Background The City's second Art Night was held on April 21 and April 22, 2017, and was a m resounding success due to the participation of our partners from the San Bernardino Cn Unified School District, Valley College, Cal State San Bernardino, the Consulate of Guatemala, the Consulate of Mexico, Arts Connection and The Art Institute. The event N was focused on student and community artwork and drew a wide cross section of artists from across the City including the City School District, Valley College, Cal State, The Garcia Center and community groups. 0 Discussion � The third annual event, now known as San Bernardino Arts Fest, is tentatively scheduled for Saturday, March 24, 2018, at San Manuel 66'ers Stadium. The San Bernardino Arts CL Fest 2018 has several important goals: L Cn • Highlight the visual and performing art being produced in the schools and the LL Cn community • Generate interest and economic development activity in Downtown a • Continue to build a sense of community for residents Cn The outline for the third San Bernardino Arts Fest is as follows: _ • San Bernardino Arts Fest is Saturday, March 24, 2018 from Noon —9:00 PM • Open to students, community-based artists and craft-makers a Art will be displayed and for sale in pop-up booths located in the concourse and open spaces of the San Manuel 66er's Stadium (see attached site plan) • The event will host a mix of visual and performance art Packet Pg. 374 26.a • 5-7 food trucks will be on-site • Anticipated attendance of 7000 Street life and pedestrian activity are necessary ingredients to revitalize an area. This event will draw approximately 7,000 participants to the downtown area. San Bernardino Arts Fest will be marketed to families, students and the general public. This event will w' build upon the success of the first two events. L O Initial planning sessions were held on August 9, 2017 and September 13, 2017 - c Participants from the previous Art Nights were involved in the meetings. Based upon the (n initial meetings and feedback from the previous events there is clearly strong support from a broad cross section of the community to have a third event. N R Fiscal Impact CO The budget for the 2018 Arts Fest is estimated at $25,000 (Attachment 2). There is N sufficient funding available in the Community Development department budget. U_ y Conclusion a It is recommended that the Mayor and City Council adopt the Resolution establishing o March 24, 2018, San Bernardino Arts Fest 2018 as a City Sponsored Event. Pursuant to Development Code Section 19.70.030 (3) San Bernardino w 0 N 19 Arts Fest to be held on March 24, 2018, is hereby determined to be a City sponsored event 0 20 that is exempt from the Temporary Use Permit requirements of the Development Code. 21 22 SECTION 2. The Mayor and City Council authorizes transferring up to $25,000 from co N 23 the General Government department budget to the Community Development Department a 24 m budget to fund the event.
