RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAI
BERNARDINO, CALIFORNIA, ESTABLISHING AND APPROVING TH
CLASSIFICATION AND JOB DESCRIPTION OF THE DEPUTY DIRECTOR O
PUBLIC WORKS/CITY ENGINEER (U) POSITION
BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY O
SAN BERNARDINO AS FOLLOWS:
SECTION 1: The classification of Deputy Director of Public Works/City Engineer (U);
Range 4625, $10,025.00- $12,185.00 per month, is hereby established and the job description for
said position, attached hereto and incorporated herein as Exhibit "A," is hereby approved; and
SECTION 2: The Director of Human Resources is authorized to update Resolution Nos.
97-244 and 2011-218 to reflect these actions; and
SECTION 3: The Director of Finance is authorized to amend the FY 2016/17 budget tc
reflect these actions. Funding for the position is included in the FY 2016-17 Adopted Budget.

DEPUTY DIRECTOR OF PUBLIC WORKS/CITY ENGINEER (U)
JOB SUMMARY
Under general direction of the Director, assist in managing, supervising and coordinating the
activities and operations of the Public Works Department. Perform statutory duties of City
Engineer as defined under the California Government Code and Subdivision Map Act, provide
professional and technical staff assistance; and perform related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Deputy Director of Public Works/City Engineer provides executive level support to the
Director of Public Works. The incumbent exercises significant authority and independence in
implementing a broad range of professional engineering and public works services and
programs in coordination with other City executives and managers. Assignments are broad in
scope and allow for a high degree of administrative discretion in their execution.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1. Assists, Plans, organizes, controls, manages and evaluates the work of the Public
Works Division; with subordinate supervisors and managers, establishes operational
plans and initiatives to meet division goals; implements division plans, processes,
systems, procedures and policies required to achieve division performance objectives;
coordinates and integrates all the Public Works Division functions to achieve optimal
efficiency and effectiveness; participates in developing and monitoring performance
against the annual division operating budget and the City's Capital Improvement Project
(CIP) budget.
2. Participates with other City executives and managers in establishing strategic plans for
the Public Works Department; sets overall management and policy goals and objectives
for the division; coordinates division program and policy issues with managers of other
departments and/or on a Citywide basis.
3. Provides day-to-day leadership and works with subordinate managers to develop and
maintain a high-performance, customer service-oriented work environment that supports
achieving the City's Public Works Department objectives and service expectations;
provides leadership that promotes a positive employee relations environment.
4. Participates in the development and implementation of the department's strategic and
annual business plans and the City's CIP; leads and directs division staff in the
development and application of new processes and technologies to achieve higher
efficiency, productivity and customer service in division work processes.

5. Organizes, directs, manages and integrates the delivery of all capital improvement
projects in the City; organizes and directs all land development project review/plan check
engineering and the approval/issuance of engineering permits for private construction.
6. Organizes, directs and coordinates work with other divisions/departments on
construction inspection for both public and private projects.
7. As the City Engineer, serves as the technical advisor to the Mayor, City Council, City
Manager and department heads on public works engineering and construction issues;
assembles necessary resources to solve a broad range of programmatic and service
delivery problems in the promulgation of engineering, construction and other services;
participates in the preparation of new City ordinances and the revision of existing
ordinances.
8. Manages the capital projects construction of City infrastructure such as street
improvements, wastewater/stormwater collection system construction, traffic control
installation, parks/landscaping construction and City buildings in conformance with
sound accepted engineering standards and practices.
9. Performs civil engineering reviews and approves all tract and commercial development,
including criteria for flood control; reviews plans relative to area development and public
usage such as streets and storm drains.
10. Supervises and directs staff as contract administrator for architecture, engineering and
capital construction projects.
11. Monitors professional and emerging technology developments in areas of responsibility
and evaluates applicability to City processes; analyzes proposed state and federal law,
regulations, legislation and court decisions for their impact on City engineering and
construction practices; directs or conducts research and analysis of the City's needs and
requirements in assigned areas of responsibility; recommends appropriate actions and
implements programs.
12. Represents the City with other local, regional and state agencies/organizations on
engineering, construction and transportation issues.
13. Routinely adheres to and maintains a positive attitude towards City and department
goals and perform related work as required.
GENERAL QUALIFICATIONS
Knowledge of.
1. Principles, practices of office management, administration, supervision and training.
2. Principles, practices of public administration, including budgeting, purchasing, contract
administration and maintenance of public records.
3. State of California engineering principles and practices as applied to the design and
construction of public works facilities and technical inspection services.
4. Methods, materials and techniques employed in public works construction.
5. Right of way acquisition for public works projects.
6. Practices for administrative oversight of municipal engineering functions such as
infrastructure design/construction, traffic planning/management, land development
quality control and assessment district formulation.
7. Principles, practices and techniques of Computer -Aided Design & Drafting (CADD),
automated mapping, infrastructure management and geographic information systems.
8. Federal, state and local laws, regulations and court decisions applicable to assigned
areas of responsibility.
9. Research methods and statistical techniques and applications.
10. Principles, practices of sound business communication.
11. City human resources policies and procedures and labor contract provisions.

12. Applicable laws and regulatory codes related to development and construction of public
works.
13. Recent developments, current literature, and sources of information regarding civil
engineering.
Ability to:
1. Plan, organize, direct, control, coordinate and integrate the work of a large division
providing civil engineering design/construction, traffic engineering, land development,
capital projects, special districts and real estate services.
2. Define complex management, fiscal, budget and strategic planning issues, perform
difficult analyses and research, evaluate alternatives and develop effective, progressive
conclusions and recommendations.
3. Understand, interpret, explain and apply federal, state and local policy, law, regulations
and court decisions applicable to areas of responsibility.
4. Present proposals and recommendations clearly, logically and persuasively in public
meetings.
5. Represent the City effectively in negotiations and other dealings on a variety of difficult,
complex, sensitive and confidential issues.
6. Prepare clear, concise and comprehensive correspondence, reports, studies and other
written materials.
7. Exercise sound, expert independent judgment within general policy guidelines.
8. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.
9. Establish and maintain effective working relationships with elected officials, City
management, other governmental agencies, consultants, vendors, contractors,
employees, the public and others encountered in the course of work.
10. Seal engineering plans and documents.
MINIMUM QUALIFICATIONS
Education, Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation
from a four-year college or university with a major in civil engineering or a closely related
field; and at least five years of progressively responsible civil engineering and public works
experience, at least two of which were in a management capacity; or an equivalent
combination of training and experience.
Accreditation shall be by a national or regional accreditation body that is recognized by the
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.
Current, valid registration as a Professional Civil Engineer with the State of California
licensing board.
