Pastor David McGlocklin, of St. Paul’s United Methodist Church gave the invocation.
The Pledge of Allegiance was led by Riley Nguyen of Pack 247 from SB Elks Lodge
#836, with back up by several members of pack in attendance.

Davis
Mayor Davis presented a certificate recognizing the non-profit organizations that
have collaborated and supported the Inland Congregations United for Change’s
Common Ground Peace Program. Pastor Calvin Ward of Cathedral of Praise,
spoke on behalf of ICUC and the member congregations, and thanked the Mayor
Council and Police Department for working with the group on the violence
prevention program.
3. Tachikawa Presentation – Jeanette Avila
Jake Tivey and Dominick Gutierrez from San Bernardino’s Tachikawa Sister City
program spoke about their experiences this past summer as ambassadors to
Tachikawa, Japan.
4. Chamber of Commerce & Local Elected Officials Announcements
Roger Henderson announced upcoming Chamber events.

Council Member Valdivia pulled items 10 and 11, and Council Member Nickel pulled

Recommendation: Discuss and take possible action to direct staff to
develop a Co-Sponsorship and Partnership Policy to
be presented to City Council at a later date for
consideration of adoption.
No vote was taken on this item.
16. Public Comments on Items Not on the Agenda
Esmerelda Negrete, San Bernardino, spoke about a noise nuisance at the SBx
Rideshare parking lot at Marshall and E street and asked for council help to fix
the problem.
Karmel Roe, San Bernardino, discussed the issue of animal control and also
mentioned a building at10th and D streets that is being used by the homeless
and others.
Robert Porter, San Bernardino, discussed the Legend of the Arrowhead
performance beginning November 25 and also said he would be presenting his
own history of the area at the Historical Society and in vited the Mayor and City
Council to attend.
17. Items to be Referred to Council Committees
Council Member Valdivia asked that the issue of Southern California Edison
regulatory rate increase be placed on a future agenda of the Legislative Review
Committee.

The next meeting of the Mayor and City Council is a workshop/Special Meeting
set for 9 a.m. Friday. November 3, 2017, at San Bernardino Police Department,
second floor training room, 710 N. D Street. The workshop is to be held from 9 a.m. to 4 p.m.
The next joint regular meeting of the Mayor and City Council and the Mayor and
City Council Acting as the Successor Agency to the Redevelopment Agency will
be held on Wednesday, November 15, 2017, in the Council Chamber located
at 201 North E Street, San Bernardino, California 92401. Closed Session will
begin at 4:00 p.m. and Open Session will begin at 5:00 p.m.
