on the history and
heritage of the San Manuel tribe at the Garcia Center.
Also at the Garcia center there will be a rummage sale the morning of Saturday,
March 17 (unless it rains) and a Poetry reading from PoetrlE at 5:00 p.m. that
same day.
The U.S. Dream Academy with Whitley Phipps will be happening in August of
this year.
Congratulations to St. John's Angels — they have been hired to perform at the
Speedway on the 17th and 18th.
OLD BUSINESS
1. ArtsFest update: The Fine Arts Commission is being given suite 305 and
will be displaying posters.
a. There will be a string quartet from Symphonie Jeunesse playing at
4:00 p.m.
b. There will be coffee and candy available.
c. Chairperson Botello and Commissioner Garcia will do the set-up.
d. There is still a need for someone to work the last shift.
e. Chairperson Botello took part in an interview for IE Live.
f. Ambassadors will welcome everyone and talk about the Arts and
the positive effect they have on the Greater Community.
g. A film crew from Operation New Hope will be there.
h. CSUSB doesn't seem to be participating but the steering committee
does not know why.
i. Garner Holt is involved.
NEW BUSINESS
1. Evaluation of FAC 2017-2018 Grantees.
a. It is important to get as much paperwork completed as possible.

b. Ideally forms should be mailed out no later than May 01, 2018 and
returned to the City Clerk's Office no later than July 01, 2018.
Commissioner Garcia made a motion to direct the City Clerk's Staff to
send out requests for final reports to the 2017-2018 grantees no later than
May 01, 2018 and to request those final reports to be filed with the City
Clerk's Office no later than July 01, 2018. The motion was seconded by
Commissioner Taylor. The motion passed.
2. Consolidation of FAC/HPC under Arts and Cultural Heritage Commission.
a. The commissioners were all very concerned about the lapse in
funding for the Arts during the period between the dissolving of the
Fine Arts Commission and the creation and staffing of the new Arts
and Cultural Heritage Commission.
b. Rebekah Kramer, when she spoke to the commission early in the
meeting had pointed out to the Commission that once no longer on
the FAC, the former commissioners can still talk to their Council
members as individuals to communicate how important it is for the
City to have funding for the Arts but no further action can be taken
by the FAC after March 23 in that direction. Any action as a
Commission would have to be on the agenda and could not be
acted on at today's meeting.
Commissioner Taylor made a motion that a Special Meeting be scheduled for the
Fine Arts Commission for Tuesday, March 20 at 4:30 p.m. specifically to discuss
the possibility of making a recommendation to the Mayor and City Council to
include funding for the Arts in the City's 2018-2019 budget. The motion was
seconded by Commissioner Segura. The Motion passed.
3. FPPC Form 700 Leaving Office Statement.
a. A form 700 was included in the back up materials for the Agenda
for this meeting.
b. More than one box can be checked for "Type of Statement," so one
form can cover the "Leaving Office," and "Candidate" statements for
those who might be running for office.

ADJOURNMENT
The meeting was adjourned by Chairperson Gil Botello at 5:31 p.m.
The next meeting for the Fine Arts Commission will be a Special Meeting
scheduled for Tuesday, March 20, 2018 at 4:30 p.m. in the Personnel
Commission Hearing Room, 215 N. D Street, Suite 200, 2"d. Floor.
