HomeMy WebLinkAbout08-08-2017 FAC Reg Mtg minutesFINE ARTS COMMISSION MINUTES FOR TUESDAY, 08-08-2017 In Attendance - Commissioners: Gil Botello, Chairperson; Deborah Bunger; Dorothy Garcia; Bronica Taylor; Donna Howard Arrived Late: Sandra Ibarra; Barbara Babcock, Vice -chairperson Absent: Joyce Seeger; Michael Segura Guests: None Meeting called to order by Chairperson Botello on Tuesday, 08-08-2017 at 4:01 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2nd. Floor COMMISSIONER/STAFF ANNOUNCEMENTS Yard sale fundraiser of tools/small appliances scheduled for and at the Garcia Center on August 19th, as well as Sue Herbert's second sale of children's books and teaching materials for the same date. Commissioner Michael Segura is absent but emailed an announcement to Chairperson Botello that the Arts Connection is going to have an "Artivism" event on Friday, August 11, 2017 at 6:00 p.m. at the Anne Shirrells Community Center 1367 N. California Street, San Bernardino, CA 92411 Meeting to plan the next Art Night is tomorrow afternoon at the 201 N. E. St. Building. Commissioner Ibarra is working with the Neighborhood Associations to expand the Las Posadas events this year. It is possible that the ninth night will again be at the Garcia Center for the Arts. Chairperson Botello and the rest of the Commissioners extended their heartfelt thanks to Commissioner Dorothy Garcia for her tireless service, her enthusiasm, and her guidance during her time as Chairperson, especially in bringing the Commission back into active status and helping show the entire community how the arts can reinvigorate our City during financial challenges. Page 1 Fine Arts Commission meeting of August 08, 2017 APPROVAL OF MINUTES A motion was made by Commissioner Taylor to approve the Minutes of the May 09, 2017 regular meeting. The motion was seconded by Chairperson Howard. The Motion passed. GUEST SPEAKERS: None. Adrian Tafoya who was scheduled to speak decided not to attend. OLD BUSINESS 1. Update on '16217 Grantee year end reports: a. 7 of the 19 have provided comprehensive reports b. The final date has been extended by City Clerk Hanna to August 30, 2017. Commissioner Garcia motioned to collect and file reports turned in by due date and after the next meeting of the Commission a letter will be sent to those grantees who did not comply informing them that they will not be eligible to apply for grants for the 18-19 fiscal year. The motion was seconded by Commissioner Taylor. The motion passed. 2. Update on '17-18 Grantee award status: a. Grants were approved on June 07, 2017. b. The money is coming, but the Commission does not know when. c. Contracts must be signed; but Deputy City Clerk Alvarez in the City Clerk's Office is still waiting for them. d. Chairperson Botello will follow up with City Clerk Hanna e. Commissioner Taylor has received complaints from some of the grantees that they have not received their money as yet but they had to go ahead and do their projects already; they want to make sure that they will still receive their money even though by the time the funding gets released the projects may have already been completed. (i.e. checks released in September may need to cover projects started or even completed in July) i. Commissioner asks that this be on the Agenda for the next meeting. 3. SBVC play resolution update: a. Vice -Chairperson Babcock did not have an opportunity to reach out to Rebecca Ward b. Commissioner Garcia received an email from Rebecca Ward asking about the status and has not been able to get back to her i. Chairperson Botello will follow up with Rebecca Ward. Page 2 Fine Arts Commission meeting of August 08, 2017 4. Rosa Parks Sculpture: a. Cal -Trans is excited about receiving statue b. Everything seems to be a go and everything has been approved i. Black Cultural Foundation, who is the fiscal partner to Artist Patrick Jewett in this project, needs to receive a M. O. U. from Cal -Trans that funds have not been released to the Black Cultural Foundation yet. This document would lay out the pattern for who does what and how things need to happen, including storing the statue; mounting the statue; etc. ii. Artist Patrick Jewett is irate because the Black Cultural Foundation will not release the funds immediately and does not understand that they do not have the funds to release yet. He has threatened to bring pressure from the Press and may derail the entire process. NEW BUSINESS 1. City published Monthly FAC calendars — discussion a. May not have the interest from the community to justify continuing. b. Some feedback from community suggests monthly rather than weekly publishing would be more helpful. c. May be duplication of effort with other arts organizations Commissioner Taylor motioned to table the discussion until the commission gets a chance to talk to City Clerk Hanna and to cease publication of the calendar in the meantime. The motion was seconded by Commissioner Botello. The motion passed. PUBLIC COMMENTS - None ADJOURNMENT The meeting was adjourned by Chairperson Gil Botello at 5:00 p.m. The next meeting for the Fine Arts Commission will be Sept. 12, 2017 at 4:00 p.m. in the Personnel Commission Hearing Room, 215 N.
