WA WHEREAS, the State of California, Department of Housing and Community Development I 1, ("Department") has issued a Notice of Funding Availability dated November 16, 2016 ("NOFA"), i� I under its Housing -Related Parks ("HRP") Program; an� WHEREAS, the City of San Bernardino ("City") desires to apply for a HRP Program grant I and submit the 2015 Designated Program Year Application Package released by the Department I for the HRP Program; ant. I WHEREAS, the Department is authorized to approve funding allocations for the HRP ' I Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application I Package, and Standard Agreement- and pq IL''M ky to partner with the City of San Bernardino on its application for grant funding through the HRP WHEREAS, funding from the HRP Program will allow National CORE and City of San Bernardino to revitalize a high -need, park deprived area within central San Bernardino by establishing a network of recreational facilities, including: parks, trails, a community center and joint -use facilities to be utilized by neighborhood residents including residents of the redeveloped Waterman Gardens public housing facility and students at E. Neal Roberts Elementary and Sierra High School ("Waterman Gardens Proiect"),- and .Y Z , WHEREAS, revitalization of blighted areas is critical to the Mayor and City Council's objectives of creating an economically viable and safe community-, and n 4 5 6 7 8 9 10 11 12 13 14, 15 16 17 18 19 20 21 22 23 24 25 26 27 28 WHERE -AS, the grant application will not require It match of I funding and will be 1 developed through a partnership with National CORE and the City of San Bernardino Community I �, Development Department, City Manager's Office and its Housing Division; and WHEREAS, on February 1, 2016, the Mayor and Common Council adopted Resolution � No. 2016-11 authorizing the submittal of the 2015 NOFA grant application on behalf of the City of 7 San Bernardino for the HRP Program, and I WHEREAS, on June 30, 2016, California Department of Housing and Community � Development announced that the City of San Bernardino was awarded a 2015 HRP Program •grant WHEREAS, on November 7, 2016, the Mayor and Common Council adopted Resolution �, No. 2016-221 authorizing the acceptance of $398,200 in rant funds from the California 9 Department of Housing and Community Development from the HRP Program for park 0 improvements at the Waterman Gardens Project; and WHEREAS, National CORE has prepared a 2016 NOFA HRP Program application ' requesting the amount of $305,600 for additional funding for park improvements at the Waterman Section 1. The City is hereby authorized and directed to apply for and submit to the Department the HRP Program Amolication Package released November 2016 for the 2016 Designated Program Year in an amount not to exceed $305,600.00. If the application is approved, the City is hereby authorized and directed to enter into, execute, and deliver a State of California Standard Agreement ("Standard Agreement") in an amount not to exceed $305,600, and any and all other documents required or deemed necessary or appropriate to secure the HRP Program Grant from the Department, and all amendments thereto (collectively, the "HRP Grant Documents"). 0 4 5 6 7 8 9 10 11 12 13 141 15 16 17 18 19 20 21 22 23 24 25 26 27 28 ;�ection 2. The City shall be subject to the terms and conditions as specified in the Standard Agreement. Funds are to be used for allowable capital asset project expenditures to be identified in Exhibit A of the Standard Agreement. The application in full is incorporated as part of the Standard Agreement. Any and all activities funded, information provided, and timelines represented in the � application are enforceable through the Standard Agreement. City hereby agrees to use the funds '� for eligible capital asset(s) in the manner presented in the application as approved by the Ii Department and in accordance with the NOFA and Program Guidelines and Application Package. Section 3. National CORE is authorized to submit the grant application in the amount of .AL JL I $305,600.00 to the California Department of Housing and Community Development for the HRP I Program on behalf of the City of San Bernardincl, Section 4. That upon the acceptance and funding, all funds related to the HRP Program grant shall be used to construct a housing related park at the Arrowhead Grove Project (formerly Section 5. The City Manager is hereby authorized to execute in the name of City the HRP Prol4ram Application Package and the HRP Grant Documents as required by the Department for Section 6. The City Manager is hereby authorized to execute an Agreement between the City of San Bernardino and National CORE for the completion of the Arrowhead Grove Project Section 7.
