Project Description /Need Statement There is a distinct need for media to share the good and beautiful that exists in San Bernardino. Funding from the grant will financially create the ability for KVCR -TV to profile, produce and broadcast a new TV short series, Expressions of Art, (working title) that profiles 10 art organizations or projects in music, dance, visual arts, theater, literacy arts or film in the San Bernardino region. This project will help to spotlight the many wonderful programs, projects and non - profits working in our community that often go unnoticed. The funds would be used to pay a crew, to shoot on location, write and edit the story using our equipment add music and voice over to tell the story of the art project that is featured. Requests for KVCR to provide coverage of such art events in San Bernardino or nearby cities is constant, but simply put KVCR does not have the funding to pay for staff to cover such stories, events or projects. However, if we had "dedicated funds" for just "The Arts" coverage for at least 10 stories, one per month would be possible. KVCR receives many requests from nonprofits and schools across the Inland Empire that we turn away, because we just don't have the funding needed to pay a crew /staff. KVCR -TV will produce 10, 3- minute Art Stories/ otherwise referred to as Expressions of Art Segments. With the broadcast of the 10 segments, 10 art organizations will reach a much larger audience, as they are spotlighted. The KVCR broadcast signal can be seen throughout the Inland Empire with a population over 4 million, but add our reach into Orange County and Los Angeles County and beyond the populations more than doubles. Add in the KVCR YouTube Channel and our reach to share the stories continues to grow. KVCR FM, our sister radio station 91.9 (NPR for the Inland Empire) would partner with us in this endeavor, thereby adding the radio station's audience. The radio station has a different audience than our TV audience thus sharing the stories with thousands of listeners by utilizing all platforms, TV, Radio, Web, Social media to promote and highlight the Arts in San Bernardino we demonstrate to other cities and communities the arts are alive and thrive in San Bernardino. The reports /segments /profiles /stories may include, but certainly not limited to a middle school choir, a dance organization, the theatre department at CSUSB, a performance or artist at the California or Sturgis theatre, galleries, festivals; exhibits; veterans and the arts; symphonies; developmentally disabled and the arts; the list goes on, and with this funding KVCR would be in a position to cover this array of artists. At the end of each of the ten 3 minute reports there will be a 10- second announcement and graphic with a "suggested script" of "Support for the Fine Arts on KVCR is provided by a grant from the City of San Bernardino Fine Arts Commission who affirms its commitment to visual and performing arts organizations" KVCR will develop, create and maintain a webpage for this project dedicated to all the nonprofits and links to their organization for more details and information. Once all 10 segments /reports are completed for television broadcast, our team will "re- package" all 10 reports and create and produce 2- 30 minute shows featuring all 10 reports. Each 30 minute program will feature 5 segments, at the end of each segment the host will invite the viewers to learn more about the organization by visiting our website with full details. At the end of each of the two shows a 15 second acknowledgement may follow. As a suggested script, "Support for the Fine Arts on KVCR is provided by a grant from the City of San Bernardino Fine Arts Commission who affirms its commitment to visual and performing arts organizations; enhances the cultural and economic well -being of the community, and believes diverse performing and visual arts groups enhance the vitality of the community. Because this project would be grant funded and it's a learning /educational opportunity, KVCR will work to incorporate students and interns giving young and inexperienced the opportunity to learn and grow their experience and ability in the public media industry. Additionally, because of the need we have established for sharing the arts within our community we will provide DVD copies or links to all the segments to a variety of art organizations in the Inland Empire region, not just San Bernardino. This will include San Bernardino Valley College, Crafton Hills College, San Bernardino County Museum and others. VI. Realistic number of persons expected to benefit from this program. Community Members being made aware of the Arts program currently happening in San Bernardino could range from 1,000 to 10,000 for each airing of the program with the expectations to broadcast at least 4 times. a) Number of persons paid by attendance - 0 b) Number of persons admitted by no fee —There is no fee to watch KVCR. c) Number of classes and /or performances scheduled /length of display — With our ability to broadcast the segments /reports we can expose our viewers to 10 examples of the Arts in San Bernardino. d) Total attending classes /performances /displays /exhibits -10 community artist groups of varying size. The 10 produced "stories" can air on KVCR up to 30 times in one year. Those stories /segments that are considered "evergreen" will have a longer life in our archive library. VII. Future Objectives - As part of the KVCR Community Matters initiative, KVCR has envisioned this ART project to highlight some of the visual and performing arts organizations of San Bernardino. KVCR believes the diverse performing and visual arts groups and venues located in the city enhance the vitality of our community. With KVCR producing and broadcasting the 10 Expression of Art segments; the two- thirty minute TV shows of the same title; plus the 10 radio segments all focused on the diversity of arts and organizations of the 10 groups, we will enhance the cultural and economic well - being of San Bernardino. X. Provide a brief history /background of your organization /school project (s). (What you have done before in this category of the arts.) TV History TV KVCR TV signed on in 1962 and was the first educational TV station in Southern California. It is the Inland Empire's only locally owned and operated television station. KVCR -TV is the Inland Empire's principal PBS affiliate, which serves the Inland Empire and significant portions of the Los Angeles TV market. The audience reach (including those with roof -top antennas, cable, and satellite) is 17 million people, located in 5 counties. The Inland Empire has 4 million people. If it were its own separate TV market, it would be the 25th largest TV market in the country. Currently KVCR falls into the LA market which is the second market in the nation. Now that television is digital, KVCR broadcast 4 separate channels, 24.1 through 24.4. The four channels include 24.1 the main PBS channel; 24.2 "FNX, First Nations Experience," programming for and about Native and Indigenous People "; 24.3 "Desert Cities" programing that is target residents of the Coachella Valley; 24.4 "Create a channel dedicated to the How -To programs. The channel features cooking, painting, traveling, gardening, sewing, and crafts 24/7. Radio History 91.9 KVCR is the local National Public Radio (NPR) member station serving the Inland Empire. It is the only locally owned national public radio station. It was founded in 1953, when it began as a typical college station and has evolved over the years into a full service National Public Radio member station. It started on the campus of San Bernardino Valley College, which is how it its call letters were created K Valley College Radio. The station is a non - profit organization, which has served the community for nearly half a century, and will continue to do so by expanding its vision with new technological advances. History of Activities in the Category of Art 1. For over four years KVCR radio has dedicated programming and air time to an arts show, KVCaRts as a monthly one -hour show. In 2016 KVCaRts become a weekly program in the radio schedule. It air twice, Wednesday and Sunday nights. With funds raised for the KVCR Autism Initiative we have focused much of our efforts related to art. 2. Created a fundraiser to feature young artists and selling their artwork. That provided the funding to create a travel art exhibit the following year. 3. We created a traveling art exhibit with 25 pieces of art featured in galleries, libraries, colleges and businesses throughout the Inland Empire for a 2 weeks period at each of the location 9 locations. We hosted a reception at each location. When the exhibit was over, each artist was given their artwork matted and framed, plus an artist kit with art supplies to encourage their art endeavors. 4. We have produced a calendar for the past 3 years with artwork provided by artists with autism, or that have a love of art, showcasing their ability. 5.
