V. Project Description /Need Statement
Symphonie Jeunesse Orchestra (SJO) is a community program designed to provide high caliber string music
education, free of charge, to middle and high school students in the city of San Bernardino. There is such a vital
need for string education in San Bernardino; budget cuts in the public schools have nearly eliminated a once
thriving string program and kids in our economically depressed area cannot afford to study with a private
teacher. That is why it is so important to keep groups like SJO growing and reaching out to the community.
This group of 30 young musicians performs regularly in San Bernardino and throughout Southern California.
SJO is requesting funding to implement an ongoing string workshop series with the following goals:
- Promote string music education and performance in the community of San Bernardino
- Provide education and performance experience for string music students in the San Bernardino City
Unified School District (SBCUSD)
- Provide SJO members educational enrichment through mentoring less experienced students and
workshops sessions with professional musicians
- Develop a recruitment avenue for future membership in SJO
Educational Component - SJO would like to host an educational workshop series serving 30 SJO students and
30 additional string music students in SBCUSD. The proposed workshop will be an all -day Saturday event
consisting of small educational workshop sessions in areas such as sight- reading, music theory, string -music
history, string technique, and peer mentoring. If funded, SJO will hire professional musicians and educators to
facilitate workshop sessions. The workshop will also consist of collaborative rehearsals and a culminating
performance led by SJO's chief artistic director, Michele Tacchia.
Implementation - In partnership with San Bernardino's Garcia Center for the Arts, we would like to use their
facilities, classrooms and performance venue. Dr. Garcia will assist with the coordination of facilities use and
logistics. Michele Tacchia, Founder /Artistic Director of SJO will develop the workshop program, select
repertoire and hire professionals to facilitate workshop sessions. Board president, Naomi Myerchin along with
members of the board of SJO will coordinate the student application process, logistical aspects of the proposed
workshop program as well as assist with advertising.
Community Need - String music education is underrepresented in SBCUSD. While there exists a strong and
vibrant music program in our public schools, the emphasis tends to be on band instruments such as brass,
winds, and percussion. No San Bernardino high schools offers comprehensive string programs or outlets for
serious string music players, which limits students' ability to pursue string music in college or as a career.
Furthermore, there is a lack of string music enrichment programs offered outside of the public school system.
Young people determined to enhance their ability are forced to study privately, but given the demographic and
low socio- economic status of families in San Bernardino, private study is not financially feasible for most
students. This is why SJO has made it our mission, through community /business support and grant funding, to
provide little to no cost opportunities for serious young string players in our community.
The target age group for this project is 11 -16. Students interested in being a workshop participant must attend
a school in SBCUSD, and must have a minimum of 2 years experience studying a string instrument either in
school or in a private setting.
Local Business Partnerships - SJO's nine years of continued success are due in large part to our local
community partnerships. Symphonie Jeunesse was established through a generous $6,000 grant from the
Frank Plash endowment under the auspices of the San Bernardino Valley Concert Association. Since then, the
organization has become financially sustainable through a variety of funding sources. The orchestra has
established partnerships with San Bernardino Valley Concert Association, Rotary, Kiwanis, California State
University San Bernardino, First Presbyterian Church (providing rehearsal rooms and concert venue), First
Congregational Church (providing concert series venue), Sturges, Castaway Restaurant, the San Bernardino
Symphony Association and the city mayor's office, as well as partnerships in the outlying communities of Santa

Barbara and Cambria, CA. These partnerships, and particularly our partnership with CSUSB, will allow us to
implement an ongoing workshop series hosted by the university and funded through community support.

The San Bernardino String Music Youth Workshop Program is intended to impact members of SJO, thirty or
more selected string students from SBCUSD, the parents and families of string students, and community
members wishing to attend the culminating performance. Participation will be measured through the number
of applications received for the program, as well as the number of audience members and tickets sold. SJO will
hold one workshop during the first semester of the 2017 -2018 school year. Future workshop sessions would
be ongoing every semester and may be offered based on funding, in -kind contribution, ticket sales, availability
of facilities, and student /community interest.

X. Future Objectives
SJO plans to continue its current fundraising strategies of soliciting charitable donations, hosting fundraising
events, selling concert tickets, and writing grant proposals. As our audience base continues to grow, we intend
to expand our revenue stream by seeking local business advertisements that can be printed in our programs.
The community of san Bernardino has been extremely supportive and we anticipate continued financial
support from organizations such as First Presbyterian Church, CSUSB, Rotary Club, Kiwanis, First
Congregational Church, Lutheran Church of Our Savior, Judson Baptist Church, and additional anonymous
donations. For example, each year, the Rotary Club has donated between $500 - $1,000 to SJO. For the past
seven years, CSUSB has donated in -kind contributions through the use of the Recital Hall and Music
Department facilities for dress rehearsals and concerts. We generate between $600 -$800 in charitable
donations at each of our four or five annual concerts.
SJO also intends to continue writing grant proposals to ensure the group's long -term sustainability and to
support our mission of offering tuition -free, high quality music education to the youth of San Bernardino. If we
do not receive funding from the Fine Arts Commission, we will still afford to operate as we have up until now,
however our ambitions of implementing a San Bernardino youth string workshop series will not be
possible. We believe that if our project receives funding, it will not only improve string music education in the
community, but will also enable SJO to expand its revenue stream through additional ticket sales, program
advertising, and increased visibility in the community. The project will also open a strong recruitment avenue
for students in SBCUSD that will help us to sustain and grow our organization, resulting in serving more
students in the community.
XI. Brief History /Background of Organization
Inception and Mission — Symphonie Jeunesse Orchestra (SJO) is a youth orchestra for strings, dedicated to
providing high caliber music education to underserved youth in San Bernardino and surrounding
communities.Local educator and cellist, Michele Tacchia, founded SJO through a $6,000 start -up grant from the
Frank Plash endowment. The orchestra was formed to meet the needs of serious middle and high school
students of string instruments for more advanced training and study in orchestral and chamber music
literature. As many students in San Bernardino and the surrounding areas do not have the resources to seek
private study with a professional musician, SJO endeavors to provide tuition free professional training to all
students who demonstrate an eagerness to pursue advanced study in music. It is the goal of SJO to provide arts
education opportunities with rich and vibrant interpretations of serious orchestral works. This will propel
students to meet their future musical challenges with confidence and to perform at a high level of achievement
that belies their young age.

Performance History - -SJO rehearses outside of school for two to four hours weekly. Members regularly
perform at least one or two concerts a month. They have performed many outreach concerts, including those
for hospitals, preschool programs, community service clubs and organizations, university programs,
educational programs for teachers in training, art gallery installations, city galas, the San Bernardino
Symphony Association and Latin Music Festival for County Parks and Recreation. A highlight of SJO's resume
was playing on tour with American Idol Artist, David Archuleta for the Los Angeles portion of his "My Kind Of
Christmas" Tour in December 2011. SJO performed in high profile venues such as the Grove of Anaheim, the
Majestic Theater in Ventura and Club Nokia in Los Angeles.
Each year since 2009, SJO has recorded an audition DVD for admission to participate in the Community Arts
Showcase at Disneyland and California Adventure Resorts. Despite a selection process that is highly
competitive, SJO has been selected to perform at this prestigious theme park on every occasion. Additionally,
the orchestra has completed five west coast tours in the summers of 2011 through 2016, traveling to santa
Barbara and Cambria, CA. They have been invited to return in the summer of 2017.
SJO has "opened" for the San Bernardino Symphony Orchestra on two occasions: January 15, 2012 and April
11, 2015. They have collaborated with Sinfonia Mexicana's Youth Mariachi Program in San Bernardino and in
Upland, CA. Additionally, the group has performed memorial tribute concerts to the memory of prominent
professional musicians in the area, and most recently, two concerts to the memory of victims, families,
survivors, first responders and the community for the attacks of December 2nd, 2015. SJO performed at San
Bernardino City Hall for the tenth annual commemorative of September 11th. They performed collaborative
concerts with the San Bernardino Youth Choir in 2012, 2013 and 2014 as well as collaborative collegiate
chamber orchestra concerts at CSUSB during the same years. Their Music for a Sunday Afternoon Concert
Series and Mother's Day Concert Series have been highly successful and well received by parents and the
community for the last eight years, as well as their annual concerts at the Sturges Theater for the Performing
Arts from 2009 -2016.

Fund Raising and Community Partnerships - -The SJO non - profit organization has become financially
sustainable through a variety of fundraising sources. The symphony generates income through charitable
contributions, fundraisers, ticket sales, grant writing, community organization support and concert fees.

The orchestra has established partnerships with San Bernardino Valley Concert Association, Rotary, Kiwanis,
California State University San Bernardino, First Presbyterian Church, First Congregational Church, Judson
Baptist Church, Lutheran Church of Our Savior, Congregation Emanu El, San Bernardino Symphony Association,
San Bernardino City Mayor's Office, Sturges Theater for the Performing Arts, the Garcia Center for the Arts, as
well as partnerships in the outlying communities of Laguna Woods, Santa Barbara and Cambria, CA. These
groups support SJO both financially and through donation of resources such as providing concert venues,
rehearsal space, transportation, lodging and community engagements. (Letters of community support are
provided in the appendix of this application.)
Ticket sales make up a portion of SJO's revenue. In 2016 -2017, there will be three ticketed events. An average
of $500. in ticket sales per event is generated from each event.
When the group performs for a community group or function, it typically receives a donation of $300-
$500. SJO has hosted food truck events, "Dinner and a Magic Show" as a fundraiser as well as "Breakfast at
Applebee's" as a fundraiser.
Due to the organization's great success in fundraising, students do not pay tuition and all of the students
receive full scholarships. Students only have to pay a $50.00 application /processing fee once per year. SJO is
dedicated to keeping the organization tuition -free as part of its commitment to serving underprivileged youth
and providing high quality music education to students in the San Bernardino region.

To Whom It May Concern:
It has been my pleasure for the past two Seasons to be the President of the Board of Symphonie
Jeunesse, Youth Orchestra for Strings. Additionally, I have been collaterally involved with SJO for
all of its nine -year history as a close personal friend of Michele Tacchia and her family. As a retired
teacher with a Bachelor's Degree in Theater Arts and a Master's in Integrative Studies, I feel I am
qualified to express my admiration and support of this organization from both personal and
professional points of view.
The value of SJO exists on multiple levels. First, it is a music organization in which fundamental
training in orchestral string music takes place. The value of that alone is difficult to measure since
music impacts people in so many different ways. As an expert musician herself, Mrs. Tacchia
brings all of her experience and knowledge to the young people with whom she works, and
provides a library of music, her expertise in playing her own instrument, and her many years as a
teacher to her students.
As an organization, Symphonie Jeunesse is coordinated, well defined, and clear in both its goals
and results. Students come first in SJO; they are helped in a cooperative, supportive environment
that deliberately strives to meet their social and psychological needs, at the same time providing
the means for artistic development and musical growth.
On a community level, in addition to the impact on the lives of the participating music students
who live and go to school in this area, the influence of Symphonie Jeunesse may be seen in both
direct and indirect ways. Their families are engaged and provide support. Their siblings strive to
join the Orchestra when they are ready. The students often go on to become music teachers
themselves. The listeners of the various performances each year are uplifted by what they hear
and see. They are also engaged in multiple ways, from enjoying traditional fundraiser activities
like the annual breakfast, to simply interacting with young people after an enjoyable performance.
Although subtle, these create goodwill and connections that may not otherwise occur.
Bringing music to others is as clear and noble a goal as any. Through the creation and efforts of
Symphonie Jeunesse, Mrs. Tacchia has developed a means to do so in a way that is beneficial to all
involved. The furthering of this goal by means of financial support is one way we can help her
and the students - continue in her work.

To whom It May Concern,
t would tike to share with you from a parent's perspective how Symphonie Jeunesse Orchestra (SJO) has
been so beneficial to my son's musical education.
My son started playing the violin in the 4th grade at Palm Avenue Elementary (SBCUSD) where he
excelled until he transferred to Middle School where we was placed with a band teacher trying to teach
strings and he became discouraged and packed up his instrument for six months.
At this point, I contacted Mrs. Tacchia for help and she told us about SJO. My son joined SJO four years
ago, starting at the age of 12. His involvement with SJO has provided him with so many amazing
opportunities. The advance teaching he received from SJO has given him confidence and knowledge,
which has helped him place high in auditions for San Bernardino County and City Honor Orchestras.
He would never have gone this far without the amazing love and teaching that was provided to him by
Mrs. Tacchia through SJO. If you asked my son, he would tell you he gives all credit to Mrs. Tacchia and
SJO for all his music accomplishments.
SJO gives local children an opportunity to progress in strings music that would not otherwise be available
to them for a small nominal fee of $50 for processing paperwork for participation in the group.

education of students in the Inland Empire.

8.) The project has brought broad awareness to an existing, established
program of high - quality, serious string orchestral musical activity
within our community to young string musicians seeking more
involvement and advancement as a means to broaden their own
experience.

9.) Were the aims of the project achieved? What aspects went well/not so
well?
For a first effort, the aims of the project and design were achieved.
----Participants covered the desired age range, (11 -16.)
-- Varying experience levels.
- -The chosen music was attainable, yet challenging for a
performance by the end of a one day workshop.
- -The participants were able to take home a folder full of new
pieces.
_The individual professional coaches were given blocks of time for
section work throughout the day to work on difficulties.
-- Participants sat alongside mentors and professionals for support.
- -Less experienced players received strong advice, instruction and
support.
-- Definitely provided confidence- building.
--It was fun!
- -Each participant exited with a higher level of
playing /performance ability.
-- Participants learned new skills and techniques.
-- Participants were welcomed warmly and encouraged by mentors.

The only slightly disappointing aspect was the realization that most of the
elementary and middle school music programs were not set up and running by
September. There were not as many "names -as- participants" as might have
been expected. There were more High School participants than the lower age -
range that had been anticipated. By the Spring Workshop of 2017, when all
programs are well under wav, this should not be a problem. Perhaps if there is
another opportunity next year under a similar grant, and the Fall date is pushed
back by a couple of weeks, more students will be able to participate in both
workshops.

chele Tacchia, founder and
conductor of the Symphonie
Jeunesse Youth Orchestra, a
nonprofit organization that
has performed throughout
the Inland Empire, gone on

The young musicians,
ages 12 -19, won an audition
for the Disneyland Commu-
nity Arts Showcase perfor-
mance they gave in Decem-
ber 2014.
Formed to meet the needs
of serious middle and high
school students of string in-
struments, Symphonie Jeu-
nesse provides advanced
training and study in orches-
tral and chamber music, ac-
cording to Tacchia,, a teacher
and. professional cellist.
