Parks Program (HRP Program) for Arrowhead Grove (formerly known as Waterman °;
Gardens).

Recently, HCd announced through a Notice of Funding Availability ( OFA) that
applications are being accepted under the HRP Program HRPPi, The NOFA is for
approximately million from the passage of Proposition 1C, the Housing and N
Emergency Shelter Trust Fuad Act of 26. The HRPP is designed to award grant o
funds to local governments that approve housing for loner-income households and are
in compliance with State of California housing element law.

The HRPP is a non-oornpotitive grant program. Funds awarded are oato lat+ d on a per- �
bedroom basis for each newly constructed or substantially rehabilitated residential unit o
that is affordable to very low-income or low-income households. Eligible units that
received a building permit or certificate of occupancy during the designated program
years of January 1, 2010, to December 31, 2016, qualify for the HRPP. Applicants may �
receive $750 t $2,490 per bedroom for very low-income units or $500 to $2.200 per
bedroom for low-income units, The ranee for each income group is due to bonus a
awards that factor in location, type of park project, and specific area designations. The
maximum allocation is achieved by focusing grant funds on a park project that is located E
in a park-deficient, low-income neighborhood.

Analysis
For the designated program years noted, staff has identified 62 affordable housing units
consisting of 129 bedrooms that will qualify for the HRPP. These units are part of Olive

Meadow at Arrowhead Grove (formerly known as Waterman Gardens Redevelopment
Phase 1), which is currently being constructed by National Community Renaissance,
Considering these affordable housing units, their location, and household income
restrictions, staff anticipates the application will be for approximately $305,600.
The estimated HRPP award amount of $305,600 is based on the affordable units >

provided by Olive Meadow and requires that the funds will be spent on a park project ca
that supports development located within a park-deficient, low-income neighborhood,

If awarded HRPP funding, staff proposes to utilize the funds to support the development
of a public park network and community resource center to meet the needs of residents, 0
students, employees and neighbors in and around Arrowhead Grove, and the E, Neal 0r_
Roberts Elementary and Sierra High School campus. According to the California State
Parks database there are 0.02 acres of parkland per 1,000 residents surrounding Olive .2
Meadow which is well below the City requirement of 5 acres per 1,000 residents CL
required by the General Plan Open Space Element, Additionally, the U.S. Department
of Housing and Urban Development estimates that roughly 75 percent of residents in
the same census tract as Olive Meadow are considered to be low or moderate income

funds would greatly benefit an underserved neighborhood and should be used to plan 0

for parks and open space in the vicinity of Arrowhead Grove, 0-

This second HRPP application will build on the activities proposed in the initial 2015 CL
HRPP application, The 2015 HRPP application — that totaled $398,200 and which the
Council approved receipt of funds November 7, 2016 — included the preparation of a
comprehensive parks, open space and landscape design plan for the Waterman
Gardens redevelopment site and E. Neal Roberts school campus, and allocated funds
for pre-development activities necessary to adapt a former Housing Authority of the

County of San Bernardino maintenance building located at 660 E. Orange Street into a
community resource center that will serve as a neighborhood hub. Modeled after

Magnolia Place Community Initiative (http.//magnoliaplacela.org/) the community
resource center is envisioned to be a multi-purpose facility that hosts a wide variety of
vital services, trainings and classes, youth programs, sports & recreational activities, 0
and other community events. The community resource center would also offer 0
recreational amenities including outdoor sports facilities available to the public. Funds
from the 2016 HRPP grant will be used to physically refurbish the exterior of
maintenance warehouse building located at 660 E Orange Street and begin interior 0
improvements to allow residents to begin utilizing the center. It is expected that the <
HRPP grant funds awarded to the City can be leveraged to raise additional funding from
private organizations and entities to complete any remaining improvements necessary E
to make the center operational,
The HRPP application indicates that grant award announcements %A611 be made no later
than June 30, 2017. Any HRP Program funds awarded would need to be expended
within 24 months of the award.

The City could receive up to $305,600 in grant funds, which will be passed through to
National Core. There is no match required for this grant, but there are minor
administrative costs associated with filing the grant and executing the various
agreements. National Core will be required to execute a separate sub-recipient
agreement with the City if the grant is awarded, 0>
It should be noted, that neither the initial grant award nor the second grant application,
commit the City to maintaining the improvements. The neighborhood community centers
are available to local residents and maintained by National Core. 0

Thank you for submitting the City of San Bernardino`s housing element adopted00
February 11, 2014 which was received for review on February 21, 2014. Pursuant to r-
Government Code (GC) Section 65585(h), the Department is reporting the results of its
review.

The Department is pleased to find the adopted housing element in full compliance with
State housing element law (GC, Article 10.6). The adopted element was found to be

substantially the same as the revised draft element the Department's December 19, 2013 a
review determined met statutory requirements.

The Department commends San Bernardino for creating the Transit District Overlay
(Program 3.1.2). This action, along with the Corridor Improvement Program (3.1.4),
facilitates more compact development to address climate change, energy conservation Q
and air quality objectives, while maximizing existing land resources. The strategy also E
promotes the feasibility for developing housing for lower-income families and workers
while strengthening the local economy.

Please note, the City of San Bernardino now meets specific requirements for several a
State funding programs designed to reward local governments for compliance with
State housing element law. For example, the Housing Related Parks and Local M
Housing Trust Fund Programs both include housing element compliance either as a
threshold or competitive factor in rating and ranking applications. Please see the =

The redevelopment of Waterman Gardens public housing into a mixed use, mixed income i
community now known as Arrowhead Grove, has spurred comprehensive neighborhood
revitalization. A Specific Plan for roughly 870-acres around the Arrowhead Grove T
redevelopment site was recently adopted and planning efforts are underway to promote a
healthy living and better access to parks. Park planning efforts are targeted at Arrowhead Y
Grove taking into account access from the surrounding neighborhoods and connectivity to a
the E. Neal Roberts school site. Figure 1, Conceptual Park Planning Efforts, illustrates the
priority area that will benefit from HRPP funding. Funds will be used to refurbish an existing
maintenance warehouse building located at 660 E Orange Street into a community resource
center to serve as a neighborhood activity hub. Modeled after Magnolia Place Community N
Initiative (http://magnoliaplacela.org/) the community resource center is envisioned to
provide access to recreational amenities and vital services such as job training, resume
building, financial education, childcare, and healthcare initiatives as an example.
This round of funding is expected to build on the funds awarded for 2015 which focused on
the studies and due diligence necessary to assess the scope of work required to upgrade =
and reinforce the maintenance building for a change in occupancy. An large portion of the
proposed 2016 HRPP grant will initially be spent to complete seismic and structural

modifications as needed, with all remaining funding going toward renovations inside the C
structure.
Included as an attachment is a letter of support from National Community Renaissance, the

incorporated City of San Bernardino. The property is currently under construction and was

National CORE in partnership The Clancy Company has been working with the Housing Authority of the Q
County of San Bernardino (HACSB) on the redevelopment of the 38-acre Waterman Gardens complex,
which entails demolition of existing public housing units and constructing over four hundred affordable
and market rate units. The Waterman + Baseline Neighborhood Specific Plan, adopted in December 0-
2016, envisions a transformation of the current site and the surrounding neighborhood. The initiatives n-
included in the overall plan include: x
• Demolition of 252 public housing units, to be replaced with a 400+ homes mixed-use/mixed °-
income community including market rate and affordable family units and community

Olive Meadow at Aroowhead Grove includes 62 new multi-family residential units with a mix of one to three bedrooms in
eight buildings on 6.4 acres. The project also includes 110 parking spots, a one-acre detention basin in the southeastern
corner of the site and a central space for recreational amenities. <

Affordability Documentation

In accepting a preliminary reservation for 9% tax credits from the California Tax Credit y
Allocation Committee (CTCAC), Olive Meadow (also referred to as Waterman Gardens 0
Phase 1). is restricted to households with incomes that do not exceed 60% of the County of
San Bernardino's Area Median Income (AMI). Attached is the executed preliminary co
reservation letter and carryover allocation agreement from CTCAC to be maintained for a
period of 55 years. Note that the rent levels are published each year by HUD.

While the affordability restrictions set by CTCAC are the most restrictive of the funding
sources used at Olive Meadow, there are also two public loans that require affordability
restrictions for a term of 55 years. These loans are from the County of San Bernardino a
Housing Authority, and the City of San Bernardino. Attached are the regulatory agreements
for each of the loans. ca
