The City of San Bernardino Parks, Recreation, and Community Services Departments focus is to
provide quality programs and services to the San Bernardino Residents. Our goal is to work on
increasing the services and programs that we offer and ensuring they are quality program —
especially as the city moves forward and out of the bankruptcy. The Fine Arts Commission Grant
will assist us in offering additional programs through different art categories such as, music,
dance, theater, ceramics, and other forms of visible arts.
The following is our Art Program Proposal:
Type of Art
Program Description
Painting
This art category will offer participants the opportunity to learn various
painting techniques while painting on canvases through the application of
brushes, sponges, and other tools. The art classes will also teach the

VI. Estimated Number Of Persons Expected To Benefit From This Program
A. Number of persons who will pay an admission= 0
B. Number of persons who will receive free admission= All classes will be offered at no charge
to participants. Class sizes will be set to a maximum of 25 participants per class.
C. Number of classes scheduled or performances scheduled for the performing arts or length
of display for the visual arts=
5 Community centers offering 2 classes per week, for a weekly total of 10 classes. Each art
category will cover a 10 -week period. There will be a total of 6 art categories offered;
painting, dance, music, mosaics, theater, and ceramics, for a grand total of 600 classes
during the period of July 1, 2017 through January 30, 2019.

Our intended results are as follow

Dance
This art category will offer a multi - cultural approach. The participants will

learn about Folklorico Dancing, Hip -Hop, and Jazz Dance. All dance
categories will focus on the garb and the traditions of the dances and
their meanings and the significance.
Theater
The Dramatics will focus on the history of plays and performances. They
will learn about the concepts of set designs, wardrobe, screen writing,
and performance's.
Music
This art category will teach the participants about following rhythms,
various types of instruments, and help them to learn how to read music
while following rhythmic patterns. They will explore different sounds that
various cultures and eras have provided people all over the world and in
our country.
Ceramics
This art category will identify the process of working with clay and how to
go about molding the clay to the participants desired shape. Learning
about the process will take them through the shaping, painting, and
heating to finalize the product.
Mosaics
This art category will teach the participants about the history of the art
and how to create an image made from assembling small pieces of
colored glass, stones, or other materials.

X. Future Objectives
The department will attempt to contribute some money from materials and supplies from the
Community Centers Budget. The department will also be working on resurrecting their Non - profit
in an effort to write other grants, take in donations, and raise money through fundraisers to
supplant what the general fund can't. We also will continue to partner with organizations such as
Friends of the Roosevelt Bowl, Friends of CID, and local businesses to help with donations to help
us in providing the materials and supplies needed for the programming that is being proposed.
XI. Brief History /Background Organizations
The City of San Bernardino Parks, Recreation, and Community Services Department's focus is to
provide quality programs and services to the San Bernardino Residents. One of the benefits of
Parks and Recreation is we offer activities to the community that are at a low cost or no cost. Our
department offers various types of programming from youth /adult sports, exercise, socialization
clubs, holiday celebrations, and various types of arts projects, city wide events and special events
and so much more.
For the past few years programming has been difficult for our department due to the bankruptcy.
Due to budget cuts our services and programming were essentially annihilated, leaving our
department few options for programming, leaving us to refocus our efforts from programming to
making sure we could open the doors to recreation centers so that the local community residents
could have a place to go.
In 2015 we applied for a grant with the Fine Arts Commission and were granted money to focus
on providing classes at our community centers that were focused on various forms of art. This
opportunity allowed us to contract with local artists to assist us in providing classes to our
community teaching them about various types of arts like, painting, sketching, ceramics, theater
and more. Through this grant we were able to service over 300 kids in the community providing
them learning opportunities through some of the arts previously named. These kids ranged in
ages from 5 -17. Many of these participants have never had the opportunity to learn how to paint
from an actual art instructor, not only learning about various techniques but also learning how to
express themselves through these arts.
This year we are hoping to be able to be awarded the grant again so that we can continue with
the efforts of providing structured programming at five (5) of our facilities using some of the arts
we were able to provide the community and also expanding into different categories that we
have not ventured into as of yet like, dance, music, and theater. The vision for this year's grant is
to continue to offer diverse programming at the five locations and to continue to help our youth
grow in not just the arts but in their cultural knowledge as well.
The award of the Fine Arts Commission Grant to our Department in 2015 helped our Department
in assisting us be able to provide structured programming— something our department had not
been able to focus on due to the bankruptcy. This opportunity has helped us in preparing our
department as we exit bankruptcy and look at expanding our programs and services, working

towards being a more viable city through the recreation programs and services we can offer our
local residents.
This grant has allowed us the opportunity to build relationships with community leaders and
artists while providing quality programming to our local community. These partnerships have
encouraged our center staff to reignite their creativity to plan programs that will not only be
educational for our participants but also fun and promote self - growth through self- expression
from participation in the programs.
The programs that we plan on offering should we be awarded the grant will take place twice a
week at each center for the duration of an hour. The five locations are; Center for Individual
Development (CID), Delmann Heights, Hernandez Community Center, Lytle Creek Community
Center, and Ruben Campos Community Center. Programs will be offered through either
contracted instructors or by center staff.
