Welcome to a meeting of the Mayor and City Council of the City of San Bernardino.
o Anyone who wishes to speak during public comment or on a particular item will be required to fill out a
speaker slip. Speaker slips must be turned in to the City Clerk by 4:30 pm the day of the meeting.
o You may email your request to speak to publiccomments@sbcity.org if you cannot turn it in in person
prior to 4:30 pm. Each request will cover one speaker. Those who wish to speak must submit their
own request to be called on by the Mayor.
o Public comments for agenda items that are not public hearings will be limited to three minutes.
o There is a 6-minute-per-person time limit for all comments, excluding public hearings.
o All who wish to speak, including Council members and staff, need to be recognized by the Mayor or
Mayor Pro Tempore before speaking.
o Please contact the City Clerk’s Office (384-5002) two working days prior to the meeting for any
requests for reasonable accommodation to include interpreters.
o All documents for public review are on file with the City Clerk’s Office or may be accessed online by
going to www.sbcity.org.

PUBLIC COMMENTS FOR ITEMS LISTED ON THIS AGENDA
A three-minute limitation shall apply to each member of the public who wishes to
address the Mayor and City Council on any item on the agenda, excluding public
hearings. There is no limit to the number of items that may be discussed within the
three-minute time limit. To be called on by the Mayor, please turn in individual spea ker
slips to the City Clerk by 5:00 p.m. the day of the meeting. If you wish, you may email
your speaking request to publiccomments@sbcity.org prior to the beginning of the
meeting. Emailed requests to speak will not be ac cepted from anyone but the person
requesting to speak.
CONSENT CALENDAR
There will be no separate discussion of Consent Calendar items unless a Council
member requests that the item be considered in its normal sequence on the
agenda. Public comment on Consent Calendar items is limited to three minutes
total per person. There is no limit on the items that can be discussed within that
time.

Recommendation: Waive full reading of resolutions and ordinances on
the agenda dated September 20, 2017.
8. City Council Approval of Commercial and Payroll Checks
Recommendation: Approve the commercial and payroll checks for
August 2017.
9. City Council Approval of Draft Minutes
Recommendation: Approve the minutes of the Mayor and City Council
meeting of September 6, 2017.
10. Jerry Lewis Pool Filtration Replacement
Recommendation: Adopt a Resolution of the Mayor and City Council of
San Bernardino, California, for the Jerry Lewis Family
Swim Center Filtration Systems Replacement at
Perris Hill Park, authorizing the City Manager to
execute a Vendor Service Agreement with
Commercial Aquatics Services, Inc.
11. Solar Powered Public Safety Camera System Trailers
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino, California, authorizing the
Director of Finance to issue a purchase order for the
purchase of two identical solar powered portable
Public Safety Camera System trailers from Capitol
Barricade of Sacramento, California, to enhance the
existing Public Safety Camera System.
12. On-Call Traffic Engineering Services Agreements
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino, California, approving
Consultant Services Agreements with the firms of
Minagar & Associates, Inc., Transtech Engineers, Inc.
and Transportation Engineering and Planning, Inc. for
On-Call Traffic Engineering Services.

13. Installation of Debris Netting under the Mt. Vernon Bridge at BNSF Rail
Yard
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino, California, awarding a
Contract to GMZ Engineering Inc. for installation of
debris netting under the Mt. Vernon Bridge at the
BNSF Rail Yard (Bridge No. 54C-0066) per Plan No.
13154.
14. Street Light Program Update and Fifth Amendment to the Vendor Services
Agreement with Quality Light and Electrical Amendment to the VSA with
Quality Light and Electrical for Street Light Repair Services
Recommendation: Receive an oral report on the status of the street light
program and adopt a Resolution of the Mayor and
City Council of the City of San Bernardino, California,
authorizing the execution of a Fifth Amendment to the
Vendor Services Agreement with Quality Light and
Electrical for street light repair services to amend the
Agreement to extend the term to January 31, 2018
and issue a Change Order in the amount of
$326,759.36 to Service Agreement for FY 2016-17.
15. Agreement with Management Partners Inc. for Continuing Management
Consulting Assistance
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino, California, authorizing the
execution of an Agreement and issuance of a
purchase order to Management Partners Inc., for
services related to assisting the City with
implementation of organization improvements and
organizational assistance / analysis for the Public
Works Department and the City Attorney’s Office as
well as continuing assistance with implementation of
the plan of adjustment.

16. Resolution of the Mayor and City Council of the City of San Bernardino
Authorizing the Submittal of the Fiscal Year (FY) 2016-2017 Consolidated
Annual Performance and Evaluation Report to the United States
Department of Housing and Urban Development (HUD)
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino, California, authorizing the
submission of the Fiscal Year (FY) 2016-2017
Consolidated Annual Performance and Evaluation
Report to the United States Department of Housing
and Urban Development (HUD).
STAFF REPORTS
17. Citizens Advisory Committee – Marijuana Regulations
Recommendation: By minute action, establish a Citizens Advisory
Committee to make recommendations to the Mayor
and City Council regarding marijuana policy; provide
direction to staff related to committee appointments,
purpose and scope, reporting, and deadline for the
completion of the committee's policy analysis and final
report to the Mayor and City Council; and Direct the
City Manager to initiate a Request for Qualifications
and hire, on a consulting basis, in an amount not to
exceed $50,000, a specialist in the area of marijuana
policy with extensive knowledge in implementing and
managing effective marijuana regulation and taxation
to assist the Committee and City officials in the
conduct of their work.
18. Ad -Hoc Committee of the City Council
Recommendation: Establish by Minute Order an Ad-Hoc Committee of
the City Council to review, discuss and provide
recommendations to the Mayor and City Council
related to litigation involving the Water Department.
19. Well Untapped Conference – August 11-12, 2017
Recommendation: Receive an oral report by Council Member Barrios.
20. Receive an oral report by Council Member Mulvihill regarding the SCAG
Regional Council Meeting
Recommendation: Receive an oral report by Council Member Mulvihill.

21. Rendezvous Back to Route 66 2017
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino, California, authorizing the
City Manager or her designee to execute an
agreement between the City of San Bernardino and
San Bernardino Chamber of Commerce to provide
support services for Rendezvous Back to Route 66
2017 event.
22. Westlaw Online Legal Research Services Agreement for the City Attorney’s
Office
Recommendation: Adopt a Resolution of the Mayor and City Council of
the City of San Bernardino authorizing the City
Attorney to execute an agreement with Thompson -
West to provide on-line legal research services
(Westlaw) to the City Attorney's Office and to
authorize the issuance of a purchase order.
23. 2017 Bloomberg Mayors Challenge
Recommendation: Receive and file.

201 North E Street, San Bernardino, California 92401. Closed Session will begin
at 4:00 p.m. Open Session will begin at 5:00 p.m.

“D” Street, San Bernardino, California, at the San Bernardino Public Library, and on the City’s
website www.ci.san-bernardino.ca.us on Friday, September 15, 2017.

NOTICE: Any member of the public may address this meeting of the Mayor and City Council and
the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency on
any item appearing on the agenda by approaching the microphone in the Council Chamber when
the item about which the member desires to speak is called and by asking to be recognized.
Any member of the public desiring to speak to the Mayor and City Council and the Mayor and
City Council Acting as the Successor Agency to the Redevelopment Agency concerning any
matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and City
Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment
Agency may address the body at the end of the meeting, during the period reserved for public
comments. Said total period for public comments shall not exceed 60 minutes, unless
such time limit is extended by the Mayor and City Council and the Mayor and City
Council Acting as the Successor Agency to the Redevelopment Agency. A three minute
limitation shall apply to each member of the public, unless such time limit is extended by the
Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the
Redevelopment Agency. No member of the public shall be permitted to “share” his/her three

Speakers who wish to present documents to the governing body may hand the documents to
the City Clerk at the time the request to speak is made.
The Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to
the Redevelopment Agency may refer any item raised by the public to staff, or to any
commission, board, bureau, or committee for appropriate action or have the item placed on the
next agenda of the Mayor and City Council and the Mayor and City Council Acting as the
Successor Agency to the Redevelopment Agency. However, no other action shall be taken nor
discussion held by the Mayor and City Council and the Mayor and City Council Acting as the
Successor Agency to the Redevelopment Agency on any item which does not appear on the
agenda unless the action is otherwise authorized in accordance with the provisions of
subdivision (b) of Section 54954.2 of the Government Code.
Public comments will not be received on any item on the agenda when a public hearing has
been conducted and closed.
