FINE ARTS COMMISSION
MINUTES FOR TUESDAY, 09-12-2017

Meeting called to order by Chairperson Botello on Tuesday, September 12 at 4:00 p.m. in the
Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd. Floor
COMMISSIONER/STAFF ANNOUNCEMENTS
There will be a play at the Garcia Center, “Who Dun-it and to Whom?” on September 29
and 30 at 7:30 p.m. and October 01 at 3:00 p.m. Cost is $10.00/person or $25.00/family.
The San Bernardino Folksingers are back from hiatus and meeting at the Garcia Center
every Thursday at 10:30 a.m.
September is Latino Heritage Month and there is an art exhibit at the San Bernardino County
Museum in honor of that.
The Arts Connection annual conference will be held September 30, 2017 at the Copper
Mountain College in Joshua Tree and is titled, “Site-Specific: Creating Opportunities for Arts
and Culture. Spaces are filling up fast so if you wish to go you should go to the Arts
Connection website and RSVP quickly.
The Olive Meadow at Arrowhead Grove (formerly Waterman Gardens) will be having a grand
opening on September 28, 2017 at 10:00 a.m.
This Saturday at 3:00 p.m. at the Feldheym Library will be, “Let Children Sing.”

The Lino-cut print-making art classes at the Garcia Center continue every Saturday
from 11:00 a.m. to 2:00 p.m.
Spirits and Arts is always at 6:00 p.m. the 4th Friday of the month (except November and
December) at the Garcia Center; this month it will fall on the 22nd.
Generation Now will have another SB Grandstand on September 28, 2017 at 6:00 p.m.
There will be 28 Art Vendors.
APPROVAL OF MINUTES
A motion was made by Commissioner Barbara Babcock to approve the Minutes of June 13,
2017. The motion was seconded by Commissioner Dorothy Garcia. The Motion passed.
A motion was made by Commissioner Bronica Taylor to approve the Minutes of
July 11, 2017. The motion was seconded by Commissioner Donna Howard. The Motion
passed, with Commissioner Deborah Bunger abstaining.
A motion was made by Commissioner Dorothy Garcia to approve the Minutes of
August 08, 2017. The motion was seconded by Commissioner Joyce Seeger. The Motion
passed, with Commissioner Michael Segura abstaining
OLD BUSINESS
1. Update on ’16 – ’17 Grantee year end reports – Gil Botello
a. Chairperson Botello read all of the final reports for the most part they were as
expected or better.
b. There was one discrepancy of $5,000.00 with Kimbark Elementary School
which he will follow up on.
2. ’17 – ’18 Grantee awards received- Update – Dotti Garcia
a. Checks were sent to Grantees the first week of August and received by the
beginning of the second week of August.
b. United Nations of Consciousness did not get to do their summer program as the
funds were not received in time.
c. City Clerk Hanna will follow up with the City Attorney’s Office to see if any
contracts were signed.
d. Commissioner Babcock thanked Commissioner Garcia for all of her hard work
on this.
3. Update on Art Night committee meeting – Barbara Babcock
a. This year will be at 66rs Stadium
b. Next meeting is Wednesday, September 13, 2017 at 3:00 p.m. in the I. T.
training room on the 2nd floor at 201 N. “E” St., San Bernardino, 92401. Please
feel free to attend.
c. The event will be one day from 9:00 a.m. – 6:00 or 7:00 p.m.

d. Because of additional cost with renting stadium the request for funding will be
higher-
i. City Clerk Hanna reminded that the FAC has no funding on their own
and will need to go to the Council for any projects.
ii. At this point may be more effective/more appropriate for Community
Development Department to directly request funding from the Council.
1. Each Commissioner can do their best to “talk up” the event with
the Councilperson for their own ward to make the process easier
for Community Development.
e. Guest Mark Persico arrived, spoke to the Commission and added the following:
i. Event name changed from “Art Night,” to “Arts Fest”
ii. Use of stadium restricts date; tentative date set for
March 24, 2018.
iii. Daylight Savings Time starts March 12, 2018 so lighting should not be
an issue.
iv. Timeline:
1. Call for Artists will start first Monday in October and last to
mid-December
2. Reviews in mid-January
3. Accepted Artists notified January 29, 2018.
v. Open to idea of sponsorship
1. City Staff not to seek sponsors but may be possible for others,
such as the Fine Arts Commission to do so.
2. City Clerk Hanna will check with the City Attorney’s Office
regarding legality and also phrasing of possible sponsorship
request letters. She can report back to the commission on this at
the next meeting when she gives update regarding the status of
the Development Impact Funds.
vi. Artists will display on the concourse
1. Planning on up to 100 artists around concourse, concessions area
and bandstand.
2. Not on the Field or cost goes up significantly.
vii. Stadium has designated area for alcohol and 3rd base side will be where
Food Trucks can set up.
1. IF the stadium does the food, then No Food Trucks will be allowed
viii. He will aim for the 2nd Council meeting in October to request funding.
4. Chairperson Gil Botello strongly urged the rest of the Commission to use this event as
a welcome opportunity to show the full City Council that the Fine Arts Commission is
not just about administering grants. When lobbying one’s own Councilmember to fully
fund the Art Fest it will be possible to also lobby them to fully fund the Arts in general.

5. Rosa Parks Sculpture Update – Bronica Taylor
a. The Statue is out of the foundry and waiting to be installed.
b. Unveiling tentatively set for February 02, 2018.
c. Flyer will be sent to City Clerk’s Office staff.
NEW BUSINESS
1. Roosevelt Bowl – Discussion
Special Thanks to Guests Cynthia Alvarado-Crawford and Marion Vorhies from the
Parks, Recreation and Community Services Dept. for coming to the meeting to present
information and answer questions.
a. The Bowl was built as part of a W. P. A. project in the 1930’s.
b. Junior University has moved over to Aquinas High School due to the condition
of the Bowl and the necessity of bringing own light/sound systems.
c. Parks and Rec. are hoping to obtain C. I. P. money to enclose the area where
the restrooms are located, etc.
d. Parks and Rec. is open to ideas for rejuvenating the Bowl, including possible
“Fight Blight” projects.
e. It is in condition for one day/evening events
i. There is always a charge for use of the Bowl.
ii. Renter would need to supply own Sound System, Lights, and Insurance.
f. The Commission suggested that a Price List for rental(s) would be good.
g. It is unclear whether or not the Friends of Roosevelt Bowl is still active.
PUBLIC COMMENTS
Commissioner Sandra Ibarra spoke for a few minutes about her work with other organizations
in coordinating several “Las Posadas” events around the City.

The meeting was adjourned by Chairperson Gil Botello at 5:15 p.m.
The next meeting for the Fine Arts Commission is scheduled for Tuesday, October 10, 2017
at 4:00 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200.
