ratifying the submission of a grant application for year two of the National and
Community Service's Retired and Senior Volunteer Program, accepting and N
appropriating the grant funds in the amount of $47,310 and allocating matching funds
for the program for the Period of April 1, 2017 through March 31, 2018. LO
Background

The City has participated in the federally funded Retired and Senior Volunteer Program w
(RSVP) for 42 years. In 2016, the City was awarded a three-year grant from the
Corporation for National and Community Service for 2016 to 2019 (Attachment 1). The

second year will end March 31, 2018, and requires an annual renewal_ During the most ly
recent program year, 264 participants contributed over 70,000 hours. This grant will E
enable the City to continue providing these services that enable individuals ages 55 0
years and older to put their skills and life experience to work for their communities. 0-
RSVP
RSVP volunteers serve from a few hours to forty a week providing everything from
supporting senior lunch programs, local hospitals and the San Bernardino County
Sheriff's Department to providing activities at senior centers, and providing disaster o
preparedness with the American Red Cross. >

The RSVP program provides funds for one full-time RSVP manager and one part-time
staff person who organize and direct the Work Plans of the volunteer program. The two
RSVP staff members recruit volunteers, select work sites, make site visits, and prepare
reports to meet grant requirements. RSVP volunteers, who are over the age of 54
years, perform the service activities and provide transportation to seniors. They also E

participate with local law enforcement as Citizens on Patrol (COP) volunteers. RSVP
volunteers do not receive pay, but they can request up to $30 per quarter as }
reimbursement for their transportation expenses, which is paid out of grant funds. The z
RSVP grant allows the City of San Bernardino to commit many volunteer service N
activities in ways that benefit the community through matching funds. a

The City provides matching funds for the RSVP program in the amount of $47,317 for a E
portion of the salaries and fringe benefits for one full-time program director and a part-

time staff person, as well as some program costs including office supplies, telephone, n
printing and volunteer support in the amount of$953.
