SECTION 1: The classification of Housing Division Manager {IJ), Range 4588, $8,336-
$10,132 per month, is hereby established and the job description for said position, attached
hereto and incorporated herein as Exhibit "A," is hereby approved- and
SECTION 2: The Interim Director of Human Resources is authorized to update
Resolution Nos. 97-244 and 2011-218 to reflect these actions; and
SECTION 3: The Director of Finance is authorized to amend the FY 2016/17 budget tc
reflect these actions. Funding for the position is included in the FY 2016-17 Adopted Budget.

DISTINGUISHING CHARACTERISTICS
The Housing Division Manager provides executive level support to the City Manager and
Director of Finance as it relates to the preparation and implementation of the City's
Consolidated Action Plan and functions as the is Administrator. The incumbent
carries out duties and responsibilities with significant, independence within the context of City
policies, codes and standards. Assignments are broad in scope.and allow for a high degree of
administrative discretion.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The duties listed below are intended only as illustrations of the various types of work that may
be performed. The omission of specific statements of duties does not exclude them from the
position if the work is similar, related or a logical assignment to this class.
1 Plan, manage and coordinate the goals, activities, objectives and accomplishments of
the Housing Division within the City Manager's Office consistent with the laws and
regulations of the Department of Housing and Urban Development and the goals of the
Mayor and Council; design and implement Division policies and procedures necessary to
ensure timely delivery of Housing services and related programming; prepare the
Division's annual work plan, including goals, objectives and time frames for the
accomplishment thereof.
2. Manage, supervise and perform routine tasks related to Home, CDBG and related
projects and programs; supervise and motivate staff in the development and
implementation of such projects and programs; monitor progress and make
recommendations for improvements.
3. Manage, supervise and perform routine tasks related to the administration of special
funds, programs and projects, which may include grant seeking and writing, property
acquisition, property disposition and management, relocation, demolition, project and
program development and negotiation, analysis of proposals and recommendation
thereof.
4. Work with citizen community groups as needed, auditors, and/or regulators for the
proper flow of information as requested or as required by various state, City or federal
procedures, policies, regulations or law; determine compliance with various policies,
procedures, regulations or law and make recommendations thereto.

5. Manage, organize and supervise the issuance, review and recommendation of requests
for proposal/qualification for development, consultants or programs; supervise invitation
for bids, inspection of properties, and other related activities; analyze programs of
projects for feasibility and cost effectiveness.
6. Manage, organize and supervise the development and implementation of policies an4
procedures for various grants and loan programs through a variety of funding sources,
develop bench marks and evaluation policies and procedures for the monitoring of such
programs, make recommendations and take corrective action as necessary; ensurit,
proper marketing of such programs.
7. Manage, organize and supery , ise the reporting processes required for state and/or
federal programs; analyze reports, make recommend atio ns and take corrective action as
necessary.
8. Manage the preparation of various federal or state grant and/or entitlement applications.
9. Manage and prepare staff reports, special studies, public information or other related
items; make presentations to Council or other public or non-profit boards as necessary.
10. Routinely adhere to and malintain a positive attitude towards City and department goals
and perform related work as required.
GENERAL QUALIFICATIONS
Knowledge of:
1 - Community Development Block Grant regulations and policies, and other federal and/or
state grant program regulations and policies.
2. Federal and state housing programs and requirements.
3. Principles and practices of office management, administration, supervision and training.
4. Principles and practices of public administration including budgeting, contracting,
purchasing, hearing processes and the maintenance of public records.
5. Research methods and statistical techniques and applications.
5. City human resources policies and procedures and labor contract provisions.
Ability to:
1. Supervise staff in the seeking of program grants and the writing of such grants.
2. Review, monitor and report in accordance with appropriate local, state and feder-
guidelines and laws,
3. Analyze difficult and complex administrative, financial, operational and orga, nizationc,"
objectives and issues, evaluate alternatives and reach sound, logical, fact -base(
conclusions and recommendations.
4. Collect, evaluate and interpret appropriate and applicable data, either in statistical o
narrative form.
5. Coordinate support services and activities with departmental managers and staff, as wel
as other City departments and officials to ensure all City requirements are met.
6. Work with other staff in design, implementation and evaluation of capital projects an(
grant programs.
7. Prepare clear, concise and comprehensive correspondence, reports, studies and othe
written materials.

8. Understand, interpret and respond to internal and external customer needs and
expectations.
9. Present conclusions and recommendations clearly, logically and persuasively to both
internal and external audiences.
10. Ensure safe keeping of all required files, records and documentation.
11. Exercise sound independent,judgement withi
in general policies.
12. Exercise tact and diplomacy in dealing with sensitive and complex issues and situations.
13. Establish and maintain effective working relationships with those encountered in the
course of work.
MINIMUM QUALIFICATIONS
Education, Traininci and Expen'ence:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduatio
from an accredited four-year college or university with a major in public administratio
business administration, finance, economics or a related field; at, least five (5) years
progressively responsible experience in community development and home funds initiative
including responsiby for grant applications and administration of grant awards, at least tw
(2) years of which were in a supervisory capacity; or an equivalent combination of trainin
and experience. A Master's Degree is highly desirable.
Accreditation shall be by a national or regional accreditation body that is recognized by tht
Secretary of the United States Department of Education.
Licenses; Certificates; Special Requirements:
A valid California driver's license and the ability to maintain insurability under the City's
vehicle insurance policy.

supplies weighing up to 25 pounds.
WORK ENVIRONMENT
The work environment characteristics described here are representative of those an employee
encounters while performing the essential functions of this class. Reasonable accommodations

Employees work under typical office conditions, and thenoise level is usually quiet. Employees
may occasionally be required to visit sites where they may be exposed to noise, dust, fumes;
and work in inclement weather including heat, cold and rain.
