OF SAN BERNARDINO AUTHORIZING THE EXECUTION OF AN AGREEMENT
3 BETWEEN SAID CITY AND TEDA KATHLEEN GEIS CONCERNING CONSULTING
! SERVICES FOR A DRUG AND NARCOTIC ABUSE PROGRAM OF THE COM4UNITY
4 RELATIONS DIVISION OF THE SAN BERNARDINO POLICE DEPARTMENT KNOWN
AS PAROLEES AND LATA ENFORCEMENT ASSIST STUDENTS EDUCATION PROJECT

61 BE IT RESOLVED BY THE MAYOR AND CODUf1ON COUNCIL OF THE CITY
OF SAN BERNARDINO AS FOLLOWS:
7ISECTION 1. The Mayor of the City of San Bernardino is

hereby authorized and directed to execute on behalf of said City
9
an agreement between said City and Teda Cathleen Geis concerning
10
consulting services for a drug and narcotic abuse urogram of

I the Community Relations Division of the San Bernardino Police
12 �
Department known as Parolees and Law Enforcement Assist Students
13 '
Education Project (P.L.E.A.S.E. ) , a copy of which is attached
14 ,
hereto, marked Exhibit "I " and referred to and made a part hereof
15 '
as fully as though set forth at length.

A G R E E M E N T
2 � (consulting services- drug and narcotic abuse program)
3 THIS AGREEMENT made and entered into at San Bernardino,
4 California, this day of 1970 , by and
5 � between the City of San Bernardino, hereinafter referred to as
61 "City" , and Teda Kathleen Geis, hereinafter referred to as
7i "Consultant" .
RECITALS-
91 City desires to implement a drug and narcotic abuse program
10 � known as Parolees and Law Enforcement Assist Students Education
11 Project (P.L.E.A.S.E. ) in cooperation with the San Bernardino
12 City Unified School District.
131 Consultant is a former narcotic user whose knowledge and
141 familiarity with drugs and narcotics qualifies her to provide
151 the necessary consulting services for the program upon the terms
161 hereinafter stated.
17i The parties hereto agree as followst
181 1. Duties of Consultant. Consultant shall:
19 a. Provide services to implement the drug and narcotic
20 ab-ase -grogram of the Community Relations Division of the San Ber-
21 � nardino Police Department of City known as the Parolees and Law
22 Enforcement Assist Students Education Project (P.L.E.A.S .E. ) in
23 � conjui,.ction and cooperation with the San Bernardino City Unified
241 School District which will provide the necessary school facilities
25 � and curricula for classroom instruction related to said program.
26 ' A copy of the proposed curricula prepared by V. V. Knisley,
271 Assistant Superintendent of said school district, which is subject
28 to modification, is attached hereto and marked Exhibit "A" and
291 incorporated herein by reference.
30i b. Continue to rehabilitate herself as a narcotic
parolee in the manner required by law and the requisite govern-
321 mental authorities.
1 c. Meet and counsel with drug and narcotic users and
2i addicts and potential users and addicts as shall be in keeping
3 with or as provided in the guidelines of P.L.F.A.S.E. or said
4 program and as requested by the Community Relations Division.
5 d. Provide information to assist teachers in said
6 school district to identify and deal with students who are drug
7 and narcotic users and addicts or potential users and addicts.
81 e. Speak and present programs before civic and com-
9 munity organizations and other groups pursuant to assignments
10 from the Community Relations Division of the San Bernardino
11 � Police Department.
121 f. Submit progress reports outlining and detailing
13 � his progress and accomplishments relating to said program in the
141 form and manner and at the time indicated by the Community
151 Relations Division to the Chief of Police of the San Bernardino
161i Police Department with copies to the City Administrator and the
17 Community Relations Division of said department.
18 g. Do and perform other and related acts connected
19 with and reasonably required to accomplish the objectives of
20 said program.
21 h. Immediately terminate, modify or institute any
22 part of the program or services at the request of City or its
23 authorized officers or agents.
241 2. Payment by City.
25 a. City shall pay to Consultant the total sum of
26 one thousand three hundred thirty-one dollars and ninety cents
271 ($1, 331. 90) for her services performed during the term of this
28agreement payable at the rate of one hundred eighty-four dollars
291 and sixty--two cents ($184. 62) with necessary adjustments every
301 other week commencing on April 27, 1970 until the total sum of
311
$1,331. 90 is -:-,aid.

b. Fees payable by City shall be billed by Consultant

ill to City at the end of each two (2) week period on the City's
2 claim form. and. City will make payment within the, normal course
3 of its payment procedures after receipt of the bill.
4 3. Term.
51 This agreement shall be effective on the 23rd day of
6I March, 1370, and shall continue in effect to and including
71 June 30, 1970.
8This agreement and the period prior to its execution
9 are ratified.
10 4. Unilateral Termination.
11 11 This agreement may be terminated by either party by
121 giving ten (10) days ' written notice to the other, and this
13 , agreement shall terminate forthwith ten (10) days following the
141 date said written notice is given.
15 ! This agreement may be immediately terminated by City
16 � or the Chief of Police of City without written notice to
17 Consultant when in the opinion of the Chief of Police after
18 investigation he determines that the Consultant has violated
19 ' any term or condition hereof.
20 � 5. Indemnity.
21 Holden-Harmless Agreement. Consultant hereby agrees to,
22 and shall, hold City, its elective and appointive boards , commis-
23 sions , officers , agents and employees, harmless from any liability
241 for damage or claims for damage for personal injury, including
25 death, as well as from claims for property damage which way arise
261 from Consultant' s or Consultant' s contractors ' , subcontractors ' ,
271 agents' or employees ' operations under this agreement, whether
281 such operations be by Consultant or by any of Consultant' s
29 � contractors , subcontractors or by any one or more persons directly
30or indirectly employed by, or acting as agent for Consultant or
31any of Consultant' s contractors , subcontractors , agents or
-52 employees. Consultant agrees to, and shall, defend City and its

1 elective and appointive boards , commissions, officers , agents
2 and employees from any suits or actions at law or in equity for
3 damages caused, or alleged to have been caused, by reason of any
4 of the aforesaid? operations.

6. 7rreendment.
6 This agreement may be amended or modified only by
7 written agreements signed by both parities and failure on the part
$ of either party to enforce any provision of this agreement shall
9 not he construed as a waiver of the right to compel enforcement
10 of such provision or provisions , nor act to release any surety
from its obligations under this agreement,
12 7. Assignment.
13 � This agreement shall not be assigned by Consultant
14 � without the written consent of City.

16 All notices herein required shall be in writing, and

17 delivered in person. or sent by registered mail, postage prepaid.

29 i 9. Relationship of Parties.
30 It is understood that the contractual relationship of
