D Street, Suite 200, 2"d. Floor COMMISSIONER/STAFF ANNOUNCEMENTS Symphonie Jeunesse will have another Youth Strings Workshop and a Concert to follow it on Saturday, April 28, 2018 at the Garcia Center for the Arts, 536 W. 11th St., San Bernardino, 92410. The workshop goes from 8:00 a.m. to 4:30 p.m. and is free for students 11-16 years of age with two or more years of experience on their instruments. The last day to register is Saturday, April 14. The after concert is open to the public, starts at 3:30 in the afternoon and is $10 per person (cash only). PoetrlE will have another poetry workshop/reading at the Garcia Center on February 24, 2018. The workshop is at 5:00 p.m. and the reading starts at 6:00 p.m. This event is Free. Although not in San Bernardino, the Rialto Community Players is presenting a courtroom drama play called, "Night of January 16th" this month, with the last weekend of shows being this upcoming Friday, Saturday and Sunday. It is an interactive play where the audience decides whether the "defendant" is guilty or innocent. Tickets are $15 for General Admission and $12 for Seniors (55 years and up) and Students. The play will be at the Community Theatre on San Bernardino Ave. in Rialto. The San Bernardino Symphony has commissioned a 20 or so minute piece about San Bernardino from Emmy award winning composer John Wineglass. It will feature sections that are reminiscent of birdsongs, trains, gospel music, the early Mormon settlers, etc. They are trying to raise $20,000.00 through sales of Page 11 Fine Arts Commission meeting of February 13, 2018 membership in to what they are calling, "The Wineglass Circle," at $1,000.00 per membership. Members get to dictate what will be featured in one minute of the work. Contributors already include James Ramos, the Brown family, and Steve Earp and his family. It will be debuted in October in time for the Symphony's 90th year kick off. City Clerk Hanna informed the Commission that the National Parks has a "Route 66 Corridor Preservation Program," and that HR 801 is set to amend the National Trails System Act to designate the "Route 66 National Historic Trail" from Chicago, IL to Santa Monica, CA. This will create funding opportunities and matching grants for the Route and up to '/ mile on either side for preservation/upgrades. This is a great opportunity, especially with the shift in focus for the Commission, to see what funding might be available to City residents and departments. We have a lot of gems that are in that corridor. The 100th birthday of Route 66 will be in 9 years so this is the perfect time to start planning and marketing that festival. One thing that probably should be done is to paint "Route 66" signs along the route. Commissioner Garcia noted that there may be additional monies available from the National Endowment for the Arts under the Transportation for America creative place -making program. APPROVAL OF MINUTES A motion was made by Commissioner Garcia to approve the Minutes of December 12, 2017. The motion was seconded by Commissioner Segura. The Motion passed with Sandra lbarra; Bronica Taylor, Barbara Babcock abstaining. A motion was made by Commissioner Seeger to approve the Minutes of January 09, 2018. The motion was seconded by Commissioner Howard. The Motion passed with Gil J. Botello, Dorothy Garcia, Bronica Taylor and Michael Segura abstaining. OLD BUSINESS 1. Rosa Parks Statue Installation Presentation — a. The unveiling took place on Friday, February 02, 2018. More people turned out than anticipated and it was mentioned on the T.V. news — a very positive acknowledgement for our City. Commissioner Taylor organized the "pre-programming." b. Commissioner Taylor thanked the entire commission for believing in the project and the artist. c. Cal -Trans would like to take a photo of the Fine Arts Commission with the statue. d. San Bernardino is the first City to have a statue of a Civil Rights Icon in a State Building. e. Chairperson Botello thanked Commissioner Taylor for all of her hard work to bring this about and suggested the commission let this Page 2 1 Fine Arts Commission meeting of February 13, 2018 shining example remind them of all the good this group is capable of accomplishing for our City and residents. 2. Development Impact Fund Ordinance Passage — a. Moved incoming Development Impact Funding from the specialized fund used in past to the General Fund with notice of where the funding came from. b. The new Commission will need to work to get funding secured to the Arts during the budgeting process each year. L Commissioners should lobby their own Council members. 1. The Commissioners were glad to see the recent news article with Councilmember Henry Nickel discussing 400,000.00 as a possible number to allocate to the Arts. 3. Update on San Bernardino ARTSFEST Suite — a. Posters were brought to this meeting for Commissioners to take and distribute to businesses, community centers, etc. in their wards. b. Community Development has assigned a "suite" to the Fine Arts Commission L The Commission will most likely be dissolved on March 23, will they still be able to participate? 1. Rebekah Kramer, from the City Manager's Office said that it would probably be fine as they are wrapping up old business by doing so, and the event is only one day after the Commission is projected to be dissolved. ii. Commissioner Garcia is trying to coordinate musicians for the suite for an hour at a time. iii. The artwork purchased from CSUSB students can be displayed in the suite. iv. The Commissioners are to be ambassadors and should sign up to be available for residents and guests for at least a couple of hours during the day. 1. Bronica Taylor will be very visible in other places during the event as she is monitoring more than one musical group so she will not be in the suite. City Clerk Hanna had to leave at 5:15 p.m. for another meeting. NEW BUSINESS 1. Discussion on Commission consolidation — a. Guest Rebekah Kramer reminded the Commission that it is not known what the City Council will decide. An Ordinance goes into effect 30 days after the vote approving it. A Resolution can go into effect immediately when it is voted on. Page 3 1 Fine Arts Commission meeting of February 13, 2018 b. She also expressed how much the City values what the Commission has done and is doing. The blending of the Fine Arts Commission with the Historical Preservation Commission has a lot of merit and is a very positive direction for the City. The City would really value the input of the Commission as to the wording of the Resolution and the name of the new commission. Commissioner Garcia noted that the name of the new commission should have "Arts" in the title to help the public know what the commission does. Commissioner Garcia made a motion that the Fine Arts Commission recommends, "Arts and Culture Commission," as the name for the new blended commission. Commissioner Segura seconded the motion. No vote was taken. After further discussion it was felt that this name left out the historical preservation aspect of the new commission and would not be the best recommendation after all. Commissioner Taylor suggested something involving, "Cultural Heritage," rather than just "Culture," would cover the aspects of ethnic cultural events in our City and also preserving the past and our wonderful architecture. Commissioner Garcia amended her earlier motion to be that the Fine Arts Commission recommends, "Arts and Cultural Heritage Commission," as the name for the new blended commission. Commissioner Segura seconded the amended motion. The motion passed.
