The Joint Adjourned Regular Meeting of the Mayor and City Council of the City of San

Monday, August 21, 2017, in the City Council Chamber, 201 North "E" Street, San

1. Substantial Amendment to the FY2016-2017 Annual Action Plan and
Execution of a Loan Agreement Golden Apartments Project

Motion: Adopt the resolution.
2017-167 Resolution of the Mayor and City Council of the City of San
Bernardino, California, authorizing the Substantial Amendment of
the Fiscal Year 2016-2017 Annual Action Plan to add the Golden
Apartments Project, and the Execution of a Loan Agreement for the
Project.

2. Public Comments for Items not on Agenda
Robert Porter, San Bernardino, spoke about plants of the local mountains and his
experience in graduate school.
Scott Olson, San Bernardino, spoke about the masked visitors to the last Council
meeting and a rally in the City where he said there were no injuries or arrests reported.
Cesario Perez, Highland, spoke about the need to work and improve San Bernardino.
He said he was aware that we have a homeless issue in the city and invited the Council
to learn about what some homeless people are going through.
Karmel Roe, San Bernardino, spoke about a property on Washington Avenue and
stated that she had submitted a proposal to be the listing broker but was not chosen.
She decried the price the city put on the property, saying they, in effect, gave it away
when it could have attracted a higher price because it meets the requirements for
zoning of marijuana shops under Measure O. She said the city is giving money away to
developers and that she would be writing HUD about the misspending of HUD funds.
Deanna Adams, San Bernardino, spoke about a conversation regarding race relations
she recently had and said she doesn't want to hear any more about racism because
there was a black president for 8 years and he failed to bring the people together and
abused his office. She said we should give the current president a chance.
Alyssa Enciso, San Bernardino, stated that the city needs to work on the homeless
issue, protect pets and repair the streets. In many ways, she said, she thinks the Mayor
and Council are doing a good job. She said we need to get together as people of San
Bernardino and do greater things for the city.

The meeting adjourned at 7:38 p.m.
The next joint regular meeting of the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency is scheduled for
4:00 p.m., Wednesday, September 6, 2017, in the Council Chamber located at 201
N. E Street, San Bernardino, California. Closed Session will begin at 4:00 p.m. and
Open Session will begin at 5:00 p.m.
