Invocation/Pledge of Allegiance
Father John Alexandres of Prophet St. Elias led the invocation. The Pledge of
Allegiance was given by City Manager Mark Scott.
Closed Session Report
City Attorney Gary Saenz reported on the following actions in Closed Session:
• In re: Quiang Ye, et al. v. City of San Bernardino, the council gave litigation
directive by a vote of 6-0, with Council Member Valdivia abstaining.
• In re: Kohls v. City of San Bernardino, the council gave settlement directive by a
vote of 7-0.
Presentations
1. Project Fighting Chance – Champions Presentation – Mayor R. Carey Davis
Mayor Davis presented a proclamation honoring Junior Olympics boxing
champions Charles Harris and Kenny Lovatos, who are ranked first in their
division nationally, and Terry Washington, who is ranked third nationally. The
represent Project Fighting Chance.
2. Citizen of the Month: Pastor David McGlocklin -- Council Member Marquez
Council Member Marquez presented a certificate to Pastor David McGlocklin, of
St. Paul’s United Methodist Church, naming him citizen of the month. Cameron
Griffin from Assemblyman Steinorth also presented a certificate to Pastor
McGlocklin.
3. Certificate of Recognition: La’Nae Norwood/United Nations of
Consciousness – State of California Non-Profit of the Year -- Council
Member Richard
Council Member Richard presented a certificate to La’Nae Norword and the
United Nations of Consciousness for being named the State of California Non-
profit of the year.
3a. Certificates of Recognition: Sheila Renee Jones-Lilley/Rancho Valley
Volleyball Club – Junior Olympic Volleyball Medalists – Pearce Sports
Center
Council Members Richard and Valdivia presented certificates to the Volleyball
bronze, silver and gold medalists.
4. Chamber of Commerce & Local Elected Officials Announcements
Assemblywoman Eloise Reyes spoke about accomplishments from her 8
months in Sacramento: including two bills signed into law, state funding for the
completion of the Rosa Parks statue, funding for two judges, $5 million for
bilingual teacher training and certification, and incentive funding for CSU
campuses to be designated as hunger free to help low income students, and
campus veteran resource centers to help service members returning to college..
She also introduced staff members from her office and announced upcoming
events in the district.
Ashley King, from the Chamber of Commerce, announced the Chamber’s
upcoming activities.

Consent Calendar
Council Member Valdivia pulled item 7 to clarify that his abstention from the 4/17/17
minutes was because he has had medical consulting work with the firm. Council
Member Nickel pulled items 9 and 10 for further discussion. The remaining items on
Consent Calendar were voted on in a single vote.

Bernardino, California, approving a one-year contract with
California Consulting in the amount of $63,000 for provision
of grant-writing services.

Bars Wireless, LLC marketing agreement. No vote was taken on this item.
15. League of CA Cities 2017 Mayors & Council Members Executive
Forum/Advanced Leadership Workshops
Oral reports were received from Council Members Barrios, Valdivia and Mulvihill.
No vote was taken on this item.
16. 2017 ESRI Business Summit
Council Member Valdivia provided an oral report. No vote was taken on this item.
17. United States Conference of Mayors
Mayor Davis provided an oral report. No vote was taken on this item.
Public Comments on Items Not on the Agenda
Robert Porter, San Bernardino, said a large number of people think that the new City
Manager’s salary is too high and asked her to invest some of those funds in the city and
consider moving to San Bernardino.
Frank Pearce spoke about a circular parking lot for the Carousel Mall area and
explained how sufficient parking promotes business. He submitted a proposed design
into the record.
Gwen Douthett asked about obtaining a business registration to operate a drone
company that offers training in the City of San Bernardino. The delay in getting one has
caused her to move her business outside of the city but said she would like to return.
Lynwood Douthett spoke about his business that hires and trains drone pilots, creating
high paying jobs.

Anna-Marie Fletcher spoke about the benefits of the Seven Camp proposal to operate
a drone course and organize an international drone race competition in San Bernardino.
She had recently received her pilot’s training and hopes to get her license. She spoke
highly of the Douthetts.
Ruben Arcello, spoke in support of the selection of Andrea Travis as City Manager. He
worked for her as a Community Development director in the City of La Mirada.

The Mayor, Council members and executive staff announced events coming up in their
war and throughout the city.

The meeting adjourned at 8:09 p.m.
The next joint regular meeting of the Mayor and City Council and the Mayor and
City Council Acting as the Successor Agency to the Redevelopment Agency is
scheduled for 4:00 p.m., Wednesday, August 16, 2017, in the Council Chamber
located at 201 N. E Street, San Bernardino, California. Closed Session will begin at 4
p.m. and Open Session will begin at 5 p.m.
