FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, 06-13-2017 In Attendance: City Clerk Gigi Hanna, though she had to leave at 4:38 p.m. to attend a City Council Meeting. Commissioners: Chairperson Dorothy Garcia, Gil Botello, Sandra Ibarra, Joyce Seeger, Bronica Taylor, Donna Howard, Michael Segura, Vice-Chair Barbara Babcock Absent: Deborah Bunger Guests: Rebecca Ward, Aron Saenz, Melinda Fogle, Kimberley Zuniga, City Manager Mark Scott Meeting called to order by Chairperson Garcia at 4:00 p.m. on Tuesday, 06-13- 2017 in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd. Floor COMMISSIONER/STAFF ANNOUNCEMENTS SBVC Opera will have a performance the Mozart Opera, “La Clamenza di Tito” the 23rd and 24th at 7 p.m. Spirits and Arts will be last Friday of the month at the Garcia Center from 6:00 p.m. to 9:00 p.m. This coming Saturday, at the Garcia Center Luis Fuerte will be speaking and signing his book. July 14th all day the State Street Ballet will be repeating the “Dance Day” at the Garcia Center. City Clerk Gigi Hanna thanked everyone who came to the Council Meeting last week and helped get the word out to those who support the Arts to come as well. GUEST SPEAKERS 1. Rebecca Ward, Aron Saenz and Melinda Fogle spoke about their play, “A New Day,” which focuses on experiences described by people interviewed at San Bernardino Valley College. The play was written by the Students who then performed it. 2. Mark Scott, City Manager for the City of San Bernardino arrived at 4:41 p.m. and reassured the commissioners that no one is trying to end the Page 2 Fine Arts Commission meeting of 06-13-2017 . Fine Arts Commission. He also said that if it turns out that in future the Grants cannot be funded by the Impact fees then the City would find alternate funding. The Fine Arts Commission is discouraged from writing their own grants as the City will be hiring a grant writer. OLD BUSINESS 1. Art Night Financial Report: Commissioner Barbara Babcock motioned that the one page document be received and filed. The motion was seconded by Commissioner Gil Botello. The motion passed. 2. Rosa Parks Statue: a. There is a strong possibility of considerable funding from Eloise Reyes; news of the approval should be coming directly. b. The target date for the installation is February 2018 to coincide with Black History Month. c. It is unknown if City Clerk Hanna had the opportunity to follow up with Pete Aguilar. Commissioner Taylor will contact her directly to ask. 3. Evaluation Timeline for the 2016/2017 grants: a. Letters (and a copy of the final evaluation form) were sent to those organizations that have not yet turned in their final reports. A deadline has been set for the end of July. b. The evaluation asks the organizations to describe what their barriers were as well as what would have made their project/program more successful. c. Should there be a restriction on applying for future grants from the Fine Arts Commission if the Final Report is not returned? Commissioner Joyce Seeger motioned that those organizations who do not return their final report by the due date be disallowed from applying again for the following year. The motion was seconded by Commissioner Bronica Taylor. The motion passed. NEW BUSINESS 1. Report on Council approval of grant funding – The grants will be funded; either with impact fees or from the General fund. If it turns out that the impact fees cannot be used then other funding will be found according to the City Manager. 2. Budget Situation – still waiting for decisions on impact fund. Page 3 Fine Arts Commission meeting of 06-13-2017 . PUBLIC COMMENTS Kimberley Zuniga thanked the Fine Arts Commission for allowing her to attend; it was very informative. She hopes to come back. D Street, Suite 200, 2nd. Floor COMMISSIONER/STAFF ANNOUNCEMENTS: San Bernardino Sings Folk Songs will start up again on 09-07-2017 at the Garcia Center, with their new meeting time at 10:30 a.m. The Non-Profit Executives Network meets the 2nd Wednesday of every month at 8:30 – it used to be in the Solarium at Community Hospital but this month will be at the Goodwill across from the Sheriff’s Dept. There will be another Free “Dance Day” at the Garcia Center by the State Street Ballet Company from Santa Barbara on Saturday between 4:00 p.m. and 8:00 p.m. This will have free workshops in many different dance forms and also food Generation Now is doing a voter registration campaign for civic engagement in conjunction with some other organizations. CSUSB is working on developing their musicology program to include a T. V. studio; since it will take them 3-5 years to build something on their campus they are looking for possibilities in downtown San Bernardino. The City offices that were at 600 N. Arrowhead are having to be moved again due to problems with the building. The elevators and air-conditioning have not been working. They will now be housed at 201 N. E. St. Page 2 Fine Arts Commission meeting of 07-11-2017 . GUEST SPEAKERS: The St. John’s Angels children’s Baile Folklorico group and their directors, Ivan Resendez and Gary Ferrer were present and introduced each of their members to the Commission and thanked them for their support (through the Grant they have received). They also provided schedules and invited the commissioners to come to see their classes/performances and also to come by their first fundraiser on this Friday, July 14 at St. John’s Episcopal Church, 14th and Arrowhead from 5:00 p.m. to 9:00 p.m. OLD BUSINESS: 1. Rosa Parks Sculpture – Commissioner Taylor is absent but previously emailed details about funding from State Assembly-member Eloise Gomez Reyes. 2. Decision of the Council re the Grants – a. The contracts are currently being routed. b. The commissioners are unclear as to why there are any more delays since they felt that the motion made by Councilmember Shorett was designed to circumvent the red-tape and pay the grantees through the general fund so they would not have to wait while the City Attorney’s Office issued their opinion. A motion was made by Commissioner Babcock to obtain the exact wording of Councilmember/ Mayor Pro-tem Fred Shorett’s motion regarding the funding of the Grants and to seek clarification as to why the grantees are still being required to wait and what can be done to expedite the procedure and get them their funding forthwith. The motion was seconded by Commissioner Seeger. The motion carried. NEW BUSINESS 1. San Bernardino Valley College Play possibility: Commissioner Botello motioned that Chairperson Garcia and/or Vice-Chairperson Babcock should reach out to the group through Rebecca Ward, and encourage them that such a great effort deserves to be seen again and reassure them that the Fine Arts Commission will help raise awareness of it should they choose to run it again at their venue. The motion was seconded by Commissioner Segura. The motion carried. 2. Cal-State Posters – information a. Eighteen of the twenty-three posters were on display at the Andreson Building when Headquarters lost their space. Page 3 Fine Arts Commission meeting of 07-11-2017 . Chairperson Garcia is trying to get them back from Malia Finney. b. The remaining five are in the Community Development Office 3. Election of Chair and Vice-Chair a. Chairperson: Michael Segura made a motion to nominate Gil Botello as Chairperson, the motion was seconded by Barbara Babcock, and there were no other nominations. The motion carried b. Vice-Chairperson: Joyce Seeger made a motion to nominate Barbara Babcock to continue as Vice-Chairperson. The motion was seconded by Gil Botello. The motion carried PUBLIC COMMENTS Kimberley Zuniga thanked the Commission for allowing her to attend again. FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, 08-08-2017 In Attendance- Commissioners: Gil Botello, Chairperson; Deborah Bunger; Dorothy Garcia; Bronica Taylor; Donna Howard Arrived Late: Sandra Ibarra; Barbara Babcock, Vice-chairperson Absent: Joyce Seeger; Michael Segura Guests: None Meeting called to order by Chairperson Botello on Tuesday, 08-08-2017 at 4:01 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd. Floor COMMISSIONER/STAFF ANNOUNCEMENTS Yard sale fundraiser of tools/small appliances scheduled for and at the Garcia Center on August 19th, as well as Sue Herbert’s second sale of children’s books and teaching materials for the same date. Commissioner Michael Segura is absent but emailed an announcement to Chairperson Botello that the Arts Connection is going to have an “Artivism” event on Friday, August 11, 2017 at 6:00 p.m. at the Anne Shirrells Community Center 1367 N. California Street, San Bernardino, CA 92411 Meeting to plan the next Art Night is tomorrow afternoon at the 201 N. E. St. Building. Commissioner Ibarra is working with the Neighborhood Associations to expand the Las Posadas events this year. It is possible that the ninth night will again be at the Garcia Center for the Arts. Chairperson Botello and the rest of the Commissioners extended their heartfelt thanks to Commissioner Dorothy Garcia for her tireless service, her enthusiasm, and her guidance during her time as Chairperson, especially in bringing the Commission back into active status and helping show the entire community how the arts can reinvigorate our City during financial challenges. Page 2 Fine Arts Commission meeting of August 08, 2017 . APPROVAL OF MINUTES A motion was made by Commissioner Taylor to approve the Minutes of the May 09, 2017 regular meeting. The motion was seconded by Chairperson Howard. The Motion passed. GUEST SPEAKERS: None. Adrian Tafoya who was scheduled to speak decided not to attend. OLD BUSINESS 1. Update on ’16-‘17 Grantee year end reports: a. 7 of the 19 have provided comprehensive reports b. The final date has been extended by City Clerk Hanna to August 30, 2017. Commissioner Garcia motioned to collect and file reports turned in by due date and after the next meeting of the Commission a letter will be sent to those grantees who did not comply informing them that they will not be eligible to apply for grants for the 18-19 fiscal year. The motion was seconded by Commissioner Taylor. The motion passed. 2. Update on ’17-’18 Grantee award status: a. Grants were approved on June 07, 2017. b. The money is coming, but the Commission does not know when. c. Contracts must be signed; but Deputy City Clerk Alvarez in the City Clerk’s Office is still waiting for them. d. Chairperson Botello will follow up with City Clerk Hanna e. Commissioner Taylor has received complaints from some of the grantees that they have not received their money as yet but they had to go ahead and do their projects already; they want to make sure that they will still receive their money even though by the time the funding gets released the projects may have already been completed. (i.e. checks released in September may need to cover projects started or even completed in July) i. Commissioner asks that this be on the Agenda for the next meeting. 3. SBVC play resolution update: a. Vice-Chairperson Babcock did not have an opportunity to reach out to Rebecca Ward b. Commissioner Garcia received an email from Rebecca Ward asking about the status and has not been able to get back to her i. Chairperson Botello will follow up with Rebecca Ward. Page 3 Fine Arts Commission meeting of August 08, 2017 . 4. Rosa Parks Sculpture: a. Cal-Trans is excited about receiving statue b. Everything seems to be a go and everything has been approved i. Black Cultural Foundation, who is the fiscal partner to Artist Patrick Jewett in this project, needs to receive a M. O. U. from Cal-Trans that funds have not been released to the Black Cultural Foundation yet. This document would lay out the pattern for who does what and how things need to happen, including storing the statue; mounting the statue; etc. ii. Artist Patrick Jewett is irate because the Black Cultural Foundation will not release the funds immediately and does not understand that they do not have the funds to release yet. He has threatened to bring pressure from the Press and may derail the entire process. NEW BUSINESS 1. City published Monthly FAC calendars – discussion a. May not have the interest from the community to justify continuing. b. Some feedback from community suggests monthly rather than weekly publishing would be more helpful. c. May be duplication of effort with other arts organizations Commissioner Taylor motioned to table the discussion until the commission gets a chance to talk to City Clerk Hanna and to cease publication of the calendar in the meantime. The motion was seconded by Commissioner Botello. The motion passed.
