MINUTES FOR TUESDAY, 07-11-2017

Absent: Sandra Ibarra; Deborah Bunger; Bronica Taylor
Guests: St. John's Angel Dancers Baile Folklorico group and their directors;
Kimberley Zuniga on behalf of Assemblyman Marc Steinorth
Meeting called to order by Chairperson Garcia on Tuesday, 07-11-2017
at 4:03 p.m. in the Personnel Commission Hearing Room, 215 N. D Street, Suite
200,2 nd . Floor
COMMISSIONER/STAFF ANNOUNCEMENTS:
San Bernardino Sings Folk Songs will start up again on 09-07-2017 at the
Garcia Center, with their new meeting time at 10:30 a.m.
The Non -Profit Executives Network meets the 2nd Wednesday of every
month at 8:30 — it used to be in the Solarium at Community Hospital but this
month will be at the Goodwill across from the Sheriff's Dept.
There will be another Free "Dance Day" at the Garcia Center by the State
Street Ballet Company from Santa Barbara on Saturday between 4:00 p.m. and
8:00 p.m. This will have free workshops in many different dance forms and also
food
Generation Now is doing a voter registration campaign for civic
engagement in conjunction with some other organizations.
CSUSB is working on developing their musicology program to include a
T. V. studio; since it will take them 3-5 years to build something on their campus
they are looking for possibilities in downtown San Bernardino.
The City offices that were at 600 N. Arrowhead are having to be moved
again due to problems with the building. The elevators and air-conditioning have
not been working. They will now be housed at 201 N. E. St.

GUEST SPEAKERS:
The St. John's Angels children's Baile Folklorico group and their directors,
Ivan Resendez and Gary Ferrer were present and introduced each of their
members to the Commission and thanked them for their support (through the
Grant they have received). They also provided schedules and invited the
commissioners to come to see their classes/performances and also to come b
their first fundraiser on this Friday, July 14 at St. John's Episcopal Church, 14t
and Arrowhead from 5:00 p.m. to 9:00 p.m.
OLD BUSINESS:
1. Rosa Parks Sculpture — Commissioner Taylor is absent but previously
emailed details about funding from State Assembly -member Eloise
Gomez Reyes.
2. Decision of the Council re the Grants —
a. The contracts are currently being routed.
b. The commissioners are unclear as to why there are any more
delays since they felt that the motion made by Councilmember
Shorett was designed to circumvent the red -tape and pay the
grantees through the general fund so they would not have to
wait while the City Attorney's Office issued their opinion.
A motion was made by Commissioner Babcock to obtain the exact
wording of Councilmember/ Mayor Pro -tem Fred Shorett's motion
regarding the funding of the Grants and to seek clarification as to why
the grantees are still being required to wait and what can be done to
expedite the procedure and get them their funding forthwith. The
motion was seconded by Commissioner Seeger. The motion carried.
NEW BUSINESS
1. San Bernardino Valley College Play possibility:
Commissioner Botello motioned that Chairperson Garcia andlor
Vice -Chairperson Babcock should reach out to the group through
Rebecca Ward, and encourage them that such a great effort deserves
to be seen again and reassure them that the Fine Arts Commission will
help raise awareness of it should they choose to run it again at their
venue. The motion was seconded by Commissioner Segura. The
motion carried.
2. Cal -State Posters — information
a. Eighteen of the twenty-three posters were on display at the
Andreson Building when Headquarters lost their space.

Chairperson Garcia is trying to get them back from Malia
Finney.
b. The remaining five are in the Community Development Office
3. Election of Chair and Vice -Chair
a. Chairperson: Michael Segura made a motion to nominate Gi)
Botello as Chairperson, the motion was seconded by Barbara
Babcock, and there were no other nominations. The motion
carried
b. Vice -Chairperson: Joyce Seeger made a motion to nominate
Barbara Babcock to continue as Vice -Chairperson. The motion
was seconded by Gil Botello. The motion carried
PUBLIC COMMENTS
Kimberley Zuniga thanked the Commission for allowing her to attend again.
ADJOURNMENT
The meeting was adjourned by Chairperson Dorothy Garcia at 5:10 p.m.
The next meeting for the Fine Arts Commission will be 8-09-2017 at 4:00 p.m. in
the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2"d. Floor
