o Anyone who wishes to speak during public comment or on a particular item will be required to fill out a
speaker slip. Speaker slips must be turned in to the City Clerk.
o Each request will cover one speaker. Those who wish to speak must submit their own request to be
called on by the Mayor.
o Public comments will be limited to three minutes per item.
o All who wish to speak, including Council members and staff, need to be recognized by the Mayor or
Mayor Pro Tempore before speaking.
o Please contact the City Clerk’s Office (384-5002) two working days prior to the meeting for any
requests for reasonable accommodation to include interpreters.

Recommendation: Review, discuss, and adopt Resolution No.
2018-39 establishing the City’s Vision, Job
Statement, Operating Paradigm, and 2018-
2019 Goals and Objectives.
2. PUBLIC COMMENTS ONLY FOR ITEMS LISTED ON THE AGENDA
A three-minute limitation shall apply to each member of the public who wishes to
address the Mayor and City Council on any item on the agenda, excluding public
hearings. There is no limit to the number of items that may be discussed within
the three-minute time limit. To be called on by the Mayor, please turn in individual
speaker slips to the City Clerk by 10:00 a.m. the day of the meeting. If you wish,
you may email your speaking request to publiccomments@sbcity.org prior to the
beginning of the meeting. Emailed requests to speak will not be accepted from
anyone but the person requesting to speak.
3. ADJOURNMENT
The next joint regular meeting of the Mayor and City Council and the Mayor and
City Council Acting as the Successor Agency to the Redevelopment Agency will
be held on Wednesday, February 21, 2018, in the Council Chamber located
at 201 North E Street, San Bernardino, California 92401. Closed Session will
begin at 4:00 p.m. and Open Session will begin at 5:00 p.m.

NOTICE: Any member of the public may address this meeting of the Mayor and City
Council and the Mayor and City Council Acting as the Successor Agency to the
Redevelopment Agency on any item appearing on the agenda by approaching the
microphone in the Council Chamber when the item about which the member desires to
speak is called and by asking to be recognized.
Any member of the public desiring to speak to the Mayor and City Council and the
Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency
concerning any matter not on the agenda but which is within the subject matter
jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the
Successor Agency to the Redevelopment Agency may address the body at the end of
the meeting, during the period reserved for public comments. Said total period for public
comments shall not exceed 60 minutes, unless such time limit is extended by the Mayor
and City Council and the Mayor and City Council Acting as the Successor Agency to the
Redevelopment Agency. A three minute limitation shall apply to each member of the
public, unless such time limit is extended by the Mayor and City Council and the Mayor
and City Council Acting as the Successor Agency to the Redevelopment Agency. No
member of the public shall be permitted to “share” his/her three minutes with any other
member of the public.
Speakers who wish to present documents to the governing body may hand the
documents to the City Clerk at the time the request to speak is made.
The Mayor and City Council and the Mayor and City Council Acting as the Successor
Agency to the Redevelopment Agency may refer any item raised by the public to staff,
or to any commission, board, bureau, or committee for appropriate action or have the
item placed on the next agenda of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency. However, no
other action shall be taken nor discussion held by the Mayor and City Council and the
Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency
on any item which does not appear on the agenda unless the action is otherwise
authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the
Government Code.
Public comments will not be received on any item on the agenda when a public hearing
has been conducted and closed.

Subject: Strategic Planning – Vision, Job Statement, Operating
Paradigm, and 2018-2019 Goals and Objectives
Recommendation
Review, discuss, and adopt Resolution No. 2018-39 establishing the City’s Vision, Job
Statement, Operating Paradigm and 2018-2019 Goals and Objectives.
Background
On May 18, 2015, the Mayor and City Council adopted Resolution No. 2015-103
directing the implementation of the City’s Fiscal Recovery Plan and Plan of Adjustment.
The foundation for the Fiscal Recovery Plan and Plan of Adjustment were the Operating
Practices for Good Government, Priority Goals and Strategic Action Plans, and the
Financial Plan, which were also reviewed and approved at the May 18, 2015, meeting.
Thereafter, as part of the implementation of the Charter approved by voters in
November 2016, and transition of the City Manager in early August 2017, the Mayor
and City Council directed that the San Bernardino Municipal Code and various policies
and procedures continue to be updated to reflect the Charter and embarked on an
evolutionary, strategic planning process to establish systems and practices that promote
good governance and effective service to the community.
Discussion
Strategic Planning is an evolutionary process, and the Mayor and City Council
committed to engaging in regular meetings to establish effective systems and practices
and address policy, planning and program implementation to create a framework for
comprehensive leadership in rebuilding the City of San Bernardino and establishing
systems and lasting policies that transform the community and guide decision-making.
At the November 3, 2017, meeting, the Mayor and City Council spent considerable time
discussing the purpose of the City (Vision), the job of the City and the terms under
which the City will operate (Job Statement), and the business plan (Operating
Paradigm) of the City. Based on the discussion and suggestions at the November 3
meeting, the Vision, Job Statement, and Operating Paradigm established by the Mayor

and City Council are attached for review, further discussion as needed, and adoption. In
addition to developing the Vision, Job Statement, and Operating Paradigm, the Mayor
and City Council began developing the Goals and Objectives, which will be used to
evaluate the City Manager’s performance in the upco ming year and will serve as the
foundation for the development of the annual budget. This discussion was continued to
December 13, 2017, for further discussion and development. The Goals and Objectives
identified during the November 3 and December 13 mee tings are attached. Once
adopted, the Goals and Objectives will guide the organization.
Through the Strategic Planning process and the adoption of measureable Goals and
Objectives, we are working to establish direction and priorities, focus on the criti cal
actions necessary to implement and achieve the mission, improve resource utilization,
reduce redundancy, and allow the City to establish both stability and seek opportunity.
The direction of the Mayor and City Council through the City Vision, Job Statement,
Paradigm, and Goals and Objectives will be communicated throughout the organization
and will promote accountability.
Fiscal Impact
There is no fiscal impact.
Conclusion
It is recommended that the Mayor and City Council review and discuss the Vision, Job
Statement, Operating Paradigm, 2018-2019 Goals and Objectives, and adopt
Resolution No. 2018-39.
