2 RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN
BERNARDINO, CALIFORNIA, ADOPTING THE FIVE-YEAR CAPITAL
3 IMPROVEMENT PROGRAM (2016-2021) AND EXPENDITURE STRATEGY FOR
4 MEASURE 12010-2040 EXPENDITURES
5 BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
SAN BERNARDINO AS FOLLOWS:

SECTION 1. In November 1989, San Bernardino County voters approved passage of
7
Measure I authorizing the San Bernardino County Transportation Authority (SBCTA)to impose
8
9
a half-cent retail transaction and use tax applicable in the incorporated and unincorporated areas
10 of the County to be used for transportation improvement and traffic management programs.
11 This Measure is known as Measure 11990—2010.
12 SECTION 2. In November 2004, San Bernardino County voters extended the one-half
13 of one percent retail transactions and use tax applicable in the incorporated and unincorporated
14 territory of the County of San Bernardino for 30 years, from April 1 2010, to March 31, 2010 —
15 2040. This Measure is known as Measure 12010-2040.
16 SECTION 3. Revenue from the tax can only be used for transportation improvements
17
and traffic management programs authorized in the Expenditure Plans set forth in Ordinance
18
No. 04-1 of the Authority.

SECTION 4. Each local jurisdiction applying for Measure I funds annually adopt and
20
update a Five-Year Capital Improvement Program (MICIP) and an Expenditure Strategy.

22 SECTION 5. The Mayor and City Council of the City of San Bernardino hereby
23 adopts the Five-year Capital Improvement Program (2016-2021) for Measure I Local
24 Expenditures (MICIP) attached hereto and incorporated herein as Exhibit A.
25 SECTION 6. The Mayor and City Council of the City of San Bernardino hereby adopts
the Expenditure Strategy attached hereto and incorporated herein as Exhibit B.

MEASURE I FI VE-YEAR CAPITAL I M PROVEM ENT PROGRAM
EXPENDITURE STRATEGY
2016-2021
The City of San Bernardino will continue to place emphasis on both its regional and
sub-regional arterial roadway system. At least fifty percent of the City's Measure I
allocation will be earmarked for specific capital projects that are geared toward
improving traffic flow and motorist convenience. Failing pavement surfaces will be
rehabilitated and traffic striping modified as needed to accommodate increased traffic
demand; and intersection capacity will be improved with new and modified traffic
signals.
In addition to the above capital projects program, San Bernardino will continue to
allocate up to fifty percent of its annual Measure I funds towards public works
maintenance activities. Maintenance work will continue to include the City's traffic
signal systems, sidewalk and curb repair, and pavement repair and overlay on the local
street system.
