Speaker slips must be turned in to the City Clerk by 4:30 pm the day of the meeting. o You may email your request to speak to publiccomments@sbcity.org if you cannot turn it in in person prior to 4:30 pm. Each request will cover one speaker. Those who wish to speak must submit their own request to be called on by the Mayor. o Public comments for agenda items that are not public hearings will be limited to three minutes. o There is a 6-minute-per-person time limit for all comments, excluding public hearings. o All who wish to speak, including Council members and staff, need to be recognized by the Mayor or Mayor Pro Tempore before speaking. o Please contact the City Clerk’s Office (384-5002) two working days prior to the meeting for any requests for reasonable accommodation to include interpreters. o All documents for public review are on file with the City Clerk’s Office or may be accessed online by going to www.sbcity.org. o Please turn off or mute your cell phone while the meeting is in session. Public comment on Consent Calendar items is limited to three minutes total per person. There is no limit on the items that can be discussed within that time. 6. Waive Full Reading of Resolutions and Ordinances Recommendation: Waive full reading of resolutions and ordinances on the agenda dated June 21, 2017. 7. City Council Approval of Minutes Recommendation: Approve the minutes of the Mayor and City Council meeting of May 1, 2017, May 8, 2017, June 7, 2017, and June 13, 2017. 8. City Council Approval of Commercial and Payroll Checks Recommendation: Approve the commercial and payroll checks for May 2017. 9. Approval of Master Services Agreement between City of San Bernardino and San Bernardino Municipal Water Department for Fiscal Year 2016/17 - Transfer of $3,266,000 Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California, approving the Master Services Agreement (“MSA”) with the San Bernardino Municipal Water Department (“Water Department”) in the amount of $3,266,000. 10. License Agreement with Lockheed Martin Corporation for an Encroachment for the Installation of Three Groundwater Monitoring Wells Recommendation: Adopt the Resolution of the Mayor and City Council of the City of San Bernardino, California, authorizing and Directing Execution of a License Agreement with Lockheed Martin Corporation for an Encroachment at 1188 Scenic Drive, 1364 Camino Real, and 463 MacKay Drive within the City, for the Installation of Three Groundwater Monitoring Wells. Second Amendment to the Professional Services Agreement between the City of San Bernardino and Annie Clark Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California, approving the Second Amendment to the Professional Services Agreement between the City of San Bernardino and Annie Clark. 13. Public Safety Camera Supplemental System Enhancements Recommendation: Approve the purchase of this combined group of supplemental expansion projects for our original 2017 Public Safety Camera System expansion project from CelPlan Technologies, of Reston, Virginia. 14. Memorandum of Understanding (MOU) Between the City of San Bernardino and Employees in the Middle Management Bargaining Unit Represented by Teamsters Local 1932 Recommendation: Resolution of the Mayor and City Council of the City of San Bernardino, California Approving a Memorandum of Understanding (MOU) Between the City of San Bernardino and Employees in the Middle Management Bargaining Unit Represented by Teamsters Local 1932. 15. City of San Bernardino Full-time Non-Safety Classification Salary Schedule for Fiscal Year 2017-2018 Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California, repealing resolution No. 6413 and establishing a salary schedule for Full-time Non-Safety classifications of the City of San Bernardino for FY 2017-2018. First Amendment to the Professional Services Agreement between the City of San Bernardino and Dan Webster Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California, approving the First Amendment to the Professional Services Agreement between the City of San Bernardino and Dan Webster. 17. Regulatory Fee Associated with the Sale of Fireworks Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California, setting the 2017 Regulatory Fee for the Sale of Fireworks in the City of San Bernardino. 18. Authorization to Renew Annual Software and Hardware Maintenance Agreements for FY2017-2018 Recommendation: Authorize the City Manager or his designee to execute service agreements for annual software and or hardware support for the Fiscal Year 2017-2018 with Accela Corporation, CelPlan, Earth Science Research Institute (ESRI), and Tyler Systems. 19. Purchase of Mobile Data Computer (MDC) Equipment Recommendation: Adopt a resolution of the Mayor and City Council of the City of San Bernardino, California, authorizing the award of a purchase order for the purchase of mobile data computer (MDC) equipment from DuraTech USA, Inc. in an amount not to exceed $161,000. 20. HOME Investment Partnerships Program Loan Agreement Recommendation: Resolution of the Mayor and City Council of the City of San Bernardino, California, Authorize the execution of HOME Investment Partnerships Program (HOME) Loan Agreement with Neighborhood Partnership Housing Services (NPHS) to Implement the Modular Housing Component the Infill Housing Program. Business Registration Liens Recommendation: Conduct a public hearing; direct the City Clerk to administratively remove any properties from the Business Registration Liens List (Exhibit A) which have been paid prior to the hearing; and adopt a Resolution of the Mayor and City Council of the City of San Bernardino, California. Approval of the Proposed 2017/18 Operating Budget, Capital Improvement Program and Appropriations Limit Calculation Recommendation: Adopt a Resolution of the Mayor and City Council of the City of San Bernardino, approving and adopting the City of San Bernardino’s Operating Budget and Capital Improvement Plan (CIP) for fiscal year 2017- 18 and establishing the city’s Appropriations Limit as required by Article XIII of the California State Constitution. 23. I declare under the penalty of perjury that the foregoing is true and correct. City Clerk NOTICE: Any member of the public may address this meeting of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency on any item appearing on the agenda by approaching the microphone in the Council Chamber when the item about which the member desires to speak is called and by asking to be recognized. Any member of the public desiring to speak to the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency concerning any matter not on the agenda but which is within the subject matter jurisdiction of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency may address the body at the end of the meeting, during the period reserved for public comments. Said total period for public comments shall not exceed 60 minutes, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. A three minute limitation shall apply to each member of the public, unless such time limit is extended by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. No member of the public shall be permitted to “share” his/her three minutes with any other member of the public. Speakers who wish to present documents to the governing body may hand the documents to the City Clerk at the time the request to speak is made. The Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency may refer any item raised by the public to staff, or to any commission, board, bureau, or committee for appropriate action or have the item placed on the next agenda of the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency. However, no other action shall be taken nor discussion held by the Mayor and City Council and the Mayor and City Council Acting as the Successor Agency to the Redevelopment Agency on any item which does not appear on the agenda unless the action is otherwise authorized in accordance with the provisions of subdivision (b) of Section 54954.2 of the Government Code. Public comments will not be received on any item on the agenda when a public hearing has been conducted and closed.
