Background
The Housing Related Parks (HRP) Program is designed to award grant funds to local a
governments that approve housing for lower-income households and are in compliance
with State of California housing element law. a

On February 1, 2016, the Mayor and City Council adopted Resolution No. 2016-
11 authorizing the submittal of the Housing Related Parks (HRP) Program grant
application in the amount of $398,600 to the State of California Department of w
Housing and Community Development (HCD). o

On June 30, 2016, HCD announced that the City of San Bernardino was a
awarded a HRP Program grant in the amount of$398,200. i
■ On November 7, 2016, the Mayor and City Council adopted Resolution No. 2016- °�
221 accepting the HRP Program grant funds from HCD. a

On April 17, 2017, the Mayor and City Council adopted Resolution No. 2017-66 Z
authorizing the submittal of an additional HRP Program grant application in the F
amount of$305,600 to HCD. Z
On June 30, 2017, HCD announced that the City of San Bernardino was
awarded an additional HRP Program grant in the amount of$101,830.

Discussion
Arrowhead Grove is intended to improve and expand recreational opportunities for its
residents. The site will create a series of connected outdoor spaces that promote
healthy living, music, and lifelong learning through a multicultural lens. The on-site
network of recreational amenities could include a Community, Health, and Success N
Center, outdoor classrooms, community gardens, flexible gathering spaces, edible o
landscaping, celebrations of natural processes, and moments of inspirational art and
musical expressions. The Arrowhead Grove recreational network is envisioned to
include joint-use facilities for E. Neal Roberts Elementary School. c

To implement the previously awarded $398,200 HRP Program grant, National Core has c
developed the following scope of work: c�
■ Park Facilities Plan - After completing a request for proposals process, a 3
qualified landscape architecture firm specializing in children's outdoor leaning 0
environments has been retained to develop a park facilities plan for Arrowhead a`
Grove. C

• Community Outreach - A series of community workshops will be conducted to ;
inform the planning process, focusing on the selection of amenities and w
resources to ensure that residents living in and around Arrowhead Grove directly
benefit. As this area is classified as a park-deficient community and a
w
disadvantaged community it is critical to ensure that the planning process is
informed by the needs of those living in the area.

■ Community Resource Center Due Diligence - Upon completion of the Park
Facilities Plan, pre-development activities will be completed, including the a
necessary environmental Phase I and Phase 11 reports, engineering reports, and o
any additional planning studies required to determine the feasibility of utilizing an
existing building at 660 E Orange Street as a community resource center. The N
vision for the community resource center is offering services to local residents Uj
(i.e. daycare/preschool, job training, financial services/education etc.). 0

completion of the Community Resource Center.

WHEREAS,the State of California, Department of Housing and Community Development =

6 ("Department") issued a Notice of Funding Availability dated November 16, 2016 ("NOFA"), c

under its Housing-Related Parks("HRP")Program; and c

9 WHEREAS, the Department is authorized to approve funding allocations for the HRP d

10 Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application c
a
11 Package, and Standard Agreement; and o

12 WHEREAS, National CORE has also partnered with the City of San Bernardino on its 3

13 application for grant funding for the HRP Program; and L

WHEREAS, funding from the HRP Program will allow National CORE and City of San °

16 Bernardino to revitalize a high-need, park deprived area within central San Bernardino by
17 establishing a network of recreational facilities, including: parks, trails, a community center and Q

18 joint-use facilities to be utilized by neighborhood residents including residents of the Arrowhead N

19 Grove public housing facility and students at E. Neal Roberts Elementary and Sierra High School; i

21 WHEREAS, revitalization of blighted areas is critical to the Mayor and City Council's 3

objectives of creating an economically viable and safe community; and

24 WHEREAS, the grant application will not require a match of funding and will be Z
25 developed through a partnership with National CORE and the City of San Bernardino Community Z

The Department of Housing and Community Development(Department) is pleased to
announce the City of San Bernardino has been awarded a Housing-Related Parks (HRP)
Program award for the 2016 Designated Program Year(DPY). The goal of the HRP o
Program is to increase the overall supply of housing affordable to lower-income households a
by providing financial incentives for the creation, expansion or renovation of community o
park and recreation amenities. Funding for the HRP Program is available pursuant to the N
Housing and Emergency Shelter Trust Fund Act of 2006 (Proposition IC). The HRP
Program reflects the Department's commitment to work in partnership with local LLL
governments to address California's critical housing and community development needs,
recognizing and reinforcing the critical linkages between housing, jobs, and the economy in
creating vital, livable communities. o

As you know, all local government applicants with eligible units for new, preserved, Y
rehabilitated and acquired rental or ownership housing affordable to lower-income d
households and which are in compliance with State housing element law, are eligible to a
receive HRP Program grant funds for use in local capital improvement park-related
projects. The application submitted in response to the Department's HRP Program N
DPY 2016 Notice of Funding Availability(NOFA) indicated the City of San Bernardino met
these programmatic requirements and has implemented the objectives of the Program.
The Department received applications requesting funds in excess of the $36 million a
available under the current NOFA. As stated in the Program Guidelines, "if eligibility for =
funds exceeds the amount of funding available In any round, the Department may reduce o
all grants proportionally." As a result, the Department has prorated awards based on the
year the unit was approved, with units approved in 2016 receiving full funding and units a
approved between 2010 and 2015 receiving a prorated award of approximately 35% of Z
requested funds. The 2010 to 2015 units were prorated based on the fact that applicants D
had the opportunity to previously apply for those units in prior funding rounds. The
breakdown of units by approval year for City of San Bernardino is a follows: Z
