D Street, Suite 200,2 n . Floor COMMISSIONER/STAFF ANNOUNCEMENTS City Clerk Hanna relayed that at the Special Meeting of the City Council held November 03, 2017 there was a recommendation to consolidate the Fine Arts Commission; Parks and Recreation Commission; and the Senior Affairs Commission. The City Manager's Office is carefully evaluating the possibility and will come back to the City Council with recommendations. The Commissioners are free to talk with their respective Council members regarding the possibility. The Sister Cities Committee is sponsoring Musicians from Japan who will be presenting a Shakuhachi flute concert at the Castaway Restaurant this Saturday, November 18 at 6:30 p.m. and again Sunday, November 19 at 10:30 a.m. and 12:30 p.m. Rialto High School students will be presenting a Brothers Grimm Spectaculathon November 15-18 at 7:00 p.m. for $7.00/ticket. APPROVAL OF MINUTES A motion was made by Deborah Bunger to approve the Minutes of the October 10, 2097 regular meeting. The motion was seconded by Sandra Ibarra. The Motion passed. Page 1 I Fine Arts Commission meeting of November 14, 2017. GUEST SPEAKERS Steven Graham, Deputy City Attorney graciously attended at the request of the Commission in order to discuss the Development Impact Funds. He was unable to comment directly regarding the official legal analysis of the use of those funds due to confidentiality issues. He noted that the Commission can request funding for the Grants be included in the next budget to come from the General Fund. That budgeting process begins in February. City Clerk Hanna reminded the Commissioners that Development Impact Funds are common in all cities; just because they might not be tied to the Fine Arts now does not mean that they can't be used for the Fine Arts if desired. With elections next year the lobbying process may prove more effective. Stephanie Sanchez, from the Community Development Department came to discuss the upcoming ArtsFest to be held March 24, 2018 at the San Manuel Stadium. It will be one day only and the call for Artists has gone out. Applications are being accepted until December 15. There are four suites available for use and she would like to reserve two for the use of the Fine Arts Commission and two for the Consulates which are located in the City. Community Development would like for the Fine Arts Commissioners to be more involved with Opening Ceremonies, etc. Posters should be available in January for the Fine Arts Commissioners to post/distribute. Those who wish to vend will need a one day event Business License for $11.00 Teachers should apply as their school or class. Commissioner Bunger suggested that the Commissioners should reach out to Rialto High School regarding this event. OLD BUSINESS 1 Development Impact Fund Ordinance Evolution a. Commissioner Garcia relayed her research into the history of the Fine Arts Commission from when it was established in 1983 to the present and the evolution of the funding received from Development Impact Funds. 2. Update on San Bernardino Art Fest Committee meeting a. Stephanie Sanchez had already given the information in her presentation and Commissioner Babcock was absent. No further discussion was held at this time. 3. Rosa Parks Sculpture Update a. Projected date for installation from Cal -Trans is February 02, 2018 b. No time has been given as yet Page 2 1 Fine Arts Commission meeting of November 14, 2017. c. They request the Chairperson of the Fine Arts Commission to speak that day. NEW BUSINESS 1. Las Posadas a. Currently four confirmed hosts: Dec. 16 at St. John's; Dec. 17 at the Mortuary at 18th/D; Dec. 21 at the Garcia Center for the Arts; and Dec. 22 at Our Lady of Guadalupe b. It is possible that the Mt. View cemetery may host a 5th group.
