HomeMy WebLinkAbout2017-1721 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 RESOLUTION NO. 2017-172 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE A FOOD SERVICE AGREEMENT WITH THE CENTER FOR EDUATIONAL LEADERSHIP --INLAND CHILD AND ADULT NUTRITION PROGRAM FOR THE DELIVERY OF FRESH MEALS TO SELECT CITY COMMUNITY CENTERS FOR THE AFTER-SCHOOL SUPPER MEAL PROGRAM FOR FY 2017-2018 (YEAR ONE OF THREE) BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN BERNARDINO AS FOLLOWS: SECTION 1. The City Manager is hereby authorized and directed to execute a Food Service Agreement with the Center for Educational Leadership --Inland Child and Adult Nutrition Program, a copy of which is attached hereto and incorporated herein by reference as though set forth at length and marked as Exhibit "A." SECTION 2. Indian Hill Blvd. #257 Claremont, CA 91711 AGREEMENT FOR AFTER-SCHOOL SUPPER MEAL PROGRAM (CHILD AND ADULT CARE FOOD PROGRAM CACFP) SERVICES BY THE CENTER FOR EDUCATIONAL LEADERSHIP DBA INLAND CHILD AND ADULT NUTRITION (ICAN) AND CITY OF SAN BERNARDINO PARKS AND RECREATION This agreement is made and entered into on the 6th day of Sem, 2017 between the CITY OF SAN BERNARADINO, hereafter referred to as SB with a principal place of business at 201 North E Street, First Floor South San Bernardino, CA 92401, and the CENTER FOR EDUCATIONAL LEADERSHIP hereafter known as SPONSOR with a principal place of business at 310 N. Indian Hill Blvd. Ste 257, Claremont, CA 91711. The period of the agreement shall be from _ , 2017 and continuing through , 2020. OPERATIONAL PROVISIONS 1. Meal Service: SAN BERNARDINO Offer the same meals to all children in attendance at approved sites with no physical segregation or other discrimination because of race, color, national origin, gender, religion, age, or disability. These meals will be served to all children at no separate charge in all non -pricing programs; A. Provide a clean and sanitary food service and meal area for meal services, food delivery and consumption; B. Assist with clean-up and sanitization of meal service area upon completion of meal services delivery; C. Account for meals or food products not consumed during and/or after meal service and deliver. Plan and prepare food in amounts sufficient to meet the minimum requirements set forth in the Meal Patterns for Infants and Older Children or Adults, as prescribed by 7 CFR Part 226.20 (see Schedule B; and the USDA Food Buying Guide) at each meal service for each participant; B. Ensure that the preparation, serving, and storage of foods are carried out in a manner that conforms to applicable state and local sanitation laws and regulations. 2. Monitoring and Training: Provide adequate supervisory and operational personnel for the effective management and monitoring of the program at all sites under the Agency's jurisdiction as stated in the Management Plan. At a minimum, the Agency shall: Center for Educational Leadership (dba Inland Child and Adult Nutrition (ICAN)) A. Conduct pre -approval visits to each new site to discuss the Child and Adult Care Food Program benefits and regulations; B. Employ the equivalent of one full-time staff person for each 25 to 150 sponsored sites. (Sponsors with less than 25 centers are exempt from this requirement); C. Monitor each site at least three times per year, with the first visit to occur within the four weeks of operation at all new sites and no more than six months to elapse between visits. D. Ensure that at least two of the three required annual visits are unannounced and at least one of the unannounced visits is during a meal service; and E. Assess each site's compliance with program requirements, including the reconciliation of meal counts over a five-day period. F. Train site staff in program duties and responsibilities prior to beginning program operation, with additional training sessions to be held at least once annually. 3. Record Keeping Establish procedures to collect, maintain, and update all necessary program records as required. Records shall include: SAN BERNARDINO A. Maintain daily records indicating the number of children in attendance and the number of lunch meals served to eligible children. Center for Educational Leadership (dba Inland Child and Adult Nutrition (ICAN)) A. Information on training sessions provided to the sites including dates and locations, as well as topics presented and names of participants; B. A record of site monitoring, showing dates and locations of the sites, notations of any problems, and the corrective action prescribed and implemented; C. A copy of the annual media release. D. Copies of Menus and any other food service record required by the California Department of Education are made available to all approved sites.
