MINUTES FOR TUESDAY, OCTOBER 10, 2017

Meeting called to order by Chairperson Botello on Tuesday, October 10, 2017 at 4:00
p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2"`'. Floor
COMM ISSIONER/STAFF ANNOUNCEMENTS
There will be an Art Night in Riverside this Thursday.
The second annual San Bernardino Transit Center Sidewalk Chalk Art Contest will be
October 14 and Commissioners Barbara Babcock and Gil Botello will be judges.
The Symphonie Jeunesse Orchestra strings workshop will be at the Presbyterian
Church on October 28. Tickets are available to the public for the end -of -day concert
with a joint performance by the teachers and their students together.
San Bernardino Symphony is recruiting for season ticket holders.
The San Bernardino Folksingers will be singing for the 5th graders at Davidson
Elementary School on October 26, 2017 at 1:30 p.m.; they are also back to meeting at
1:00 p.m. on Thursday afternoons.
The Garcia Center for the Arts continues to have printmaking workshops on Saturdays.
The last "Spirits and Art" event of the year will be October 27, 2017. They will be dark
for November and December and start up again on the fourth Friday in January.
The San Bernardino Grandstand at the Garcia Center is growing, but there is more
artists than members of the community coming by so please check it out if you can.
KRPR Media — Kimi Rhochelle Porter who owns this Fontana based media company is
very good at posting/forwarding events for non-profit organizations to a very large
audience at no charge. Artists/organizations will have to do the work of putting together
the announcement but she is more than willing to help get the info out there.

APPROVAL OF MINUTES
A motion was made by CommissionerlVice-Chair Barbara Babcock to approve the
Minutes of the September 12, 2017 regular meeting. The motion was seconded by
Commissioner Donna Howard. The Motion passed.
GUEST SPEAKERS
Adrian Tafoya introduced himself and spoke about his wish to bring Theatre
Productions that are just ended or on recess from Los Angeles venues here to San
Bernardino. To do so would cut costs as the production would already have been done.
He would especially like to find corporate sponsorship to bring these certain hand-
picked productions to the school children of San Bernardino.
Commissioner Garcia observed that in addition to having an outside production
with outside actors come here - there is also value in having members of the community
performing for other members of the community.
Mr. Tafoya agreed that both are equally valuable and he would like to see both
take place on a more regular basis. He toured the Sturges Theatre with councilmember
Marquez when he first approached her and was quite taken with it. He would like to use
that venue for productions and fill the entire balcony with San Bernardino City school
children.
OLD BUSINESS
1, Development Impact Funds Status Update — City Clerk Gigi Hanna was unable
to attend due to a family emergency and Steven Graham from the City Attorney's Office
did not have enough notification to clear his calendar to attend so there was no update.
City Clerk's Office staff will contact him again and see if it's possible for him to attend at
the next meeting. In the meantime, Chairperson Botello suggested that the
commissioners might lobby their council member to find out what is going on.
Commissioner Dorothy Garcia noted that the FAC has been in existence
since 1983 and has been able to use Development Impact Funds since 1986 without
question.
2. Update on San Bernardino Arts Fest committee meeting —
a. Will take place on Saturday, March 24, 2018 from 12 Noon- 9 p.m.
b. Will take place at the San Manuel Stadium
C. the next meeting of the steering committee meeting will be in one week;
on Thursday, October 19, 2017.
d. It might be beneficial to contact this year's grantees to see if any of them
are interested in attending these meetings.
e. The commissioners also generally felt that it would be beneficial to contact
as many art lovers as possible to ask them to attend the next City Council meeting on
October 18, 2017 in support of Mark Persico as he requests funding; or to ask the art
lovers that are unable to attend to lobby their council person directly beforehand.

3. Rosa Parks Sculpture Update — Commissioner Bronica Taylor emailed earlier to
inform would be unable to attend today; this item will be moved to the agenda for the
November 14, 2017 FAC meeting.
There was a question as to whether the FAC also needs to send a letter to Eloise
Reyes thanking her for her contribution. Most of the commissioners felt it wouldn't hurt.
Commissioner/Vice-chair Barbara Babcock made a motion that a letter of thanks to
Eloise Reyes be drafted with a c.c. to the Mayor, City Manager and Governor.
Commissioner Dorothy Garcia seconded the motion. The motion passed.
NEW BUSINESS
1. Discussion regarding Future work of the FAC based on availability of Impact fees
— this has been moved to the next meeting as neither City Clerk Hanna nor
Steven Graham from the City Attorney's office could be present.
Commissioners were again reminded by Chairperson Botello that with or without
funding the commission could help get the word out regarding events and
venues. A good place to start might be getting as many Art Lovers as possible to
the next Council meeting to support Mark Persico and the San Bernardino Arts
Fest.
2. Community Theatre —The Garcia Center for the Arts has a new community
theatre group that recently held three wonderful performances of a play that was
very well attended. It was estimated that over the 3 performances over 250
people would have attended, and everyone seemed to really enjoy it.
Chairperson Botello worked at the concession stand and enjoyed talking with
audience members who attended and cast members. It is hoped that this is a
growing trend.
PUBLIC COMMENTS — There were no public comments.
ADJOURNMENT
The meeting was adjourned by Chairperson Gil Botello at 4:52 p.m.
The next meeting for the Fine Arts Commission will be Tuesday, November 14, 2017 at
4:00 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2"d
Floor.
