SUMMARYOF SELECTED LEGISLATIVE ISSUES FROM
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS.
1. CAP & TRADE: AB398, reauthorized C&T program, specifically provides
CARB authority to administer the C&T system for an additional ten years.
AB617: Requires CARB to develop a process for measuring and addressing
the six federally -designated criteria air pollutants in communities having a
high concentration of them.
ACA1 A constitutional amendment that would require a 2/3 supermajority
vote of both houses before C&T revenues could be appropriated, starting in
2024. Because this is a constitutional amendment, it must go before the
voters in June 2018 for approval. Sponsored by then -Minority Leader Chad
Mayes. .
C&T EXPENDITURES: This year's carbon credit auction was the most
successful ever. Presently, there is $1.4 billion available for sustainable
communities grants: housing, transportation and clean fuels projects that will
improve air quality.
It's especially important that San Bernardino's planning for the Transit
Center District take advantage of this opportunity.
Presently, both houses have two pair of identical bills providing
provisions for spending C&T funds. AB134 and SB119 appropriate $900
million of the GHG Reduction Fund for zero -emission vehicles, equipment
improvement at ports, agricultural equipment and tractor replacement -- $5
million is set-aside for technical assistance for environmental justice
communities. AB109 and SB93 appropriate $600 million in revenues from
GHG Reduction Fund for a variety of purposes: urban greening, reducing
carbon emissions, $10 million for Transformative Climate Communities
Program, reducing emissions from food processors and the agricultural
sector, fire prevention, low-income weatherization, waste diversion, etc.
2. LOBBYING TRIP TO SACRAMENTO: On August 30th a dozen
members of SCAG's Regional Council, as well as SCAG staff, lobbied
approximately 20 key legislative reps from Southern California to emphasize
our desire for Cap & Trade regional equity. This refers to the following:
a) The SCAG region contains 48.2% of California's population and 67% of
California's disadvantaged communities, yet has received just 29.6% of
funds allocated from the GHG Reduction Fund. The response SCAG
member communities have received is that our applications haven't been
as high a quality. Over the past three years, SCAG has spent its own
funds providing advisory support for grant applications from the region —
yet the proportions of grants received haven't changed.
