MINUTES FOR TUESDAY, 06-13-2017
In Attendance: City Clerk Gigi Hanna, though she had to leave at 4:38 p.m. to
attend a City Council Meeting.
Commissioners: Chairperson Dorothy Garcia, Gil Botello, Sandra Ibarra, Joyce
Seeger, Bronica Taylor, Donna Howard, Michael Segura, Vice -Chair Barbara
Babcock
Absent: Deborah Bunger
Guests: Rebecca Ward, Aron Saenz, Melinda Fogle, Kimberley Zuniga, City
Manager Mark Scott
Meeting called to order by Chairperson Garcia at 4:00 p.m. on Tuesday, 06-13-
2017 in the Personnel Commission Hearing Room, 215 N. D Street, Suite 200,
2nd Floor
COMMISSIONER/STAFF ANNOUNCEMENTS
SBVC Opera will have a performance the Mozart Opera, "La Clamenza di
Tito" the 23rd and 24th at 7 p.m.
Spirits and Arts will be last Friday of the month at the Garcia Center from 6:00
P.M. to 9:00 P.M.
This coming Saturday, at the Garcia Center Luis Fuerte will be speaking and
signing his book.
July 14th all day the State Street Ballet will be repeating the "Dance Day" at the
Garcia Center.
City Clerk Gigi Hanna thanked everyone who came to the Council Meeting last
week and helped get the word out to those who support the Arts to come as well.
GUEST SPEAKERS
1. Rebecca Ward, Aron Saenz and Melinda Fogle spoke about their play, "A
New Day," which focuses on experiences described by people interviewed
at San Bernardino Valley College. The play was written by the Students
who then performed it.
2. Mark Scott, City Manager for the City of San Bernardino arrived at 4:41
p.m. and reassured the commissioners that no one is trying to end the

Fine Arts Commission. He also said that if it turns out that in future the
Grants cannot be funded by the Impact fees then the City would find
alternate funding. The Fine Arts Commission is discouraged from writing
their own grants as the City will be hiring a grant writer.
OLD BUSINESS
1. Art Night Financial Report:
Commissioner Barbara Babcock motioned that the one page
document be received and filed. The motion was seconded by
Commissioner Gil Botello. The motion passed.
2. Rosa Parks Statue:
a. There is a strong possibility of considerable funding from Eloise
Reyes; news of the approval should be coming directly.
b. The target date for the installation is February 2018 to coincide with
Black History Month.
c. It is unknown if City Clerk Hanna had the opportunity to follow up
with Pete Aguilar. Commissioner Taylor will contact her directly to
ask.
3. Evaluation Timeline for the 2016/2017 grants:
a. Letters (and a copy of the final evaluation form) were sent to those
organizations that have not yet turned in their final reports. A
deadline has been set for the end of July.
b. The evaluation asks the organizations to describe what their
barriers were as well as what would have made their
project/program more successful.
c. Should there be a restriction on applying for future grants from the
Fine Arts Commission if the Final Report is not returned?
Commissioner Joyce Seeger motioned that those organizations
who do not return their final report by the due date be disallowed
from applying again for the following year. The motion was
seconded by Commissioner Bronica Taylor. The motion passed.
NEW BUSINESS
1. Report on Council approval of grant funding — The grants will be
funded; either with impact fees or from the General fund. If it turns out
that the impact fees cannot be used then other funding will be found
according to the City Manager.
2. Budget Situation — still waiting for decisions on impact fund.

PUBLIC COMMENTS
Kimberley Zuniga thanked the Fine Arts Commission for allowing her to
attend; it was very informative. She hopes to come back.
ADJOURNMENT
The meeting was adjourned by Chairperson Dorothy Garcia at 5:25 p.m.
The next meeting for the Fine Arts Commission will be 7-11-2017 at 4:00 p.m. in
the Personnel Commission Hearing Room, 215 N. D Street, Suite 200, 2"d. Floor
