FINE ARTS COMMISSION DRAFT MINUTES FOR TUESDAY, MARCH 07, 2017 In Attendance: Commissioners: Chairperson Dorothy Garcia, Gil Botello, Deborah Bunger, Joyce Seeger, Bronica Taylor, Donna Howard, Michael Segura, Barbara Babcock Absent: none Guests: none Meeting called to order by Chairperson Garcia on Tuesday, March 07, 2017 at 4:05 p.m. in the City Clerk's Conference Room, 2nd Floor of City Hall. OLD BUSINESS 1. Discussion regarding Fine Arts Grants proposals. a. There was discussion regarding the continued spending by the Parks and Recreation Department from an account that was to have been for a one year grant from a previous year well beyond the end of that year. b. To avoid possible conflicts of interest or the appearance of such — Chairperson Garcia stated that she will recuse herself from voting on the applications from the San Bernardino Valley Concert Association and the Arts Connection, likewise Commissioner Botello will recuse himself from voting on the application from Operation New Hope. c. As there are considerably more applicants than expected, Chairperson Garcia asked the Commission if there were any applicants that could be ruled out for funding and why. i. There are three organizations who did not meet the criteria and may be disqualified: 1. Hope Through Housing: their Board is not local. 2. We the People Dance Center: No Financial Report was included with the application. 3. Rialto High School ASB: they did not submit a letter from their Principal with their application. ii. The Commission will not be able to fund all of the organizations fully and will need to cut the amount of the awards and decline to fund a number of them. The Commission will go through the entire list and then see if there is enough left to increase amounts to one or more of the organizations or to fund some that were previously cut. Commissioner Taylor made a motion that the recommended funding for Junior University only be cut down from the requested $14,500.00 if necessary to stay within the $200,000.00 cap for all the grants. The motion was seconded by Commissioner Botello. The motion passed. Commissioner Babcock made a motion to recommend funding for the Parks and Recreation Department for $10, 000.00. The motion was seconded by Commissioner Botello. The motion passed. COMMISSIONER /STAFF ANNOUNCEMENTS APPROVAL OF MINUTES A motion was made by Commissioner Bunger to approve the Minutes of the February 14, 2017 Regular meeting. The motion was seconded by Commissioner Babcock. The Motion passed. GUEST SPEAKERS: None OLD BUSINESS Grants Applications: The Commission deliberated over the applications and the dollar amounts that should be recommended for funding for each group applying. A motion was made by Commissioner Howard to not recommend any funding for the San Bernardino Valley College Foundation /Architecture Department. The motion was seconded by Commissioner Botello. The Motion passed. A motion was made by Commissioner Taylor to recommend funding Operation New Hope in the amount of $10,000.00. The motion was seconded by Commissioner Howard. Commissioner Botello abstained. The Motion passed. A motion was made by Commissioner Bunger to recommend funding The San Bernardino Valley Concert Association in the amount of $13,000. The motion was seconded by Commissioner Seeger. Chairperson Garcia reiterated that she would abstain. The Motion passed. The Motion passed. A motion was made by Commissioner Bunger to not recommend any funding for Indian Springs High School. The motion was seconded by Commissioner Howard. The Motion passed. A motion was made by Commissioner Babcock to recommend funding Teen Music Workshop/ Richardson Prep High in the amount of $20,000.00. The motion was seconded by Commissioner Howard. The Motion passed. A motion was made by Commissioner Bunger to not recommend any funding for The Boys and Girls Club of San Bernardino. The motion was seconded by Commissioner Howard. The Motion passed. A motion was made by Commissioner Taylor to recommend funding CSUSB Opera Theatre in the amount of $10,000.00. The motion was seconded by Commissioner Howard. The Motion passed. A motion was made by Commissioner Babcock to recommend funding LJR Intellect Academy of the Arts in the amount of $5,000.00. The motion was seconded by Commissioner Segura. The Motion passed. A motion was made by Commissioner Bunger to recommend funding Sinfonia Mexicana Mariachi Youth Academy in the amount of $10,000.00. The motion was seconded by Commissioner Botello. The Motion passed. A motion was made by Commissioner Segura to stand by the previous decision to recommend funding The City of San Bernardino Parks, Recreation, and Community Services in the amount of $10,000.00. The motion was seconded by Commissioner Taylor. The Motion passed. A motion was made by Commissioner Howard to recommend funding The United Nations of Consciousness in the amount of $10,000.00. The motion was seconded by Commissioner Segura. The Motion passed. A motion was made by Commissioner Segura to recommend funding Junior University in the amount of $10,000.00. A motion was made by Commissioner Taylor to disqualify the applications of the Hope Through Housing Foundation, We The People Cultural Dance Center/WE3 Productions, and Rialto High School for failing to meet the criteria established in the application and /or failing to follow the directions on the application. However, in Account 246 is verified as $1, 173, 000. October 14, 2014 Funding available for 2014 -15 -- $437,000. Recommended amount of funds to be allocated (grants ?) in 2014 -15 is $130,000 October 28, 2014 City Clerk Hanna announced the LRC last month approved updated ordinance for FAC. Will go to Council on 11 -3 -14. $2500 November 18, 2014 Patrick Jewett re: Rosa Parks Statue Proposal. FAC to provide funds to the Black Culture Foundation. To Council on 12- 15 -14. $35,000 Micro - grants to each council - person to be used in their ward. $5000 each = $35,000 allocated.
